Scope of Work Consarc Titanium Furnace Equipment Repair

The contractor shall perform remedial repairs as needed on the Consarc Titanium Furnace equipment located at the Rock Island Arsenal – Joint Manufacturing & Technology Center (RIA-JMTC). The repairs shall be performed by Consarc factory trained titanium furnace certified technicians, repairmen, or engineers. All repairs shall be performed during normal business hours (Monday – Friday, 0700 – 1700 hours), unless otherwise authorized and agreed to by the Contracting Officer Representative (COR).

The contractor shall identify a notification Point of Contact (POC) for repair notification purposes. Rock Island Arsenal COR shall notify the contractor’s Repair Notification POC of the repair requirement, and communicate information as to the symptoms of the machine failure. If it is determined that a service call is necessary, the contractor shall schedule service within 48 hours of notification of repair. Service must be initiated within five (5) working days of the notification unless the POC requests an extension. If the contractor is unable to meet these time frames, the contractor must immediately notify the COR to make other arrangements. Upon inspection of the titanium furnace the contractor shall provide the COR with an initial condition report. The contractor shall not initiate the repair until the COR has authorized the corrective measure.

Period of Performance:

The period of performance will be from date of contract award through 365 days (1 year/Base Year) with two (2) one year options.

Base Year: Date of contract award – 365 days
Option Year 1: Day 366 – Day 731
Option Year 2: Day 732 – Day 1097

Troubleshooting:

As problems arise, the first line of troubleshooting assistance shall include a brief telephone conference with one of the contractor’s engineers who is familiar with design. If this can lead to a solution which does not involve further involvement with the contractor, this level of service will be provided at no charge. If the telephone conference is determined to be complex, the contractor shall inform the RIA-JMTC representative that further conversation will need to be charged at the agreed upon rate in the contract. If the telephone conference does not provide a resolution to the problem then a service call visit shall be arranged.

Onsite Work versus Shipping Equipment/Machine Components to Consarc Titanium Furnace for Repair: Due to the nature of machine failure, it’s anticipated that a majority of this repair contract will be performed by Consarc Titanium Furnace representatives visiting RIA-JMTC. However, it may be possible that machine components may be shipped to the contractor facility to be repaired, instead. Where a machine failure can be isolated to a specific machine component, and shipping that component to the contractor is economically advantageous compared to the alternative (having a contractor visit RIA), RIA may ship a machine component to the Authorized Consarc Titanium Furnace repair center. Under these circumstances, the contractor shall repair the component, and ship the repaired component back to RIA-JMTC.

Initial Condition Report: If the cause of a particular machine failure is unknown at the time of notification, the COR may require the contractor to provide a machine corrective diagnosis, and repair cost estimate. In this report, the contractor shall provide a report of the condition of each machine before remedial repairs, corrections and/or adjustments are made. The contractor will evaluate the machine’s condition and provide corrective recommendation, estimating man-hours and materials required to performed repair effort. Machine diagnosis shall define the cause for machine functional failure. The report shall be hand delivered to the COR (Bldg. 220, BSMT, East Wing, South), within 1 day of machine failure diagnosis. Report shall be legible, have servicing technicians name printed and signed. Authorization of the corrective measure by Rock Island Arsenal COR shall be received before repairs are initiated by the contractor.

Repair Initiation and Warranty: The contractor shall initiate repair only after the COR authorizes the contractor proposed repair. Repair parts and installation shall carry the manufacturers’ standard commercial warranty. The Contractor shall warrant that services performed and/or parts utilized are in accordance with original equipment specifications.

Safety:

The contractor is responsible for complying with all federal, state, and local safety and environmental regulations, including, but not limited to Rock Island Arsenal, Department of the Army (DA), Occupational Safety and Health Act, Environmental Protection Agency (EPA), Illinois Environmental Protection Agency (IEPA). Contractor must adhere to all Rock Island Arsenal Safety requirements, policies and statutes. The contractor shall be responsible for obtaining any hot work/open flame permits required, and coordinating with the Rock Island Arsenal Fire Department. The contractor shall also have and observe an approved electrical lock-out tag-out procedure. As required by the Contracting Officer’s Representative (COR), the contractor may be required to submit a Safety Site (in limited and justified circumstances).

Security:

At all times during execution of this SOW, the contractor will maintain adequate plant protection devices to minimize espionage, sabotage, and other malicious destruction and damage. The contractor shall comply with all security requirements of the Rock Island Arsenal.

Environmental:

All hazardous wastes, acid, and contaminated material generated by the execution of this project will be disposed of IAW all applicable federal, state, and local laws and regulations. All transport and decontamination will be performed IAW all applicable interstate, federal, state, and local laws and regulations. Any materials and/or wastes generated from this effort shall be labeled with appropriate transportation/disposal documentation for off-site disposal to include but not limited to Hazardous waste manifests and associated Land Disposal Restriction. Prior to discussing any environmental issues with the environmental agency of primacy, the contractor shall contact the COR for direction.

Ozone Depleting Chemicals (ODC’s):

The contractor shall assure during execution of the tasks outlined in this SOW that none of the materials used contain Class I ODCs as defined by Public Law 102-484, Section 326.

Service Report:

The Contractor shall provide a report detailing the extent to which each machine was repaired. After repair is complete the machine shall be certified as meeting or exceeding the manufacturer’s specification for geometry accuracy and repeatability. Complete alignment and certification is not required for any repair which does not affect machine alignment. The report hall be emailed, faxed or hand delivered to the COR within 5 days of calibration/repair completion and prior to invoicing. Report shall be legible, have servicing technicians name printed and signed. The COR’s signature on the service report shall be justification for submission of contract invoice.

Contractor Manpower Reporting:

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on “Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk by clicking on “Send an email” which is located under the Help Resources ribbon on the right side of the login page of the applicable Service/Component’s CMR website.
