Opera Phenix Plus High Content Screening System Questions and Answers 11 February 2021
Q1: Please provide additional details regarding Attachment 1 – Organizational Conflict of Interest, Category 3: Product Support as to OCI training expected?
A1: The OCI training referenced is the offeror’s internal OCI training. The offeror shall review its internal OCI practices and provide the training based on the standard OCI practices of the offeror (ensuring the training covers the areas highlighted in Attachment 1). The offeror shall certify its OCI Status (check one of the boxes) and sign the attachment and return the attachment as part of your proposal submission.
Q2: Is the 60 page Solicitation document to be completed and returned with price information or just the Attachment 3 Pricing Sheet?
A2: Please refer to 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JUN 2020), (m) ADDENDUM, specifically Sections M.1, M.1.1., M.1.2 and M.1.3 of 52.212-1(m) for the instructions on what to submit for the proposal.
Q3: Per Solicitation page 1, 7.7 we must include a completed copy of 52.212-3 Offeror Representations and Certifications – Commercial Items. Should we complete the applicable pages in the Solicitation document? Our SAM.gov Reps and Certs is 32 pages which would be over the 15 page limit for non-price information.
A3: Section 7.7 does ask for the completed copy of the 52.212-3 provision, which can be found on Page 29 of the Solicitation. Please refer to the first paragraph of 52.212-3 on Page 29. If the Offeror only has to provide the answer to 52.212-3(b), then that response would be less than 32 pages.
Q4: Past Performance Reference- Page 26-27- Must this reference be from a USAMRAA contract or would a similar contract with any Federal Government entity be acceptable?
A4: Please refer to 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JUN 2020), (m) ADDENDUM, specifically Section M.1.2 for the instructions regarding the contract.
Q5: On the Attachment 3 Pricing Sheet, what is the User Training tab for? Only basic user training is requested on the Overall Pricing tab.
A5: The User Training Tab is used to list the specific training that makes up the basic user training. If user training is just one item and does not consist of multiple aspects to make up the training, you just have to list the one item.
Q6: Regarding the 3 Contract Line Item Numbers CLIN 1001 – Option, CLIN 1002 – Option, and CLIN 1003 – Option for the optional years of Extended Warranty; please can you tell us how the Army intends to purchase or exercise the option to purchase these items. We see 3 possibilities:
· Buying all 3 optional years at time of sale
· Buying all 3 optional years at expiration of initial warranty
· Buying each optional year individually at the expiration of the previous year of warranty.
The purchase of all 3 optional years at time of sale would result in significant savings to the Army; buying all 3 optional years at the expiration of the initial warranty would also provide savings. Please let us know which mechanism will be used so that we may correctly quote these items.
A6: As only funding for the base year is currently available, it is the intent of the government to obtain pricing for the three Option Years as part of the proposal. The Option pricing will be evaluated at the time of contract award and the Options will be exercised if necessary, when funding is provided. At the time of the option, the Contracting Team will submit a Notice of Intent to the Contractor to exercise the Option Year price that was established at the time of award.
