About this file

This document is an amendment to a federal solicitation requesting verification, validation and accreditation services for a medical cost avoidance model. The services are required by the Department of the Army Medical Command.

The amendment extends the response deadline from August 11th to August 17th at 11:00 AM Eastern Time. It also adds questions and answers from potential offerors, a revised performance work statement detailing the required services, and a pricing sheet for offers to provide pricing details. The evaluation criteria award the contract to the offer providing the best value based on technical approach, past performance and price. Technical approach and past performance are more important factors than price. The amendment provides additional details for offerors to submit responsive proposals by the new deadline.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

a. Basis for Award: Award of this contract will be made on a competitive best value basis, using “best value tradeoff” among price and non-price factors. A best value tradeoff process will be used, thus, the Government may elect to award to other than the lowest priced offeror, or other than the offeror with the highest rated non-price proposal. Past Performance will be evaluated independently from the other non-cost/price evaluation factors using different standards. The non-cost/price evaluation factors numbered in descending order of importance, are as follows:

Volume I

(1) Technical Approach,

(2) Past Performance.

Volume II

(1) Price

Government evaluators will not assume that the offeror possesses any capability or knowledge unless it is specified in the proposal.

After each of the above non-cost/price factors is rated individually, an overall rating will be assigned collectively to these factors. If any of the above non-price evaluation factors receives an individual rating of “Unacceptable”, the collective overall rating will also be “Unacceptable”. Only proposals receiving an overall rating of “Acceptable” or higher will be considered for award. In addition, price proposals that are not found fair and/or reasonable will not be considered for award.

The non-price factors are more important than price. As the collective non-price factors begin to reach equality in the evaluation, price becomes a more important factor in the tradeoff analysis.

b. Non-Price Evaluation Criteria: The following criteria will be used to evaluate the non-cost/price aspects of the proposal.

(1) Technical Approach: The technical approach will be evaluated to the degree to which the

Offeror’s technical approach demonstrates:

(a) Offeror’s clear understanding of the all tasks required in the Performance Work Statement (PWS). They will also demonstrate an understanding of DA Pamphlet 5-11 and MIL-STD 3022.

(b) The Offeror shall clearly demonstrate how the approach is likely to yield the required time frames identified in the PWS.

(c). Offeror shall show a clear understanding and experience in developing and reporting Verification and Validation (V&V) Plans and Reports as prescribed in MIL-STD 3022.

(d) Offeror shall show a clear understanding and experience in developing and reporting Accreditation Plans and Reports as prescribed in MIL-STD 3022.

(e) Offeror’s methodology and flexibility that will be used in accomplishing the tasks set forth in the PWS.

(3) Past Performance:

The Government will conduct a Past Performance evaluation of the Offeror’s Past Performance as well as that of its subcontractors. Past Performance consists of two aspects for evaluation, past performance relevancy and performance confidence; thus, the Offeror will be assigned two ratings for past performance.

First, the Government will evaluate the Offeror’s past performance references to determine how relevant a recent effort accomplished by the Offeror is to the requirement to be acquired through this source selection.

Common aspects of relevance include similarity of service/support, complexity, magnitude of effort, dollar value, and contract type.

Second, the Government will evaluate the Offeror’s past performance references to determine the quality of work performed and assess the level of expectation that the Offeror can successfully perform the required effort.

c. Price: Price will be evaluated separately from past performance and other non-price factors, and will be evaluated for fairness and reasonableness. Please note that ODCs a plug number has been provided for all period of performances. The evaluated price will be evaluated for fairness and reasonableness in terms of:

Consistency with the technical approach, in that the prices are consistent with and reflect the proposed staffing requirement for all years.

Price(s) that are not fully supported/substantiated, may render it impossible to determine if the overall price is fair and reasonable.

Evaluation of Extension of Services under FAR Clause 52.217-8: The amount evaluated under this option will be at the rates offered for Option Period 1 prorated to six months and will be part of the total evaluated price. Evaluation of options shall not obligate the Government to exercise options.

d. Rating Standards for the Non Cost/Price Proposal

Rating Standards for the Non Cost/Price Proposal (Excluding Past Performance)

Rating Description

Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.

Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.

Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.

Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is un-awardable.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Unknown Confidence (Neutral) No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

2. Quality Assurance Surveillance Plan (QASP)

3. Pricing Sheet

4. Organizational Conflict of Interest (OCI) Certification

5. MIL-STD 3022

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
