About this file
This document provides questions and answers regarding an amendment to a solicitation for data quality assessment services in Tanzania issued by the Department of the Army Medical Command. The solicitation seeks proposals for conducting data quality assessments at DoD/WRAIR-supported facilities in Tanzania on a quarterly basis, assessing up to six PEPFAR indicators and four non-PEPFAR indicators at each site visit using tools such as the PEPFAR/Measure Evaluation DQA tool and Tanzania MOH's own DQA tool. The amendment clarifies that while the budget was derived based on using local organizations, the procurement is not restricted to only local firms and there is no preference given in the evaluation. Proposers should be mindful of the budget but have flexibility to propose innovative solutions. No incumbent was listed as this is a new requirement.
The questions and answers provide additional details such as allowing for remote DQA tools if travel is restricted, assessing data from the prior quarter as well as past three quarters for trend analysis, and conducting DQAs at intermediate aggregation levels in addition to service delivery points. Clarification is also provided that the contract type is firm-fixed price for labor and services with other direct costs reimbursed, and that the plug figures provided are only for travel costs. The NAICS code and size standard listed in the solicitation are confirmed to apply.

QUESTIONS AND ANSWERS
Question # Question Government Response
1 Can a local firm subcontract with a US-
Based firm to submit a proposal?
Yes. The Government created the budget for this project based on use of local nationals/organiziation. The intention of adding local national/organization to the soliciation is not to limit or restrict solutions. An offeror has the ability to provide a solution that meets the need of the Government, however offeror should be mindful of the Government's budget.
2 On sections 5.1 and 6.2.1, We have seen and experienced challenges to conduct physical visits to facilities during the pandemic. To what extent do
DOD/WRAIR envision the travel restrictions would affect the DQA exercises?
In case of any travel restrictions due to the pandemic as provided by PEPFAR or USG guidance, there might be limited physical visits to the facilities but we expect the offeror to employ remote DQA Tools and anticipate the number of sites to remain the same.
3 Who is the incumbent? This is a new requirement. No incumbent.
4 Page 2 of the PWS states the contract will go tot a Tanzanian local organization. Does this mean US based companies with operations or presence in TZ cannot bid ?
The Government created the budget based on use of local nationals/organiziation. The intention of adding local national/organization to the soliciation is not to limit or restrict solutions. An offeror has the ability to provide a solution that meets the need of the Government, however offeror should be mindful of the Government's budget.
5 How many PEPFAR indicators are to be assessed at each site visit? Can you elaborate on which indicators these might be?
There will be a maximum of six PEPFAR indicators that will be assessed per quarter.
Indicators may change each quarter depending on program priority and indicator perfomance.
6 How many non-PEPFAR indicators are to be assessed at each site visit? Can you elaborate on what indicators these might be?
WRAIR/DOD will provide four non-PEPFAR indicators that will be assessed each a quarter.
These will be indicators from the national DHIS2 system that have been mapped with PEPFAR indicators. The non-PEPFAR indicators will change each quarter depending on program priorities.
7 What reporting time frame is to be assessed in the DQA for each indicator? Reported values submitted in the last month? Last quarter? Two quarters? One year?
The priority assessment time frame will be values submitted in the last quarter but for indicators with critical quality concerns a need for trend analysis should be considered that will look for values reported in the past three quarters.
8 Which tools are preferred for the DQAs?
WHO’s DQR tool? PEPFAR/Measure evaluation’s DQA tool? Or RDQA tool?
The Tanzanian MOH’s own DQA tool?
The DQA Tools will be PEPFAR/Measure
Evaluation Tool, Tanzania MOH's own DQA
Tool. The offeror should plan on coming up with a remote DQA Tool for use in case of limited sites visits due to the pandemic.
9 The TOR specifies DQAs to be conducted at service delivery points only. Will there be no DQAs at intermediate aggregation levels (i.e. districts, and regional levels) or national level, given the HMIS data flow in the country?
There will be DQAs at intermediate aggregation levels (Patner's HQ, regional and district levels)
10 Does WRAIR intend to only contract a
Tanzanian local firm to perform this work?
Will WRAIR consider contracting firms based in other countries but fielding a local team for this work?
The Government created the budget based on use of local nationals/organiziation. The intention of adding local national/organization to the soliciation is not to limit or restrict solutions. An offeror has the ability to provide a solution that meets the need of the Government, however offeror should be mindful of the Government's budget.
11 WRAIR has removed the clause stating this is a Firm Fixed Price contract. Can WRAIR confirm if this is a Firm Fixed Price contract or a cost-reimbursable contract?
This is a Firm Fixed Price contract. Other Direct
Costs are cost-reimbursable, however, those figures have been provided as plug numbers to be used as part of the proposal without deviation.
12 Is the offeror allowed to budget for costs associated with setting up a project office with the necessary furniture, equipment, and other direct costs (communications, printing, utilities, supplies, etc.) to carry out the project activities?
It is anticipated that offeror will already have an estabilished project office. The Governments budget for this project is specific for labor to perform assessments and traveling to the designated locations in accordance with the PWS.
13 Can WRAIR confirm if the plug figures are only for travel related costs and not for other ODCs?
Travel is covered under "ODC's" to include
Airfare, lodging, Per Diem, Taxi, and fuel/vehicle hire. The Government has not budgeted for ODC other than travel to complete this project. It is anticipated that offeror use the plug figures for
ODC.
14 Page 2 of the Performance Work Statement indicates that the purpose of this solicitation is "to contract a Tanzanian local organization," however, the remainder of the procurement is unrestricted per Block 10 of the RFP.
Could DOD kindly confirm that this procurement is not restricted to local organizations, nor is there preference given to such organizations in evaluation criteria?
This procurement is not restricted to local organizations, nor is there preference given to such organizations in evaluation criteria. However, as stated in the solicitation, this project has a specific budget that was derived from services being executed by local organizations/nationals.
The intention is to better guide potential offeror's in an effort to receive a quote that is most advantageous and realistic to the Government's budget.
The inclusion is based on available funds and is not to restrict competition, innovation, or solutions. It is up to the offeror to provide its best solution (local organization or otherwise) and price to meet the
Government need in accordance with the solicitation (Please see Page 13 - 27 for instructions and evaluation).
15 The SF1449 Form on page 1 of the solicitation provides a NAICS code of 541611 and a Size Standard of
$16,500,000. We understand this to mean that institutions applying must be a verified
"administrative management and general management consulting services" business with an annual revenue of $16,500,000 or less. Could DOD confirm if this is correct?
NAICS code of 541611 and a Size Standard of
$16,500,000 is the code and size standard for this procurement as it relates to the work associated which is also reviewed and accepted by Small
Business Administration (SBA) and should be depicted in the offeror's Representation and
Certification in SAM.GOV.
