About this file

This document is a FAR Part 6 Justification and Approval (J&A) for Other than Full and Open Competition for the Training Instructor/Operator Support Services (TRIOSS) program. The U.S. Army Contracting Command - Orlando is seeking to increase the number of Instructor/Operators (I/Os) under the current TRIOSS bridge contract with Phoenix Logistics, LLC, specifically adding 15 additional I/Os for medical simulation training centers. The increase is necessitated by ongoing contract protests and corrective actions that have complicated the procurement process, with the current contract set to cover 5 months under Option Period 3 and 6 months under Option Period 4, from 29 August 2025 to 28 January 2026.

The requirement supports the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), providing medically credentialed instructors and operators for Medical Simulation Training Centers (MSTCs). These I/Os are critical for supporting Combat Medics' training, annual certifications, and maintaining training standards across 25 MSTC locations. The current TRIOSS bridge contract only provides 110 credentialed medical Instructor Operators for 23 centers, and the Army lacks internal capabilities to provide these services. The total estimated value of the modification is $1.25 million, with the contract being awarded on a sole-source basis due to the ongoing procurement challenges and the urgent need to maintain medical training capabilities.

JUSTIFICATION REVIEW DOCUMENT

FAR Part 6 Justification and Approval for Other than Full and Open Competition

Program/Equipment: Increase in Instructor/Operator support services of the Training Instructor/Operator Support Services (TRIOSS) on behalf of the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI).

Authority: 10 United States Code (U.S.C.) 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)

Amount: The total estimated value of the requirement is $ for a total of 5 months under option period 3 and additional 6 months under option period 4.

Requirements:

b. Alternatives: Suspension of operations. This is not a viable option. The MSTC has a requirement to provide I/O support to 25 MSTC locations for a total of 125 I/Os.

The current TRIOSS bridge contract only provides the Army with 110 credentialed medical Instructor Operators for 23 MSTCs throughout CONUS and OCONUS. The TRIOSS acquisition is in support of the PEO STRI PL TSO. The Army has considered their ability to provide internal support; however, the Army does not have the necessary

Contractor: Phoenix Logistics, LLC capabilities to provide the critical services required under the TRIOSS contract. In addition, two weeks is not sufficient time for the Government to recompete the requirement, award a new contract, conduct phase in and begin performance.

c. Impact if not approved: The lack of 15 additional I/Os would deprive the Army of a critical capability, thus seriously degrading and diminishing medical training capabilities across the Army. Installation MSTCs are not capable of maintaining efficiency in training standards without the additional staff. Scheduled and unscheduled life-saving training events, to include annual certification of 68W (Combat Medic) MOS medical training requirements, would be greatly impacted, thus hindering the ability to prepare the Warfighter for missions at home station and abroad.

7. Efforts to Obtain Competition:

a.

b. Subcontracting competition: The original Task Order W900KK-18-D-0029-0001 was awarded as a small business set aside to PL. When the TRIOSS bridge contract was awarded, PL had graduated from the program to a large business. There are currently no sub-contracting requirements under the current TRIOSS bridge contract.

PL requested a waiver on 30 July 2025 and the Government approved the waiver on 11 August 2025 through a Determination and Findings located in the PCF cabinet.

8. Actions to Increase Competition: Actions have already been established to increase competition. This J&A is in response to unacceptable delays due to a protest.

9. Market Research: All mandatory sources of services and supplies were considered according to the requirements of FAR Part 8 for the direct contract award. The Government team reviewed the information received from industry, Government sources and the internet to construct the market research report for the competition.

The team solicited and evaluated feedback from industry partners. The market research also includes analysis of Federal Service Schedule contracts, and other Government contracts. The information provided by each contractor was reviewed to identify the
