ROCK ISLAND ARSENAL

DATE: 23 June 2018

SCOPE OF WORK

REFRACTORY & INSULATION SERVICES FOR FURNACES AND LADLES

1. GENERAL:

1.1. Purpose: To establish maintenance and repair services for refractory and insulation applications located at Rock Island Arsenal (RIA) Joint Manufacturing Technology Center (JMTC).

1.2. Equipment: All refractory and insulation maintenance services required by this Scope of Work (SOW) shall be applicable to the following equipment:

1.3. PERFORMANCE PERIOD: Period of performance shall be one year from the date of contract award with four (4) additional option years as follows: Base Year: Date of Contract Award – 365 days

2. SAFETY AND ENVIRONMENTAL:

2.1. Safety: When services are performed onsite the contractor is responsible for complying with all federal, state, and local safety and environmental regulations, including, but not limited to: Rock Island Arsenal, Department of the Army (DA), Occupational Safety and Health Act, Environmental Protection Agency (EPA), Illinois Environmental Protection Agency (IEPA). The contractor must adhere to all Rock Island Arsenal Safety requirements, policies and statutes. The contractor shall be responsible for obtaining any hot work/open flame permits required from the Rock Island Arsenal Fire Department. The contractor shall be responsible for obtaining any confined space entry permits required by the RIA safety department. The contractor will be responsible to supply all certified confined space entry safety equipment and proper PPE. The contractor(s) while working on equipment at the RIA-JMTC will wear proper PPE, to include but not limited to: safety glasses (with side shields), protective foot wear (steel toe), proper clothing (no shorts, tank tops, etc.), safety harness (when working off the floor or in confined spaces), welding and cutting apparel (as needed) and adhere to OSHA NFPA 70E Arch Flash when working on electrical equipment. The contractor shall also have and observe an approved electrical lock-out tag-out procedure. As required by the COR, the contractor may be required to submit a Safety Site Plan in limited and justified circumstances.

· See attachment “Contractor Safety Guide”.

2.2. Environmental: When services are performed onsite all hazardous wastes, acid, and contaminated material generated by the execution of this service contract will be disposed of IAW all applicable federal, state, and local laws and regulations. All transport and decontamination will be performed IAW all applicable interstate, federal, state, and local laws and regulations. Any materials and/or wastes generated from this effort shall be labeled with appropriate transportation/disposal documentation for off-site disposal to include but not limited to Hazardous waste manifests and associated Land Disposal Restriction. Prior to discussing any environmental issues with the environmental agency of primacy, the contractor shall contact the Contracting Officer (KO) for direction.

2.3. Ozone Depleting Chemicals (ODCs): When services are performed onsite the contractor shall assure that none of the materials used contain Class I ODCs as defined by Public Law 102‑484, Section 326 during execution of the tasks outlined in this SOW. Parts and equipment shall not contain polychlorinated biphenyl (PCB), ozone depleting substances (Class I or Class II), or asbestos materials.

4. SECURITY:

Security training (not needing a CAC)

4.1. AT Level I Training.

All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training. The COR will be provided a copy of the RIA-JMTC AT Level I awareness training and assuring the training is completed.

The contractor shall sign a Memorandum of Record for each contractor employee and subcontractor employee to the RIA-JMTC Operations Center prior to a RIA-JMTC electronic keys and access pass being issued.

4.2. Access and General Protection/Security Policy and Procedures.

The contractor and all associated subcontractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by the installation Director of Emergency Services.

The contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the change clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

4.3. For contractors that do not require CAC, but require access to a DoD facility or installation.

Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center interstate identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility access and local security policies and procedures (provided by government representative). The COR will provide guidance to complete the Access Control Records Check request Form thru the RIA Directorate of Emergency Services.

4.4. Access Badges and Electronic Keys.

Contractor will acquire and need to return all issued U.S. Government Common Access Cards, installation badges, and/or access passes. Use FAR 52.204-9 or PADDS Clause IF00015 IF00015 at the end of the contract or the last day of an individual contractor’s employment.

4.4.1. RIA-JMTC electronic keys and access passes are accountable items and will be returned within 24 hours of no longer being needed. Items will returned to the COR or placed in a drop box at a RIA-JMTC access point.

4.4.2. Contractors who routinely fail to return these items will not be issued them in support of any future contract.

4.5. IWATCH (See Something, Say Something) Training.

The Contractor and all associated subcontractors shall brief all employees on the local iWATCH program. The iWATCH training will be provided in the RIA-JMTC AT training.

4.6. Impact on contractor performance during increased FPCON during periods of increased threat.

During FPCONs Charlie and Delta, services may be discontinued/postponed due to higher threat. Services will resume when FPCON level is reduced to level Bravo or lower. The FPCON descriptions will be provided in the RIA-JMTC AT training.

The COR will keep the contractors informed on the current FPCON or any possible FPCON change.

4.7. Random Antiterrorism Measures Program (RAMP) participation.

Contractor personnel working on Rock Island Arsenal are subject to participation in installation RAMP security program (e.g. vehicles searches, wearing of ID badges, etc.).

Contractors will comply with any instructions given by the Rock Island Arsenal Police Department. The RAMP program is discussed in the RIA-JMTC AT training.

4.8. Parking: The contractor shall park in designated/approved parking areas only. The COR and/or the Arsenal Police & Security personal may designate other areas to park depending upon the work situation.

5. REPAIR AND MAINTENANCE GENERAL SERVICE REQUIREMENTS:

5.1. Requirements: The contractor shall ensure that all systems indicated in the “scope of work” are in compliance with all applicable code requirements set forth by OSHA, and that all services and repairs are done in compliance with such codes and OEM specifications.

5.1.1. The contractor shall be required to schedule service within 48 hours of telephonic, e-mail, or written notification to the Contracting Officers Representative (COR) for repairs and services requested. Normal services must be initiated with 5 working days of initial request unless the COR approves an extension. Brick and Insulation services shall be completed within 5 working days after commencing work, the COR may allow the Contractor to exceed the time limit, if requested by the contractor, and the COR deems the situation is justified.

5.1.2. The contractor shall be responsible for performing all refractory and insulation services to the equipment listed in paragraph [1.2.]. All work performed under this contract shall be accomplished by qualified technician, repairman, or field service engineer. The Contractor’s personnel performing the work shall have been trained to safely perform refractory & insulation repairs and installations on all of equipment listed above.

5.1.3. The contractor shall supply all parts and materials to satisfy SOW of this contract. All parts and materials must meet or exceed the OEM’s recommendations. The contractor is responsible for cleaning the equipment and area after each service is performed. Example:

a.) Clean up spills/leaks.

b.) Dispose of insulation & refractory materials,

5.1.4. The contractor shall furnish all labor and tools required to perform refractory and insulation services to the equipment listed in paragraph [1.2.]. RIA-JMTC may assist when possible; however the contractor should not depend on this assistance.

5.1.5. The contractor shall be responsible for performing all lock-out & tag outs of equipment. Contractor shall provide all necessary man-lifts, special tools, and equipment to perform the full scope of work. RIA-JMTC may provide some equipment when possible; however the contractor should not depend on this assistance.

5.1.6. The refractory and insulation repairs shall be performed during normal business hours (Monday through Friday, 7 AM – 3 PM CST), except for Government holidays unless otherwise authorized and agreed on by the COR and the Contracting Officer. In the event of an emergency situation where personal and property damage may occur, and/or the work stoppage of the manufacturing complex, the contractor shall be required to perform emergency service calls. All repairs and installations shall be scheduled by the contractor through the COR.

5.1.7. Due to the nature of refractory and insulation failures, it’s anticipated that a majority of furnace repairs will be performed by contractor representatives visiting RIA-JMTC. However it may be possible that a component/part may be shipped out to other facilities to be repaired, Example: Ladle. If so, the contractor will be responsible to ship all parts and components. Return shipment of parts and components may be sent directly to the COR at RIA-JMTC.

5.2. Authorizations: When repairs and/or services are requested by either the COR or the Contractor, a draft service worksheet document shall be submitted by the contractor to the COR before said repairs/services are started. This informal document shall outline man-hours, materials, and all other expenses estimated to complete the work. The document shall include: date, a description of the needed repairs, Rock Island Arsenal Asset number (RIA#) and identification of the contractors representative. Authorization to proceed with repair/service will be provided by the COR in writing to the contractor.

5.2.1. The Contracting Officer and the COR shall be notified immediately of any service requirements, which are identified as extraordinary that would not typically be encountered in this type of service. This would include all parts and services not considered covered in this purchase order.

5.3. Points of Contact: The contractor shall identify a Primary and Alternate Contractor’s Technical (POC) for RIA notification purposes. The Government will assign a Contracting Officers Representative (COR) upon contract award. This person will be responsible for the general oversight of the contractor’s performance under this SOW. The COR is not authorized to make changes to this SOW or contract terms and conditions.

5.4. Warranty: All services, materials & parts used shall include the standard commercial warranty. All repairs shall be performed in accordance with the Original Equipment Manufacturers (OEM) specifications. The contractor shall warrant that the services performed are in accordance with original equipment specifications and shall carry the standard commercial warranty.

5.5. Completed Service Worksheet/Report: Upon Completion of services the Contractor shall prepare a Service Worksheet Report identifying man-hours, materials, description of repairs, and all other costs required to perform the required activities. The document shall include: date, Rock Island Arsenal Asset number (RIA#) and identification of the servicing technician. All reports shall be legible, either hand written or electronic (preferred) in a Microsoft Word, Excel or PDF format. The reports shall be delivered to the COR within 5 days of the maintenance completion and prior to invoicing.

6. EMERGENCY SERVICE REQUIRMENTS: The contractor will be required to respond onsite within 1 - 5 hours to emergency service calls for refractory/insulation malfunctions on any of the equipment stated in paragraph [1.2.] Example of emergency situations:

a.) The malfunction puts RIA-JMTC personal and property in danger.

b.) The malfunction causes major interruptions to the manufacturing capabilities of RIA-JMTC.

c.) The malfunction causes an environmental hazard.

7. DETAILED SERVICE SPECIFICATIONS:

7.1. Heat Treat & Forging Furnaces: The contractor will perform refractory repairs and installation on RIA-JMTC heat treat and forging furnaces stated in paragraph [1.2.]. This work shall be completed to the OEM specifications. The contractor will access each job for the proper materials and procedures needed for completion. The contractor will work closely with the designated COR to complete each job to RIA-JMTC requirements and specifications. OEM or industry standards for refractory drying procedures that need to be performed by RIA-JMTC personal prior to putting equipment back into operation will be delivered in writing to the COR.

7.2. Foundry Ladles & Melt Furnaces: The contractor will perform refractory repair and installation work on RIA-JMTC foundry ladles and melt furnaces stated in paragraph [1.2.]. This work shall be completed to the OEM specifications. The contractor will access each job for the proper materials and procedures needed for completion. The contractor will work closely with the designated COR to complete each job to RIA-JMTC requirements and specifications. OEM or industry standards for refractory drying procedures that need to be performed by RIA-JMTC personal prior to putting equipment back into operation will be delivered in writing to the COR.

Below are examples of job assessments:

a.) What type of chemical compounds in the refractory b.) Take into account the specific metal to melt, temperature, length of melt, how long we hold in a furnace and what additives we use c.) Thickness of lining d.) Refractory materials e.) Lining OEM specified limits f.) Correct specifications and performance characteristics g.) Proper installation procedures (adequately compacted, no voids, proper density, no distorting, centered) h.) Critical drying procedures

7.3. Insulation Repairs: The contractor will perform insulation repairs and installations on RIA-JMTC equipment stated in paragraph [1.2.]. This work shall be completed OEM specifications. The contractor will access each job for the proper materials and procedures needed for completion. The contractor will work closely with the designated COR to complete each job to RIA-JMTC requirements and specifications. The contractor will use asbestos free materials at all times, e.g.:

a.) Ceramic Fibers

7.3.1. Other types of Repair and Installation work:

a.) Installing BTU boards to ladles b.) Repairing furnace flues

8 Contractor Manpower Reporting (CMR)

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on “Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk by clicking on “Send an email” which is located under the Help Resources ribbon on the right side of the login page of the applicable Service/Component’s CMR website.

9. INSPECTION/FINAL ACCEPTANCE:

The COR will monitor contractor performance on this contract, in accordance with the Quality Assurance Surveillance Plan (QASP).

Upon successful completion of repairs, inspections, calibration and certification services of the equipment stated in paragraph 1. The COR will inspect the work and if acceptable sign the Service Report. The contractor invoicing shall take place after the Service report is received by the COR.

Once the COR has signed off on the delivered services and products, and received an invoice, the Contractor shall than invoice using Wide Area Workflow per 52.0000-4942.The contractor when submitting the invoice into the WAWF system, will select; “auto send a notification to the COR by email”. If this is not performed the contractor must contact the COR to notify him/her of pending transactions in WAWF.
