L.2. QUESTIONS
The Contracting Officer and the Contract Specialist are the sole points of contact for this acquisition. Any explanation desired by an Offeror regarding the meaning or interpretation of the solicitation, for proposals, Performance Work Statement (PWS), etc., must be requested in writing. Offerors are requested to submit responses on the TRIOSS Clarification Form found in Section J Attachment 6. It is requested that all questions pertaining to this solicitation and its attachments are submitted via e-mail to usarmy.orlando.peo-stri.mbx.trioss@mail.mil, Subject Line: Questions W900KK-18-R-0002. This will allow the contracting office to track and document all industry comments/questions. Telephonic questions/comments will not be accepted.
If the Government deems one or more Question(s)/Comment(s) is(are) appropriate, the answer(s)/response(s) will be published through the issuance of an update and/or amendment to the solicitation announcement prior to the deadline for final proposal submissions provided those Questions/Comments are received by 3:00 PM, Eastern Daylight Time (EDT) on 18 April 2018. Questions and Comments received after the deadline may not be answered prior to proposal submission or at all. Accordingly, Offerors are encouraged to carefully review all solicitation requirements and submit questions to the Government early in the proposal preparation cycle.
If an Offeror perceives its Questions/Comments may reveal proprietary or protected information, it must clearly mark the subject sentence or paragraphs and notify the Government that it considers the information proprietary. If the Government does not agree the information is proprietary, the Government may choose not to answer the question. The Government will post the non-proprietary answers/responses, without Offeror identification, to FEDBIZOPPS (https://www.fbo.gov).
The Government may issue one or more Solicitation Amendment(s) prior to the deadline for final proposal submissions based upon the Questions/Comments received. Questions/Comments that result in a change to the solicitation shall be published at the FEDBIZOPPS as an amendment to the solicitation. The right is reserved, as the interest of the Government may require, to revise or amend the solicitation prior to and/or after the date set for receipt of proposals as necessary. Such amendments, if any, will be announced by an amendment or amendments to this RFP. All information relating to this RFP, including pertinent changes/amendments and information prior to the date set for receipt of proposals, will be posted on http://www.fbo.gov. Offerors are strongly cautioned to check this site frequently and to “refresh” their web page to ensure they have the latest information.
NOTE: In the event of any conflict between the responses to questions/comments and the solicitation, the solicitation (including any amendments) shall take precedence.
L.3. GENERAL INFORMATION
These instructions are a guide for preparing a proposal. These instructions describe the type and extent of information required, and emphasize the significant areas to be addressed in the proposal. Offerors shall review the Basic Contract Performance Work Statement (PWS) and any associated Task Order (TO) PWSs contained in this Request for Proposal (RFP) for further insight into the areas that must be addressed within the proposal. Offerors shall include detailed information sufficient to enable the Government evaluators to conduct a meaningful review and make a determination relative to the Offeror's understanding of the requirements in each of the evaluated areas.
L.3.1. Upon receipt, the proposals will be reviewed for completeness and compliance with the RFP requirements. In accordance with Federal Acquisition Regulation (FAR) Clause 52.215-1, Instructions to Offerors - Competitive Acquisition (Jan 2017), the Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)), but reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In accordance with FAR 15.306(c)(2), if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may make a competitive range determination for purposes of efficiency, consisting of only those proposals that have a reasonable chance of award without a major rewrite. Any Offeror eliminated from further consideration will be notified in writing. Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a price and technical standpoint. Offerors are cautioned to examine this RFP in its entirety, inclusive of clauses and provisions incorporated by reference, and to ensure that proposals contain all necessary information, provide all required documentation, and are complete in all respects. The Government is not obligated to make another request for the required information nor does the Government assume the duty to search for data to cure problems it finds in proposals. During the evaluation process, the Government may request clarifications as needed. Clarifications do not constitute discussions and an Offeror is not permitted to change its proposal in response to a request for clarification.
L.3.2. Offers, modifications, revisions, or withdrawals of Offers received after the date established in this RFP for receipt of proposals will be handled in accordance with FAR Clause 52.215-1. Offerors are advised that they must notify the Contracting Officer immediately if there is any change to their proposal after submission.
L.3.3. Offerors shall assume that any data they have previously submitted in response to another solicitation, whether submitted to ACC-ORL or another agency, will be unavailable during this proposal evaluation and source selection process. Offerors’ proposal data shall not be incorporated into the proposal by referring to another proposal or other source.
L.3.4. Offerors shall assume that the Government has no prior knowledge of their facilities and experience; the Government will base its evaluation on the information presented in the Offeror’s proposal. In presenting material in its proposal, Offerors are advised that quality information is more important than quantity. Statements that the prospective Offeror understands, can or will comply with the PWS, and statements paraphrasing the requirements or parts thereof are unacceptable. Elaborate brochures or other presentations, and other documents beyond that sufficient to present a complete and effective proposal are neither necessary nor desired. The Offeror’s proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated assertions. The Offeror must include any data necessary to illustrate the adequacy of the various assumptions, approaches, and solutions to problems. Offerors are encouraged to use quantitative terms wherever possible and avoid the use of qualitative and subjective terms to the maximum extent practicable. Likewise, the Government will not consider assertions or representations without substantiation and context to be convincing or explanatory. Each volume shall be written on a stand-alone basis so that its contents may be evaluated without cross-referencing to other volumes of the proposal. Information required for proposal evaluation, which is not found in its designated volume, will be assumed to have been omitted from the proposal. The Government does not assume the duty to search for data to cure problems we find in proposals. The burden of providing thorough and complete information remains solely with the Offeror.
L.3.5. If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the Contract Specialist listed above in writing with supporting rationale. Offerors are reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.
L.3.6. The Government requests that the proposal be valid for at least one hundred eighty (180) calendar days from the proposal due date. Files shall not contain classified information. Offerors are cautioned that in order for their proposal to be eligible for award, the proposal shall be in compliance with the terms and conditions set forth in this solicitation.
L.3.7. The Source Selection Authority may reject all proposals received in response to a solicitation, if doing so is in the best interest of the Government.
L.4. PROPOSAL DELIVERY
L.4.1. Format: The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, proposal volume number, file name, date, solicitation number (and amendment, if applicable), and “SOURCE SELECTION INFORMATION -- SEE FAR 2.101 AND 3.104” in the header and/or footer. Proposals containing any format other than described in this paragraph may be considered noncompliant and may not be evaluated by the Government.
L.4.2. File Packaging: The DVD/CD-ROM submission (in uncompressed files) shall have a folder for each volume, which will contain one copy of the respective proposal volume in Microsoft (MS) Office 2013. The label shall include the Offeror's name, solicitation/amendment number, date of submission, and the proposal’s volume number. Digital file names shall include the respective offeror name and corresponding proposal volume; it should NOT include special characters (e.g. ~, #, %, &, *, {, }, \, :, <, >, ?, /, +, |, and ”); be 40 characters or less and use “_” instead of spaces when possible; if an offeror’s file name is too long it is permitted to abbreviate the name of the company within the file name. The Offeror shall submit subcontractor proprietary or sensitive information on a separate DVD/CD-ROM (appropriate number of copies according to volume number) in a separate sealed envelope marked with prime and subcontractor identifying information.
For the paper copy, all Offerors shall submit all volumes in standard size 3-ring binders that will facilitate the insertion of change pages and additional information the Offeror may be required to provide during the source selection process.
NOTE: Self-Extracting .exe files are no longer accepted. The content of the digital submission of the proposal must be identical to the hard copy proposal submitted in response to this solicitation. If a discrepancy exists between the original digital submission of the proposal and the paper copy, the original digital submission will take precedence.

L.4.3. Submitting Proposals: Proposals can be submitted by hand delivery or by mail. Submission of telegraphic, facsimile, or email proposals is not authorized for this solicitation. Offerors shall provide two DVD/CD-ROM (one original and one copy labeled accordingly as “ORIGINAL” and “COPY”) and one paper copy of the proposal. In the event of a hardcopy and softcopy content conflict, the “ORIGINAL” softcopy version will take precedence over hardcopy version. Offerors are advised that the content of Cover Pages, Tables of Contents, Lists of Acronyms and Abbreviations, Lists of Figures and Tables, and Summary Sections are for reference purposes only and will not be evaluated by the Government. Offerors are cautioned that each volume of the proposal is evaluated stand-alone against the criteria set forth in Section M of the solicitation and the evaluators for one volume may be different than the evaluators of another volume. It is incumbent upon the Offerors to ensure they properly submit their proposals. The Government will consider information it requires for proposal evaluation that is not found in its designated volume as the Offeror having omitted it from the proposal.
