Definitions Software Centric Effort is one that:
Has the preponderance of the effort focused on the development, integration, and testing of software New software release, patches, new features, etc.
Cybersecurity updates Migration to SOA software Embedding software (e.g., LTEC)
PDSS/PPSS
Can still procure hardware as part of the effort New IT equipment to support software (e.g., Windows 10)
Hardware Centric is one that:
Has the preponderance of the effort focused procuring, installing, integrating, and testing of COTS hardware components Can still have software development performed in order to support the new hardware components
Definitions Complex Integration / Enterprise effort:
Has impacts across multiple CTCs or home stations Has impacts across multiple systems within one CTC Lends itself to an enterprise type solution that can be utilized by other programs Requires the complex integration, installation and testing of LT2 software with new hardware If done poorly or incorrectly could impact the ability of a CTC / home station to perform training New Capability is one that:
Adds a new set of training functions to an already existing system and has not been done anywhere else. E.g., adding capabilities to a CTC or home station to address Multi-Domain Operations Less Complex effort:
Impacts minimal number of subsystems at a range Addresses a niche capability/requirement (E.g., After Action Review systems, workstation refresh) One for one replacement of existing hardware w/ existing software (i.e. minimal modifications)
Software Centric LT2 Programs

Lot 3 - Digital Range Training System Continuous Technology Refresh (CTR) is required to maintain, replace, and update all equipment associated with Digital Ranges to ensure a fully operational capability CTRs are broken down into Tiers:
Tier 1 (T1) Executed every 7.5 years after fielding or in some cases after the last range upgrade Replaces/updates all IT hardware and software (i.e., servers, workstations, Laptops [Field Support Equipment (FSE), Scenario Development Tool (SDT), and Handheld Target Controller (HTC)], network equipment, communication equipment, monitors, and operating system Tier 2 (T2) Executed every 10 years Replaces/updates all Integrated Player Unit Recorders (IPURs), Dismounted Player Units (DMT), and Field Cameras (FC) Range status is assessed prior to each Tier. Onsite time includes removal, replacement, installation, configuration, proper testing of the new equipment, and software.
All Tiers require significant downtime on the range which impacts training

LTRaC – Wrap-up and Questions Jim Griffith DPdM LTS james.r.griffith56.civ@army.mil
Government Questions Should Lots 3 and 4 be merged?
What evaluation criteria would you recommend per Lot?
Under Lot 1, given that approximately 30 ranges will be tech refreshed and 5-10 new ranges will be instrumented, how should this amount of work be divided?
1 DO for all ranges By range By installation By region of the country How many targets can you build in a year?
Interest in building all 4 target types?
Lot 3 - DRTS Questions How many total CTRs can your team execute in one year? Tier 1? Tier 2?
Do you have a different/new solution to meet any of our requirements?
How would you structure/organize the future contracts in order to execute the upgrades on our schedule?
What is the benefit of your proposed course of action (cost savings, schedule, supply chain, manpower, etc)?
One-on-Ones Purpose Ask the Government questions Provide feedback on the proposed approach Government will be asking questions Location Partnership 3 Room 300D or 320 Time slots should already be confirmed with Penny Thompson
