About this file
This document is a Justification and Approval (J&A) for Other than Full and Open Competition for a Training Instructor/Operator Support Services (TRIOSS) contract extension. The U.S. Army Contracting Command - Orlando seeks to extend the current TRIOSS bridge contract (W900KK-24-C-0017) with Phoenix Logistics, LLC for two 6-month option periods from July 2025 to January 2026. The extension is necessitated by a Government Accountability Office (GAO) protest of the Medical Instructor/Operator Support Services (MIOSS) contract, which prevents timely recompetition.
The contract supports the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) by providing 110 credentialed medical Instructor Operators across 22 Medical Simulation Training Centers (MSTCs) domestically and internationally. The extension is critical to maintaining combat medic training capabilities, ensuring annual certifications, and supporting warfighter readiness. The total estimated value for the two 6-month option periods is redacted, and the procurement method is a sole source award under FAR 6.302-1(a)(2) due to unacceptable delays in fulfilling the agency's requirements.

JUSTIFICATION REVIEW DOCUMENT
FAR Part 6 Justification and Approval for Other than Full and Open Competition
Program/Equipment: Extension of support services of the Training Instructor/Operator Support Services (TRIOSS) on behalf of the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI).
Authority: 10 United States Code (U.S.C.) 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)
Amount: The total estimated value of the requirement is for the two 6-month option periods.

6. Reason for Authority Cited: The Government agreed to conduct corrective action on the Government Accountability Office (GAO) protest received of the MIOSS contract on 11 April 2025. On 9 July 2025, the GAO dismissed the protest pending the Government’s corrective action. Given the short timeline, the Government is unable to fulfill the TRIOSS/MIOSS requirement prior to the expiration of the TRIOSS Bridge contract on 28 July 2025. Therefore, the current TRIOSS bridge contract is the only available source to provide these services until a new contract is put in place.

b. Alternatives: Suspension of Operations. This is not a viable option. TRIOSS provides the Army with credentialed medical Instructor Operators for 22 MSTCs throughout CONUS and OCONUS. The TRIOSS acquisition is in support of the PEO STRI PL TSO. The Army has considered their ability to provide internal support;
however, the Army does not have the necessary capabilities to provide the critical services required under the TRIOSS contract. In addition, two weeks is not sufficient time for the Government to recompete the requirement, award a new contract, conduct phase in and begin performance.
c. Impact if not approved: A break in services of the TRIOSS contract in support of the Army's 110 credentialed medical Instructor Operators process would deprive the Army of a critical capability, thus seriously degrading and diminishing medical training capabilities across the Army. Installation MSTCs are not capable of maintaining efficiency in training standards without the 110 staff. Scheduled and unscheduled life-saving training events, to include annual certification of 68W (Combat Medic) MOS medical training requirements, would be greatly impacted, thus hindering the ability to prepare the Warfighter for missions at home station and abroad.
7. Efforts to Obtain Competition:
a.
b. Subcontracting competition: The original Task Order W900KK-18-D-0029-0001 was awarded as a small business set aside to PLI. When the TRIOSS Bridge contract was awarded, PLI had graduated from the program to a large business. There are currently no sub-contracting requirements under the current TRIOSS bridge contract.
However, the Government will work with the contractor to develop a subcontracting plan for the extension period.
8. Actions to Increase Competition: Actions have already been established to increase competition, this bridge J&A is in response to unacceptable delays due to a protest.
9. Market Research: All mandatory sources of services and supplies were considered according to the requirements of FAR Part 8 for the direct contract award. The Government team reviewed the information received from industry, Government sources and the internet to construct the market research report for the competition.
