QuestionsAnswers
1When was the Digital Integration Lab (DIL) classified Top Secret (TS)?The DIL has never been classified TS.
2Will there be a change to include TS during contract execution?Currently, the DIL is classified as SECRET. There is no firm information that points to the DIL becoming a Top Secret program/facility.
3How many people work in the DIL?This information is considered proprietary for the incumbent and therefore will not be disclosed.
4When we run events, is it split between “white cell/red cell”?BLUE & RED forces are used to support Integration and test events, to include Vignettes execution.
5Which part of the Lab is DIL vs other programs? If you participated in the tour you had the opportunity to visually see the area that included the DIL assets; however, the location of the DIL assets within the lab is subject to change, as stated during Industry Day.
6Do you think you’ll have a joint environment with Live, Virtual, Constructive - Integrated Architecture (LVC-IA)?DIL program can not answer questions related to other program's requirements
7Is there a time frame when One Semi-Automated Force (OneSAF) will move over to the JDIF?DIL program can not answer questions related to other program's requirements
8How many baselines are represented at the DIL?4 Brigade Combat Teams (BCTs), 3 software baselines.
9Do most of the DIL contractor team members work here? All DIL contractor personnel work in the DIL.
10Do any of the DIL team members telework? No, all work is done on site, within the DIL.

12Is the Intelligence & Electronic Warfare Tactical Proficiency Trainer (IEWTPT) here at the Lab?DIL program can not answer questions related to other program's requirements, other than to assume some DIL customers are located within the lab, and others are located outside of the lab.
13So, this lab is only SECRET?Yes. If a TS requirement is added in the future the TS asset(s) will be located in a TS facility.
14Who is responsible for buying the Mission Command Information Systems (MCIS)?The Government is responsible for providing the funds to an external Army agency to buy the MCIS.
15Why not make this contract LPTA (lowest price technically acceptable) ?Currently, this acquisition is still in the Market Research phase. No decisions have been made regarding proposal evaluations.
16Is all Joint Land Component Constructive Capability (JLCCTC) done classified?DIL program can not answer questions related to other program's requirements
17What is the current contract value?Refer to the TSIS and PALT slides
18What is the Percentage of Gov’t / Contractor? There is no relationship between the number of Government personnel and Contractor personnel; therefore the percentage is not relevant.
19Distribution A - email for slides on SAM.gov.All Controlled Unclassified Information (CUI) material was removed from the slides to allow the slides to be posted on SAM.gov.
20What is the number of Key Personnel required? The number of key personnel is dependent upon the respective Contractor's proposed solution, in response to the RFP.
21Why is the Government requiring Resumes and Letters of Commitment? The Government does not intend to require resumes and letters of commitment for key personnel. Key personnel knowledge, skills and abilities (KSAs) will be included within the RFP.
22Is there a Road Map/Pathway for DIL Modernization? No. This is driven by the DIL Customer programs's integration requirements and versions of Mission Command systems.
23Would there be an impact when the DIL requirement falls under the Product Lead Enterprise Transformation Integration (PL ETI)?There will be some modernization/transformation to the DIL Lab based on DIL Customer program requirements, to include future modernization programs, regardless of which PM the DIL is managed under. Changes are anticipated to be more of "organizational" nature.
24What are the requirements for the "SIMCI Architect" position?Qualifications for the SIMCI Architect are provided in the Performance Work Statement (PWS).
25Would a DCAA audit be required on a FFP contract?A DCAA audit is not anticipated to be required.
26Will the final RFP include a complete HW/SW list?Yes, the Government will provide a list of GFP with the RFP.
27Will the final RFP include a current labor mix for the DIL services? No. Labor mix will be proposed by the contractor based on the defined PWS tasks and required key personnel knowledge, skills, and abilities (KSAs).
28Is there a priority or percentage of effort that can be assigned to the DIL tasks? The Government will not dictate how to do the work/task. We will provide the requirements in the PWS/RFP and the Offeror's proposal can describe their best approach/plan in supporting the DIL tasks.
29The SIMCI acronym definition appears to be incorrect. The correct definition is Simulation to Mission Command Interoperability (SIMCI).
30Will the DIL effort be moving under PL ETI?Yes, the DIL program is transitioning from PM SE to PL ELI. Execution of this new contract will be managed under PL ETI.
31Conflict between Draft PWS & Industry Day slides regarding Top Secret requirement. As stated during Industry Day, the Top Secret requirement in the Draft PWS was deleted and the PWS was updated accordingly. The Government posted an updated Draft PWS to SAM.Gov, prior to Industry Day.
32How is the DIL used/operated?Other training systems stimulate the MC systems; there is no software development. The DIL supports integration & test events; the DIL does not connect to the real Tactical Operations Center (TOCs); some of the assets (ex., MC systems) are at contractor facilities to support their respective integration and test activites.
33Does the Government has plans to expand the DIL footprint?Intent is to reduce the footprint, if feasible. Note the virtualization requirement within the PWS.
34Given this will be a FFP contract, how much detail will be provided? The RFP will provide the necessary detail and guidance. We will provide a list of Government Furnished Property (GFP), as well.
35How will Past Performance be evaluated for Small Businesses? The Government is still in the Market Research phase. Decisions on Sections L&M of the RFP have not been finalized.
36So, the Government is requiring a 7-year FFP contract not knowing what will happen in the future years? The Government is still in the Market Research phase therefore, duration of the contract and contract type are pre-decisional at this time. Historically, DIL has been mostly FFP with some COST. There are no absolutes when projecting future costs.
37What was the original intent of requiring a Top Secret level for facility and personnel for the DIL ?Originally, there was a requirement from one program to utilize a TS MCIS; however, that requirement has since been removed.

43Does the DIL support the selection of active scenarios that drive the actual events? No; the respective programs perform this function. The scenario(s) will be driven by the level of training required. All programs will communicate their needs.
The questions below were presented during the One-on-One sessions for the offeror's consideration, when preparing their proposal. These questions will be provided in a different format within the RFP. DO NOT ANSWER AND RETURN THESE QUESTIONS TO THE GOVERNMENT! These questions are only intended to provoke thought amongst the offering pool.
11) What are the primary Cybersecurity challenges that you believe will impact the execution of this DIL support contract?

a. What experience do you have providing solutions to these challenges, and what would you propose doing to gain an advantage against these challenges?

2 2) The Risk Management Framework (RMF) Authorization is moving to Authority to Operate (ATO) Continuous Monitoring (ConMon), and as a result will be moving to more frequent releases of patches and Security Technical Implementation Guides (STIG) updates:

a. What opportunities would you plan to leverage to create efficiencies in the execution of Cybersecurity requirements?

b. What will you do to ensure the execution of Cyber updates do not negatively impact the training OPTEMPO?

3) There is currently sprawl of the MC footprint across the environment, not just in the DIL, but also in the program labs requiring specific MC configurations for Integration & Test (I&T). That footprint naturally increases the level of effort needed to implement updates as part of a continually changing security baseline:

a. Do you see any opportunities to reduce that sprawl, while still meeting each program’s unique I&T requirements?

b. How would we maintain Configuration Management?

4) What specific problems or challenges would you look to solve with Virtualization?

a. How would you go about accomplishing that?
