About this file
This document contains the questions and answers for the draft solicitation of the Special Operations Forces Training, Engineering and Maintenance Support (SOF TEAMS) IV contract. The upcoming solicitation seeks to provide hardware and software maintenance, logistics, administration, and minor engineering enhancements to the Training Aids, Devices, Simulators, and Simulations (TADSS) effort that supports the 160th Special Operations Aviation Regiment (Airborne) at Fort Campbell, KY. The solicitation will be competed as full and open under NAICS Code 541330 Exception 01, with a $47M small business size standard. Key details include the submission format, major subcontractor definition, past performance requirements, and suggestions for the government to consider such as eliminating hard copy submissions, combining contract line items, and implementing a tradeoff source selection approach. The document does not contain a Performance Work Statement or Statement of Objectives, but rather captures the draft solicitation questions and government responses.

On Page 5 of Section L, Paragraph 4 intro states, “The volume shall contain all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past three years, from the issue date of this RFP…” Will the Government clarify what percentage of workshare constitutes a major subcontractor?
Section M 3.b. A major subcontractor is defined as :
For the purposes of this SSP/Requirement, major subcontractors are defined as members of an offeror’s overall team who are expected to perform twenty percent (20%) or more of the proposed effort

Section L, Past Performance
On page 5 of Section L, 4. Volume II – Past Performance states that relevant efforts same as or similar to NAICS code 541330 required by the RFP. Will the Government verify that efforts that do not have this code but are similar in scope can be used for past performance?
The Government will evaluate relevancy IAW the table in Section M 3.d.ii.
“Relevancy is not separately rated; however, the following criteria (see Table 2) will be used to establish what is relevant which shall include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming.”

Suggest the USG consider dropping the hard copy submission requirement to allow offer more flexibility as solicitation changes/updates can occur closer to the submission deadlines with less impact to offerors ability to incorporate the change into their proposal.

CPFF CLINs (xx18 & xx19) be combined for increased flexibility on funding allocations preventing situations where total program funding is available, but each CLIN lacks sufficient funding to execute a purchase/effort.
The Government will consider this suggestion.
8.
Suggest the COST CLINs (xx20 & xx121 & xx22) be combined for increased flexibility on funding allocations preventing situations where total program funding is available, but each CLIN lacks sufficient funding to execute a purchase/effort.
The Government will consider this suggestion.
9.
Suggest requirement for Key Personnel and resumes be added to the RFP. Key personnel work location must physically be at the Fort Campbell, KY operational site as a full-time position
Key staffing positions proposed will be evaluated under Subfactor 2 – Management approach. Section L- 3.b.1.
There is no current requirement to submit Key Personnel Resumes
10.
To enhance the effectiveness of the SOF Teams proposal, we suggest implementing a tradeoff approach. This method is particularly advantageous when it may serve the Government's best interests to award a contract not solely based on the lowest price or the highest technical rating.
Section M Basis for award states: The award will be made based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the four (4) evaluation factors: Factor 1 Performance, Factor 2 Past Performance, Factor 3 Cost/Price and Factor 4 Small Business Participation.
