DRAFT Performance Specification for
Urban Operations Training Systems
1.0 SCOPE TC "1.0. SCOPE" \f C \l "1" .
This document establishes and defines the performance specifications for Urban Operations Training Systems (UOTS). UOTS for this effort include the following sites and types of efforts:
· Integrated Military Operations on Urbanized Terrain (MOUT) Training Systems (IMTS)
· Combined Arms Collective Training Facility (CACTF)
· Shoot House (SH)
· Urban Assault House (UAC)
· Mobile MOUT
· Modular Live-Fire Shoot House (MLFSH)
· Combat Training Center MOUT-Instrumentation Systems (CTC MOUT-IS)
· UOTS Site Upgrades and Technology Refresh
· Integration with other DOD Systems (Live, Virtual, Constructive (LVC); Tactical Systems; Command, Control, Communications, Computers, & Intelligence (C4I))
· Other MOUT, Urban Operations Training Systems, enhancements, updates, upgrades and changes required for Urban Operations Training This covers all Army, Army Reserve, National Guard, and DOD sites located both CONUS and OCONUS. This includes all Foreign Military Sales (FMS) and sales to other countries. This provides the support necessary for Corps of Engineers Reviews (Charrettes, Design, Inspections), UOTS Information Assurance, UOTS Engineering, and UOTS Logistics.
1.1 Background.
There has been a shortage of training systems for MOUT exercises. The UOTS programs will provide multiple systems for small unit training up to Brigade and provide numerous locations and scenarios for training.
1.2 Goal TC "1.2. Goal" \f C \l "1" .
The intent of UOTS is to provide urban training solutions which fulfill various aspects of individual, collective, and combined arms training requirements. UOTS addresses other-than-war operations (such as peacekeeping missions), homeland defense and anti-terrorism scenarios. UOTS also includes MOUT efforts associated with the Global War On Terrorism (GWOT).
UOTS supports both fixed permanent and non-permanent structure facilities and allows for the addition or expansion to existing facilities and the integration across sites and mission domains (Live, Virtual, and Constructive).
UOTS will immerse the training participants into the realism of the event. UOTS environment must allow and support flexibility and changing scenarios to prevent learned responses vice learning benefit. Finally, UOTS must include unexpected events for the training audience.
