Market Research: Camp Grafton Training Center (CGTC), Devils Lake, North Dakota was considered as a possible alternative. CGTC does not possess youth camp staffing and facilities needed to conduct a youth camp. Additionally the NDSU 4H Extension partnership is critical to the camp’s success and future collaborations. Availability of lodging and camp facilities at Camp Grafton is limited during this time frame due to scheduled annual training. The NDSU campus location meets the requirements for varied instructional venues to include; classrooms, recording studios, overnight camp facilities, food services, and recreational space.
The Moorhead State University Moorhead campus was also considered, but does not have full meal service during summer months, nor housing resulting in additional cost for catering services and hotels.
The Fargo South Campus was considered but lacks on site housing and meals. Which results in an increase in transportation, hotel, and catering costs.

Reasons for Authority Cited: A: The Military Youth STEAM Camp is being held through a partnership between the North Dakota Nation Guard Child and Youth (NDNG C&Y) program and NDSU 4H Extension which will be held on the NDSU campus, Fargo, ND. The NDSU location meets the requirements for varied instructional venues to include; classrooms, recording studios, overnight camp facilities, food services, and recreational space for resiliency and team-building activities. NDSU 4-H Extension services, provide instructors and equipment for STEAM and Video/Photography education.
Reasons for Authority Cited: B:
Reasons for Authority Cited: C: The North Dakota Army National Guards Child & Youth Program has a long standing relationship with NDSU extension services. Through this program the NDSU extension services department provides funding to support military children not covered by the NDARNG Child & Youth program funding. Should this relationship dissolve, the likelihood that the NDNG CYP would be able to hold a camp of this type and size that accommodates a large number of military youth would be significantly reduced due to constraints placed on the CYP due to decreased funding resources. NDSU extension service office has indicated a desire to utilizing the NDSU campus as the site to conduct the STEAM camp helping to ensure continuation of our longstanding relationship. Additionally, NDSU Campus in Fargo, ND is the only site currently available and capable of hosting a STEAM camp with facilities that meet all the requirements needed to successfully execute this camp. The NDSU campus location meets all the requirements for varied instructional venues to include; classrooms, recording studios, overnight camp facilities, food services, and recreational space.
