About this file

This is a Draft Call for Solutions under the Army Open Solicitation (AOS) Commercial Solutions Opening (CSO) procedures for Agile Professional Services.

The Capability Program Executive for Simulation, Training, Test & Threat (CPE ST3) seeks innovative solutions for implementing an Agile Professional Services performance architecture to support its acquisition and program management operations. The requirement is divided into two separate parts, each anticipated to receive a distinct award: Part I addresses Agile Professional Services for subordinate Project Manager/Project Lead line organizations (APS), and Part II addresses Agile Professional Services for headquarters enterprise support (APS-HQ). Historical workload data indicates Part I requires approximately 399,360 annual hours across acquisition and FMS case management, engineering/data/architecture/cyber expertise, logistics and product support, military expertise, and Agile functions; Part II requires approximately 58,240 annual hours with emphasis on logistics and product support. The Government intends to award two Firm-Fixed-Price (FFP) or Fixed-Price Incentive Fee (FPIF) contracts, with evaluation centered on three factors of equal weight: technical and management merit in meeting desired solution objectives, benefit and relevance to CPE ST3's Agile transformation under a fixed-price architecture, and cost affordability relative to available funding.

The solution submission process consists of up to four phases. Phase 1 requires a ten-page maximum Solution Brief (14-point Times New Roman font) due by mid-August 2026 (date to be confirmed at official release), submitted via email to Contracting Officer Troy Darling (troy.d.darling.civ@army.mil) and Contracting Specialist Sophia Dasilva (sophia.g.dasilva.civ@army.mil). The brief must include executive summary, high-level solution description addressing scalability and dynamic resourcing strategies, generalized staffing plan, proposed schedule, rough order of magnitude pricing, intellectual property disclosures with confirmation of unlimited rights to the Government for all deliverables, and resume of the proposed Agile Program Manager (minimum five years Agile experience and three completed Agile projects). Subsequent phases include Phase 2 (Live Pitch with JIRA demonstration), Phase 3 (detailed proposal with pricing), and Phase 4 (final negotiation and award). The requirement is set aside entirely for Domestic (FOCI-mitigated) small businesses or domestic non-traditional vendors of any size, with a period of performance anticipated at 60 months with an option to extend to 66 months. Questions must be submitted by July 6, 2026 at 11:00 AM Eastern Time to the listed POCs using the email subject line "Call for Solution - APS_26-01."

2. PROBLEM STATEMENT.

CPE ST3 requires a highly functional, Agile, Performance Based, non-personal services contract architecture (including, but not limited to: Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), Contract Data Requirements List (CDRL) analog, Transition and Communications Plan) for management of Performance Based Service contracts in satisfaction of Professional Services requirements.

*Note: Separate solutions are requested for each of the following “Parts” of the overall requirement, each Part is anticipated to receive a separate and distinct award in accordance with Section 9, below.

Part I – Agile Professional Services - Subordinate Project Manager / Project Lead (PM/PL) Line Organizations (APS) Part II – Agile Professional Services Headquarters Enterprise Support (APS-HQ)

3. DESIRED SOLUTION OBJECTIVES.

A successful solution should describe and be able to demonstrate through performance demonstration and iteration how contract requirements documents can inculcate Agile program management principles (e.g. SCRUM, SAFe management methods, etc.) into the Government service contracting capability, which will include an advisory role in the development of internal government processes necessary for cultural adoption of Agile principles. All successful Solutions MUST anticipate use and integration of a Government provided instance of Jira, which will be provided to Offerors for use in “Live Pitch” Presentations.

The desired solution will provide an initially acceptable PWS which will be iterated on during ongoing demonstrations through the successful offeror(s) performance of Agile Professional Services for focused acquisition support to enable delivery of foreign and domestic training and testing systems in all (non-inherently governmental) phases of the acquisition lifecycle, including but not limited to requirements development, market research, acquisition strategy formulation, solicitation preparation, source selection support, contract administration, and closeout activities. The selected solution should be functional for use under a wide range of contract types and vehicles, including but not limited to firm-fixed-price, Fixed-Price Incentive Fee, indefinite delivery/indefinite quantity (IDIQ), and other hybrid arrangements.

The solution for Agile Performance Based Services must be tailored and flexible to meet the unique needs of CPE ST3’s evolving mission and should demonstrate how it will be cooperatively iterated to refine the PWS and other contract documentation throughout performance activities, ensuring the greatest achievable level of efficiency.

The contractor should take into consideration that all acquisition support activities will be executed in accordance with applicable Federal, Department of War (DoW), and Army acquisition regulations, policies, and best practices.

Performance under the award shall be designed and executed with an explicit intent towards efficiency and transparency that will enable the Government to truly capture the level of effort (LOE) included in satisfaction of the Government capability requirements. The real-time and aggregate LOE data and the expression of the Government requirement as an Agile capacity at an enterprise level will be included as deliverables under any resultant contract/agreement.

While resultant contracts/agreements shall be issued under Firm-Fixed Price or Fixed-Price incentive Agreements (10 U.S.C. §3458(d)), offerors are encouraged to propose separate Incentive structures intended to reduce cost of performance through the Fixed Price period of performance and any future requirements utilizing the developed Business Process and concept of operations.

Customer Engagement - The high-level functional needs include, but are not limited to the following:

1. Agile Program Management and Transformation: The primary need is for a contractor who can implement and manage a comprehensive Agile framework (such as SAFe) across the enterprise while developing an enduring architecture that the Government can utilize across a broad array of professional services. This involves not exclusively providing personnel but actively leading a transformation in how CPE ST3 manages its portfolio.

Key needs include:

· Agile Framework Implementation: Establishing and managing an Agile methodology to improve delivery speed, quality, and responsiveness.

· Outcome-Focused Execution: A shift in mindset from staffing positions to delivering measurable results and completing tasks within a prioritized backlog.

Based on the evaluation, the Solution Brief (i.e. “White Paper”) will be categorized as “Selected for Further Consideration”, “Not Selected for Further Consideration”, or “Retained for Future Consideration.” The selection of one or more submissions into the next Phase will be based on the criteria listed above, degree to which the proposed solution is expected to meet the Government need, and funding availability. Solution Briefs that do not have affirmative answers to the evaluation criteria [1) Does the proposed Solution have technical and Management Merit, 2) Does the proposed Solution have potential Benefit and Relevance to the application of Agile structures within the CPE ST3 mission structure, and 3) Does the proposed Solution represent a Cost Affordable Solution (with regard to funding availability)], may be declined without further review.

Selected for Further Consideration: The submitted Solution Brief has been determined to be of technical merit, represents a feasible and viable solution, and included all required submittals IAW the Call. As such, the Government intends to invite the company to participate in next phase should funding be available.

Not Selected for Further Consideration: The submitted Solution Brief does not represent the necessary degree of technical merit, does not represent a feasible and viable solution and/or did not include all required submittals IAW the Call.

Retained for Future Consideration: The submitted Solution Brief has been determined to be (or have the potential to be) of technical merit, represents (or may represent) a feasible and viable solution, and included all required submittals IAW the Call. As such, the Government retains the right to revisit the Offeror Solution within the next 12-months and invite the company to participate in next phase should funding be available.

Offerors ‘Selected for Further Consideration’ may be invited to participate in subsequent phases, subject to the availability of funds. The Government reserves the right to limit the number of offerors invited to Phase 2 – Live Pitch (unless bypassed) and/or Phase 3 – Solution Proposal. As such, an Offeror’s solution may be evaluated as ‘Selected for Further Consideration’, however, not invited to Phase 2 and/or Phase 3, and instead be identified as “Retained for Future Consideration”.

Solution Briefs, whether selected or not selected for subsequent Phases, will be notified in writing as soon as practicable of their evaluation results, and the Government reserves the right to reconsider and re-initiate Phase 2/3 activities with any offeror that was previously identified as “Retained for Future Consideration”, for a period of 12 months from the date of the offeror’s last prior submission.

The Government reserves the right to bypass Phase 2 into Phase 3 to request a formal proposal should funding be available.

7.3 Phase 2 – Live Pitch

Phase 2 submission requirements and evaluation criteria will be outlined in the invitation to this phase, if selected and unless bypassed, which requirements will include at a minimum a live demonstration of the tools and capabilities (i.e., Jira, etc.) that the offeror will use for tracking, management, and reporting under Agile principles. All offerors invited to participate in this Phase shall receive the same detail regarding the desired information and capabilities to be presented, and shall be afforded equal time for presentation, though specific questions, comments, and discussions relating to presentations will necessarily differ based on the Offeror presentation.

7.4 Phase 3 – Proposal

Phase 3 submission requirements will be outlined in the Request for Proposal (RFP), if selected, for this phase. All complete and valid proposals will be evaluated, resulting in a written Evaluation Decision Document (EDD) which will articulate the subjective analysis of each proposed solution and the rationale behind selection or non-selection decision. Which Evaluation Decision rationale will be provided to the respective Offeror(s) upon notification of non-selection.

7.5 Phase 4 – Award

This Phase consists of final and formal negotiation with, and award to, the offeror (or offerors) that have been deemed to have an affirmative evaluation regarding the following questions:

i. Does the proposed Solution have technical and Management Merit in meeting the Government’s “Desired Solution Objectives”,

ii. Does the proposed Solution have potential Benefit and Relevance to the application of Agile structures within the CPE ST3 mission structure, and

iii. Does the proposed Solution represent a Cost Affordable Solution (with regard to funding availability).

8. NON-GOVERNMENT ADVISORS

As stated in Section I2 of the AOS, non-Government advisors may be used in the evaluation of Solution Briefs, Oral Presentations, Demonstrations/Live Pitchs, Solution Proposals, and finalizing terms for award.

Non-Government advisors will have signed non-disclosure agreements (NDAs) with the Government. By submitting a Solution, the Offeror understands that the Government may share proprietary Company information with the identified non-Government advisor(s) for evaluation and administrative purposes only. In addition, the Offeror further understands that it has an opportunity before submitting a Solution Brief to the Government to enter an NDA directly with the non-government advisor(s), and therefore, waives all claims against the Government for any disclosures of proprietary information by the non-Government personnel. Such NDAs are the responsibility of the Offeror, and the Government shall not be a party to them, though the nondisclosure agreement(s) shall not include any additional terms and conditions unless mutually agreed to by the parties to the nondisclosure agreement, in accordance with DFARS 252.227-7025. Companies shall provide a copy of the signed NDAs to the Government with submissions.

9. ORGANIZATIONAL CONFLICT OF INTEREST (OCI) (no page limit)

9.1 Offeror OCI Disclosure: The Offeror shall perform an OCI analysis and submit the results of that analysis in addition to the Solution Brief submission. Specifically, the Offeror shall analyze the details of the Call and the implementation of their proposed Solution for actual or potential OCI situations associated with the performance of the Offeror, or any of the Offeror’s proposed teammates or subcontractors, under any contract or agreement the Offeror or the Offeror’s teammates or subcontractors have been or may be awarded by any federal agency or other entity. The Offeror shall describe in detail the methodology used to identify actual or potential OCI issues. The level of detail for OCI analysis may not be the same for all vendors. FAR 9.5 may be used as guidance for OCI analysis. If no conflicts are identified, a risk mitigation plan is not required; however a description of the analysis methodology, and an affirming statement that no conflicts are identified shall be included. This section will not count against submission page limits.

If the Offeror identifies any actual or potential OCIs with respect to the performance of the Offeror or the Offeror’s subcontractors or teammates, the contractor shall provide an OCI Mitigation Plan to be incorporated as an attachment to any resulting contract or agreement. Any proposed avoidance or mitigation techniques shall be consistent with FAR 9.5 and the most recent decisions of the Government Accountability Office and the U.S. Court of Federal Claims.

9.2 Prohibition on Competing for Both Parts: No Offeror (prime, subcontractor, Joint Venture member, or affiliate) may compete for or support both Part I and Part II, consistent with clarified OCI boundaries.

9.3 Future OCI Restrictions: Participation may restrict future participation in CPE ST3 or ACC‑Orlando requirements where unequal access or impaired objectivity may occur.

9.4 Non-Personal Services Boundary: Contractor personnel shall not perform inherently governmental functions, nor provide labor categories or staffing constructs that imply Government authority, per Executive Order.

9.5 OCI Disclosure Requirements: Offerors must disclose all actual or potential OCIs and may be required to submit an OCI Mitigation Plan.
