The USSOCOM Commander’s Intent was posted as part of the RFI Industry questions and comments are welcome
Sample Delivery Order 1 Sample DO 1: SOF Air Ground Interface Simulator (SAGIS) Operation and Maintenance
Contract Type: Firm Fixed Price SAGIS is a modular, scalable, PC-based system designed to provide training for both U.S. Army and Air Force SOF personnel in Indirect Fire (IF), Close Air Support (CAS) and tactical Air Traffic Control (ATC) missions SAGIS supplements field training to provide realistic introductory, upgrade and proficiency training; and reduce training costs associated with live exercises
SAGIS can operate in a stand-alone mode or in a networked, interoperable mode, connected to other simulators using Distributed Interactive Simulation (DIS) or High-Level Architecture (HLA) Provide Operation and Maintenance (O&M) of SAGIS Systems located at two SOF locations Provide the labor, planning, and integration efforts necessary to support, maintain, and operate SAGIS systems at Hurlburt Field, Florida, and Fort Bragg, North Carolina Typical tasks and personnel requirements detailed in Sample DO 1 SOW
OPTION: Joint Terminal Attack Control (JTAC) O&M
Contract Type: Firm Fixed Price Provide O&M of a JTAC system at Camp Lejeune, North Carolina The USSOCOM JTAC Trainer is a logical follow-on to the SAGIS program The USSOCOM JTAC Trainer is a training system that supports both classroom (throughput) and immersive (certification) training The USSOCOM JTAC Trainer will train Terminal Attack Control (TAC), Fire Support (FS) coordination training, and also provides mission rehearsal capability
Sample Delivery Order 2 Sample DO 2: SOF Image Generation (IG) Study
Contract Type: Cost Plus Fixed Fee Image Generation/rendering is a critical part of current simulation technology - it provides the interface between the Simulator Host, Databases, and the Visual/Sensor displays USSOCOM SOF utilizes a mixture of different IG systems in their current simulator inventory Evaluate image generation/rendering technologies (current and future) and generate a comprehensive plan for IG technology insertion into USSOCOM mission rehearsal and training simulation systems
USSOCOM has simulators located at Ft. Campbell, Kentucky; Hurlburt Field, Florida; Kirtland Air Force Base, New Mexico; Fort Bragg, North Carolina; and Naval Amphibious Base (NAB), Coronado, California Phase 1: Analyze image generation and rendering systems used in USSOCOM simulators and visualization systems Include an evaluation of the current image generation technologies and research into potential future image generation technologies Prepare and deliver a Technical Report of your findings and a briefing to the Government
Phase 2: Prepare an IG Strategy for USSOCOM and an IG Specification (to include test procedures to verify compliance with the requirements of the specification) USSOCOM IG Strategy - Prepare and deliver a Technical Report of your findings and prepare a briefing to the Government USSOCOM IG Specification - Prepare and deliver the IG Specification and prepare a briefing to the Government Detailed requirements identified in Sample DO 2 SOW
Sample Delivery Order 3 Sample DO 3: SOF Database Study (DBS)
Contract Type: Firm Fixed Price SOF provides formatted geospatial data files to simulators at Air Force Special Operations Command (AFSOC) and U.S. Army Special Operations Command (USASOC) through the SOF Planning, Rehearsal, and Execution Preparation (SOFPREP) facilities at Hurlburt Field, FL and Ft. Campbell, KY To reduce the number of geospatial formats supported by SOFPREP, the development of a common database architecture was undertaken in 2004 - In that strategy, one global Common Database (CDB) was to be maintained at Hurlburt Field, FL with a secondary backup dataset at Ft. Campbell, KY under the SOFPREP program
Conduct an analysis of the geospatial data and associated models used in USSOCOM training systems (including simulations, visualization systems, computer gaming, training tools, and classroom environments) Include investigation into the geospatial data and format requirements of the current rendering technologies including image generators and research potential future geospatial data and format requirements for rendering technologies Address each of the CONUS based SOF training sites Conduct a detailed review of current programs of record within the Army, Navy, Marine and Air Force which require geospatial data services and products and evaluate for SOF adaptation (leveraging)
Audit SOFPREP to identify current production capabilities, products, manpower and distribution processes in terms of near and future capabilities/requirements Prepare and deliver a Technical Report of the Analysis and prepare a briefing to the Government Develop a comprehensive database strategy that addresses facilities, locations, personnel required and projected costs to support SOF training operations over a 5-10 period Prepare and deliver a Technical Report of the Strategy and prepare a briefing to the Government Detailed requirements identified in Sample DO 3 SOW
Sample Delivery Order 4 Sample DO 4: Return on Investment Analysis for SOF Distributed Mission Operations
Contract Type: Firm Fixed Price Conduct a Return on Investment (ROI) analysis for the use of Distributed Mission Operations (DMO) in SOF training systems Consider all types of training systems including, but not limited to, Computer Based, Desk Top, Part Task, and both low and high fidelity crew trainers This analysis will be used to facilitate requirements and resourcing decisions for sustainment of DMO as well as fielding of additional DMO capability
Sample Delivery Order 4 Perform a detailed analysis of all potential DMO iterations/combinations and make a determination of positive, neutral, and negative ROI and the variables that can change these assessments Conduct an independent ROI Analysis for SOF DMO and recommend courses of action to achieve maximum cost benefit from a solution that provides for modularity, adaptability, and interoperability Provide an engineering rough order of magnitude cost estimate, and total cost of ownership analysis for both existing and new DMO capability Technical risk will be mitigated by including Special Operations Forces (SOF) personnel and Subject Matter Experts (SMEs) in all aspects of the study
Sample Delivery Order 5 Sample DO 5: SOF Tactical Radio Training Simulation Development
Accurate, timely secure communication is vital to the success of every SOF mission The expense of tactical radios as well as their high demand in the field limits the number that can be provided in formal training courses Current training methodology using the tactical radios creates a bottleneck in formal training courses because the complexity of the radio setup procedures Correctly setting up the radio and understanding all its modes and operations is essential to using it to its full extent
The development of a tactical communications simulation is required to ensure continued SOF combat readiness, maintain training pace, and meet required end strengths of skilled personnel Radio Training Simulation Development shall be conducted in two phases and will include Government participation Phase 1 - Functional Requirements Definition / Instructional Design Contract Type: Cost Plus Fixed Fee Using the GFE (AN/148 radio simulation) as a representative example in terms of instructional design complexity, develop an Instructional Media Design Package (IMDP) consisting of the design strategy and the technical specifications that support development of tutorials associated with defined training requirements
Provide a prototype lesson/tutorial as part of the IMDP The design strategy includes lesson/tutorial topic content, script story boards, and flow charts Phase 2 – ARC-231 Radio Simulation Software Development Contract Type: Firm Fixed Price Using the GFI (ARC-231 Technical Manual) develop a Radio Software Model in accordance with the Sample DO 5 SOW Demonstration of AN/148 radio simulation
