Request for Information: Training & Simulation

This is a Request for Information (RFI) issued by the U.S. Army seeking industry feedback on developing a modern integrated Live, Virtual, and Constructive (LVC) environment with layered architecture supporting multidomain operation training, testing, and experimentation. The RFI aims to gather insights and recommendations to inform future requirements, acquisition strategies, and technical direction for next-generation integrated LVC capabilities structured through modular, open, and standards-based architectures that enable rapid technology insertion, interoperability, and lifecycle sustainability.

Responses must be submitted via email to david.s.cannon.civ@army.mil by June 8, 2026, in either MS Word or PDF format, with a maximum of 16 standard 8.5" x 11" pages. Respondents must clearly designate any proprietary information and responses requiring Non-Disclosure Agreements will not be accepted. The RFI requests industry responses to ten specific questions addressing feasibility assessments, architecture frameworks, current and future technology capabilities, Independent Research and Development efforts, open standards approaches, operational hardware/software reuse opportunities, cybersecurity implementation, exportability to Joint Services and Mission Partners, LVC marketplace development approaches with recent demonstration examples, and recommendations for missing elements in the draft Characteristics of Need and associated taxonomy. This RFI is issued for information and planning purposes only and does not constitute a solicitation or obligation to procure services or products; responses will not be considered binding offers and no contracts will be awarded based on submissions.

Request for Information (RFI): Training & Simulation

Subject:

Request for Information (RFI) – Industry Feedback on Modern LVC Environment with Layered Architecture that enables Multidomain Operation training, testing and experimentation events.

Introduction:

The U.S. Army seeking information and feedback from industry partners regarding innovative approaches, best practices, and technical solutions for developing a modern integrated Live, Virtual, and Constructive (LVC) environment. The envisioned solution will be structured through a layered architecture encompassing sensor/instrumentation, transport, and core services layers to support scalable, interoperable, and resilient training and operational environments.

Objective:

The purpose of this RFI is to gather industry insights and recommendations to inform future requirements, acquisition strategies, and technical direction for a next-generation an integrated LVC environment. The focus is on leveraging modular, open, and standards-based architectures to enable rapid technology insertion, interoperability, and lifecycle sustainability.

Instruction for Responding:

• Response Format: Respond in either MSWord or PDF format.

• Submission Method: Respond via email to: david.s.cannon.civ@army.mil

• Contact Person: Mr. David Cannon

• Deadline for Submission: 6/08/2026

• Page Limits: No more than 16 standard, 8.5 x 11 pages.

• Confidentiality: Clearly state in the response if the information is proprietary to your company. No responses will be accepted that require a Non-Disclosure Agreement (NDA).

Scope of Interest:

Please review the attached materials and provide responses to the below questions to inform the development of the Training, Simulation and Experimentation (TS&E) Characteristics of Need.

1. Provide assessment of feasibility and describe implementation approach to achieve desire characteristics and outcome described in the CoN.

2. Describe the architecture framework for a Training and Simulation approach that address the need for a unified approach to development, interoperability, and adoption of commercial industry software, gaming, and simulation standards.

3. Describe the technologies that your company can provide to support the Training and Simulation architecture: 1) now, 2) 3 years from now and 3) over 3 years from now.

4. Describe your current and future Independent Research and Development (IR&D) efforts that could support the simulation architecture framework over the next 3 years.

5. Describe your approach to leveraging open source, non-proprietary standards and protocols to interface with capabilities to be built on top of the architecture framework described in the CoN.

6. Describe opportunities to leverage/reuse operational/warfighting hardware, software, and infrastructure in support of the CoN.

7. Describe your approach for implementing cybersecurity practices that yield secure connected and accessible systems/services in a distributed (cloud) environment in cost effective and timely manner.

8. Describe your approach to ensure exportability of the Training, Simulation, and Experimentation to Joint Services and Mission Partners.

9. Outline your approach to developing an LVC marketplace for Training. Please include examples of relevant products successfully demonstrated in Army or Joint events (training, testing, or experimentation) over the last six months

10. Review of the draft CoN versions and associated material. Indicate what are we missing that your company recommends we include in the development of the taxonomy and architecture.

Disclaimer: This RFI is issued solely for information and planning purposes and does not constitute a solicitation or obligation to procure any services or products. Responses will not be considered binding offers, and no contracts will be awarded based on submissions.
