About this file
This sources sought notice requests capabilities statements from interested contractors to support the Medical Simulation Training Center Instructor, Operator Support Services acquisition. Contractors are asked to describe their experience providing training services, ability to staff qualified personnel across CONUS and OCONUS locations, and recommendations regarding acquisition strategies such as contract type and evaluation criteria. Responses are due by December 3, 2021 to inform the government's market research and determination of whether to set aside the requirement for small businesses. The anticipated period of performance is a one-year base period plus two to four option years to provide instruction and operation of medical simulation training centers globally in support of tactical combat casualty care training.

Sheet1
| Question Submitted By | Company | Question | Presentation Slide Reference | Answer | Answer Provided By | |
| Rich Munson | First Division Consulting, Inc. | What is the timeline of acquisition and where is our point in the process. | 8 | Refer to timeline on Slide 8. We are currently in Market Research. | Darin Stevens | |
| Brian Holmes | SIMETRI | Will participant list be made available to industry. | N/A | A list will be provided via SAM.gov. | Guillermo Santiago Sosa | |
| Sridhar Ramakrishnan | IAI | I know we are primarily seeking instructors for helping with training. However, would a software for a physical mannikin that helps with training (providing quantitative feedback to trainees, etc.) be of interest here? | 15 | Any software issues would be best addressed with PM MedSim. | ||
| Software development is not included in the scope of work and will not be added. | Frank Stroud |
Darin Stevens Stacey Hinnant Hatalom Why is the value of contract higher the previously advertised value? Is it due to the addition of scope? I/ITSEC TSIS slides had value a lot lower. 8 The only change in scope is the addition of the new sties.
Can’t speak to those but we are showing the value range $70M - $100M Funding from TSIS - Estimated to be $11M but that is annually. Frank Stroud Darin Stevens
Damion Bailey Deborah Burgess The SALUS Group Will the contract be awarded as Best Value or LPTA? 18 We are still in Market Research and don’t know yet.
The current contract is LPTA.
99% of service contracts are done at Best Value so this is likely to be Best Value as well. Frank Stroud Darin Stevens Guillermo Santiago-Sosa
| John Briggs | System Studies & Simulation, Inc (S-3) | Agree. LPTA does not make any sense, given the special qualifications and level of expertise required to effectively train to standards. | 18 | Will provide Acquisition Strategy in the draft RFP. | Darin Stevens |
| Brian Holmes | SIMETRI | When will we announce the acquisition strategy? | 8 | Acquisition strategy will be defined in the draft RFP. |
For this requirement being a Medically Credentaled Service Contract to instruct and operate the MSTCs, there are several things we know at this point while market research is going on:
Requirements are well defined Objective standards of the Army Medical Department Defense Health Agency are being met currently The risk of unsuccessful performance is minimal Price is a significant factor At this point, because we haven't seen criteria of what we would want from Industry, right now there is no value, need or willingness to pay for higher performance because again, the I/Os are Medically Credentialed IAW The American Red Cross, which decreases the risk of not performing.
| It's not all off the table so when you officially submit your questions or clarifications to ACC-O, in regards to this acquisition during the market research phase, provide some criteria that you think would be beneficial to the Government to look at as it relates to Medically Credentialed Medical Instructor/Operators for the MSTCs | Darin Stevens | ||||
| Frank Karluk | DLH Corporation | Is the 1 Paramedic per site a new requirement for this iteration? Is this based on the Flight Paramedic Program? | 13 | The NRP is not a new requirement. | |
| The requirement is and is not based on Flight Paramedic Program. It's based on that and the new Combat Medic/Paramedic Program that has just come out. The requirement has been there for a while because there are paramedics throughout the Army that do train at the MSTCs. Previously it was all for flight but now we have Combat Medic/Paramedic Program as well. | Rachel Polk |
Richard Harper
| Deborah Burgess | The SALUS Group | Having an ACLS instructor cert, BLS cert, paramedic credential does not equate to an instructor credential. | 13 | Credentials are sufficient to teach TC 8-800 tables. Please provide further information in the chat or to ACC-O. | Darin Stevens | |
| Tim Whitaker | CAE | May want to look at healthcare simulation teaching credentials also CHSE/CHSOS. | 13 | Comment noted. | Rachel Polk | |
| Trevor Klingenschmitt | VATC | Will the slides be posted after the call? | 18 | Yes they will be posted to sam.gov | ||
| Not all slides will be included. It will be similar to what you see in the PALT slides. | Frank Stroud |
Darin Stevens
| Stacey Hinnant | Hatalom | Will there be an opportunity for one-on-one sessions? | 18 | Will try to have them but our time is limited. | Darin Stevens |
| Peter Mendez | CA&M, Inc. | FFP pricing for CONUS locations is understood. but would you consider a Cost reimbursable type of CLIN for the OCONUS portion of the contract? | 12 | FFP based on current contract structure. Pre-RFP, tell us what you are thinking and the structure. | Darin Stevens |
| Deborah Burgess | The SALUS Group | Are there any SCA or CBA positions. If so where? | 13 | We provide the wage determinations during the solicitation. | Phillip Davis |
| William Mack | Regulus Global | I know you guys are looking primarily for staffing but is there the opportunity to provide staffing and equipment? | 15 | There is no equipment required or needed. The preponderance of this requirement is labor. You saw the Medical Credential skill sets which are needed but the RFP will clearly identify those in more detail, but the components, technology and equipment that is within the MSTCs are not a part of this acquisition. | Darin Stevens |
| Brian Levine | CAE Healthcare | How will prolonged field care affect the credentials for the instructors/operators? | 11 | Will see something in the PWS as it relates to prolonged field care or not, if there is no specific requirement related to prolonged field care. | Darin Stevens |
| Christopher Stice | Allogy, LLC | Will all Training POI be provided or is there a requirement for content to be created? | 5 | All training POI is provided. |
Primarily from the TC 8-800. Is there another authority?
No other authority, just the TC 8-800.
Is there an 'as directed by the Contracting Officer' for content to be created?
Yes, but that is only 'as directed by the Contracting Officer' Rachel Polk Darin Stevens Richard Harper
Robert Woolverton Rachel Polk
| Christopher Stice | Allogy, LLC | Regarding the POI, If there is content created, that should be a separate CLIN for Content Instructional Design, Publication and Distribution. Correct? | 5 | The POI is being provided and no content should be created because al content needs to be approved by US Combat Medic Sustainment Division IAW the PWS: 3.4.9 Training Scenario Development. | Guillermo Santiago Sosa | |
| Brian Levine | CAE Healthcare | This may have already been covered, but is there a clause or mechanism to handle surge and growth of throughput to add more people over time or ad hoc? | 18 | We always have the ability to execute changes to the requirements whether it is though the changes clause or supplement agreements within scope of the contract. If there were a change in the throughput requirement so we could justify it. We always have the ability to modify a contract whether it's associated with surge or a change in the requirements. If we can justify surge is an in scope change, then we can execute a contract change. In the instance that it's not within scope, we would have to execute a sole source action. But we always have clauses in contract to handle changes like what you described. | Phillip Davis | |
| Christopher Stice | Allogy, LLC | In the PWS it says at the direction of the Site POC (for surge). | 5 | Yes, that is In the draft PWS. Note that this is a draft PWS | Rachel Polk | |
| Deborah Burgess | The SALUS Group | Is there a requirement for security clearance? | ||||
| 12 | Currently, there is no requirement for a clearance, and as far as we know there is no future mandate for a clearance. | |||||
| NACI for issuance of CAC card. | Richard Harper | |||||
| Rich Munson | First Division Consulting, Inc. | Will Article 72/73 regarding contractor personnel apply to this contract with regard to staff in Germany? | ||||
| Covered in AR 715-9 | 12 | The SOFA will apply to contractor personnel in Germany. | Darin Stevens |
Phillip Davis Brian Holmes SIMETRI One-on-ones are not part of this Industry Day, but once you get closer to an acquisition strategy, will you entertain either virtual or in person one-on-one sessions, once you define the acquisition strategy? Yes, one-on-one meetings have to be entertained, but as we move from draft PWS that you just saw to draft RFP with finalized, locked in requirements, a lot of this will become clear. I ask that before you request a face-to-face you engage with the POC for this session today, through ACC-O, providing all questions and needs for clarification. Once we lock the requirements it will be very difficult to change stride at that point. Once we enter PALT, we will be very limited in what we can and cannot answer outside of the RFP.
You are encouraged to submit questions and clarifications now and not wait, and we will try to entertain one-on-one meetings, depending upon availability and PALT entrance.
Mr. Guillermo Santiago Sosa is the Contract Specialist at ACC-O for this effort. Darin Stevens
Robert Woolverton
| Tom Wilson | SRG | Will this be a single award? | 6 | Yes – Single Award IDIQ, and don't anticipate any changes. The final determination will be provided on sam.gov as well as all acquisition strategies; Small Business Set Aside or not, LPTA or a trade off acquisition, prior to issuing the solicitation. | Phillip Davis | |
| Greg Brockman | Amentum | I believe you provided two different email addresses for Mr Santiago. One with his name and one usarmy.orlando.peo-stri.mbx... Are they both good. | 5 and 19 | Yes, both are valid. | ||
| For consistency we will keep both email address in the solicitation. | Guillermo Santiago Sosa |
Darin Stevens Brian Holmes SIMETRI For consideration, not necessarily for discussion: Revisions to the use of LPTA codified under Federal Acquisition Regulation (FAR) at FAR 15.101-2 (effective on 16 February 2021) greatly restricts the circumstances under which procuring agencies may use the LPTA source selection process. The final FAR rule states that “contracting officers shall avoid, to the maximum extent practicable, using the LPTA source selection process in the case of a procurement that is predominantly for the acquisition of:
1. Information technology services, cybersecurity services, systems engineering and technical assistance services, advanced electronic testing, audit or audit readiness services, healthcare services and records, telecommunications devices and services, or other knowledge-based professional services;
2. Personal protective equipment; or
3. Knowledge-based training or logistics services in contingency operations or other operations outside the United States, including in Afghanistan and Iraq.
Given that this falls into one or more of those categories, can it be LPTA or should it be Best Value? 18 Comment noted. Rachel Polk
