Market Research: Camp Grafton Training Center (CGTC), Devils Lake, North Dakota was considered as a possible alternative. CGTC while less expensive does not possess youth camp staffing and facilities needed to conduct a youth camp. Additionally the NDSU 4H Extension partnership is critical to the camp’s success and future collaborations. Availability of lodging and camp facilities at Camp Grafton is limited during this time frame due to scheduled annual training. The 4H provides training grounds conducive to youth, and provides an ideal environment along with supervision ratios that are not available at CGTC.
Grand Forks AFB was considered, but does not have the environment needed for the activities planned, or locations needed.
c. Cooperstown’s Bible Camp was considered, but all July FY18 summer weeks are unavailable due to previous bookings.

Reasons for Authority Cited: A: The Military Youth Camps are being held through a partnership between NDNG CYP and the NDSU Extension Service. NDSU Extension Service has indicated a desire to conduct the military youth camps at the Western 4H camp facility in Washburn due to the long standing success of previous camps. As the only official 4H camp in North Dakota, the 4H Camp in Washburn offers an excellent environment and camping facilities that are needed to have this type of youth camp. The 4H youth camp consistently has a quality environment, activities conducive to our training needs, and the capacity to accommodate the number of youth participating.
Reasons for Authority Cited: B:
Reasons for Authority Cited: C: The Military Youth Camp I & II conducted by the NDNG CYP has a long standing partnership with NDSU, 4H and NDNG Foundation. Relocation of the MYC I & II to a non-4H Camping facility would result in a discontinuation of this long standing partnership & relationship. The NDSU extension service office has indicated a desire to continue utilizing the Western 4H camp in Washburn as the site to conduct the military youth camps due to the long standing success of previous camps. The partnership with the NDSU extension service office allows for an offset of cost associated with the Military Youth Camp I & II. Should this relationship be dissolved, the likelihood that the NDNG CYP would be able to hold a camp of this size that accommodates a large number of military youth would be significantly reduced due to constraints placed on the CYP due to decreased funding resources.
