PERFORMANCE WORK STATEMENT (PWS)
FOR
TEST ENTERPRISE SUPPORT for TRANSITIONS
(TEST)
1. SCOPE
This PWS defines requirements for tasks in support of the U.S. Army’s Program Executive Office Simulation, Training and Instrumentation (PEO STRI), Project Manager for Cyber, Test, and Training (PM CT2) Instrumentation Management Office (IMO) and Department of Defense (DOD) instrumentation enterprise efforts.
The contract will provide an Indefinite Delivery/Indefinite Quantity (IDIQ) contract In Accordance With (IAW) Federal Acquisition Regulation (FAR) 16.5 to provide TEST in direct support of the full range of services required by the PM CT2 IMO Areas of Responsibility.
This PWS describes the general categories that may fall under the base TEST IDIQ contract. The specific tasking efforts to be performed under this contract will be defined under the PWS generated for individual Task Orders (TOs) IAW FAR 37.6 - Performance Based Acquisition. This is a non-personnel services contract as defined at FAR 2.101 - Definitions, and 37.101 - Service Contracting. For sections of this PWS that include Data Item Descriptions (DID), the contractor shall deliver the required data for the entire contract, including each TO. The contractor shall deliver all Contract Data Requirements List (CDRL) at both the base contract and individual TOs. The DID and CDRL listed in this PWS are not all inclusive. Individual TOs may include additional CDRLs.
In support of the PM CT2 IMO mission responsibilities, the contractor shall not perform any inherently Government functions identified at FAR 7.5. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.
1.1. Background
PM CT2 IMO supports the DOD Test and Evaluation (T&E) enterprise by providing and operating efficient and relevant test, training, and threat capabilities in support of the Services and other T&E customers. This requires the IMO acquire high quality support services to ensure rigorous, agile, and expedited procurement practices are employed. The support provided will significantly reduce the risks associated with individual test instrumentation programs within the program office portfolio. The purpose of the TEST IDIQ is to provide IMO the ability to rapidly support its customers with an integrated and cost effective portfolio of acquisition life cycle support by providing consistent and effective subject matter expertise in: Systems Engineering (SE); Engineering Manufacturing and Development; acquisition life cycle; and, the sustainment of test instrumentation and cyber capabilities.
1.2. Objectives
PM CT2 IMO requires specialized expertise to supplement the Integrated Product Team (IPT) staffing complement of programs within the portfolio to expedite the procurement process and identify cost, schedule, and performance risks as technology is adopted at Major Range Test Facility Bases. This IPT support will improve the overall acquisition and programmatic life cycle management process and the quality of acquisition, programmatic, and technical documentation associated with each Limited Production Test Instrumentation Program (LPTIP) within the portfolio.
The primary objectives of the TEST IDIQ are to improve the acquisition and procurement process to expedite satisfying requirements to fulfill the DOD T&E needs more rapidly. The support provided by the TEST IDIQ will improve the overall acquisition and programmatic life cycle management process and the quality of acquisition, programmatic, and technical documentation of the programs of the portfolio.
The TEST Single Award IDIQ contract will utilize firm fixed price and cost reimbursement TOs. This will allow the Government to tailor pricing on each TO commensurate with the level of risk associated with each TO requirement. All TOs will be reviewed by the Procuring Contracting Officer to determine the appropriate contract type to ensure it aligns with the TEST PWS requirements.
