About this file
This is a solicitation for a Multiple Award Blanket Purchase Agreement to provide Small Laboratory Research Animals to various Department of Defense organizations.
The agreement will have a five-year ordering period and will replace four existing BPAs that are set to expire in July 2020. Products required include mice, rats, rabbits, guinea pigs, hamsters and gerbils for use in biosafety levels 1 through 4. Incidental services such as catheterization and implants are also within scope.
The solicitation anticipates awarding up to five BPAs to be determined based on offerors' ability to meet requirements and minimize administrative costs. Pricing will be firm-fixed-price for animals, shipping, and containers. The total ceiling for orders against all BPAs is $25 million over five years, with no single order to exceed $7 million.
Proposals are due January 21, 2020 and will be evaluated on technical capability, past performance, and price using a lowest-price technically acceptable determination. Evaluation factors and rating methods are defined. The document provides detailed instructions on proposal contents and format requirements.

1.1. The acquisition is issued as unrestricted and for full and open competition in accordance with (IAW) Federal Acquisition Regulation (FAR) 6.1 – Full and Open Competition.
1.2. The Government intends to award multiple Blanket Purchase Agreements (BPAs) IAW FAR 13.303 on a competitive basis, using the best value Lowest Price Technically Acceptable (LPTA) source selection procedures among price and non-price factors. The Government may award up to five (5) Multiple-Award (MA) BPAs to the lowest price technically acceptable Offerors; however, the Government reserves the right to make the final determination on the number of BPAs to award based on the Offerors’ ability to provide the required supplies, mission requirements, and the Government’s administrative costs to effectively administer each BPA awarded as a result of this solicitation. The Government intends to evaluate and award without discussions; however, the Government reserves the right to conduct discussions. If discussions are required, they will be conducted with Offerors IAW Federal Acquisition Regulation (FAR) 15.306.
1.3. The resultant Multiple Award Blanket Purchase Agreements (MA-BPAs) will be issued on a DD 1155 and will not include Contract Line Item Numbers (CLINs). As a result, no CLINs are included in this solicitation.
1.4. The MA-BPAs will include Call Orders and/or Government Purchase Card (GPC) orders. The Call Orders from the BPAs will be Firm-Fixed Price (FFP).
1.5. The North American Industry Classification System (NAICS) codes for this acquisition are 112990, All Other Animal Production and 112930, Fur-Bearing Animal and Rabbit Production.
1.6. The ordering period for the MA-BPAs awarded as a result of this solicitation shall consist of five (5) 12-month ordering periods for a total of five (5) years. The Contracting Officer shall review, at least annually, the BPA to determine if the BPA remains effective in meeting the Government’s need, represents the best value to the Government, and to determine if additional price reductions can be obtained.
1.7. The scope of the MA-BPAs is for the purchase and delivery of Small Laboratory Research Animals to include mice, rats, rabbits, guinea pigs, hamsters, and gerbils in support of the U.S. Army Medical Research and Development Command (USAMRDC) and subordinate commands. Reference the Statement of Need (SoN).
1.8. The terms MA-BPA and BPA are used interchangeably throughout the solicitation and have the same meaning.
2. BPA CEILING
2.1. The cumulative ceiling amount of all Call Orders and GPC orders issued against the resultant MA-BPAs for the five
(5) year ordering period shall not exceed $25,000,000.00. The Offeror agrees the orders placed under the resultant BPA shall be accomplished within the specified ceiling. Unless the Contracting Officer has notified the Offeror in writing of an increase in the cumulative ceiling amount, any costs incurred in excess of the ceiling amount shall be borne by the Offeror.
The cumulative ceiling amount is a placeholder value assigned to facilitate the issuance of Call Orders and shall not be construed as a commitment on part of the Government for guaranteed Call Order values.
3. MAXIMUM BPA CALL ORDER VALUES
3.1. IAW the Army Federal Acquisition Regulation Supplement (AFARS) 5113.303-5(b)(2), individual Call Orders shall not exceed $7,000,000.00

7. PERFORMANCE EVALUATION PROCESS
The U.S. Army Medical Research Acquisition Activity (USAMRAA) will use the Contractor Performance Assessment Reporting System (CPARS) to electronically capture assessment data and manage the performance evaluation process.
CPARS is used to assess a Contractor’s performance and provide a record, both positive and negative, on a given BPA or contract during a specific period of time. The CPARS process is designed with a series of checks and balances to facilitate the objective and consistent evaluation of Contractor performance. Both Government and Contractor program management perspectives are captured on the CPARS and together make a complete assessment performance report. Once the Assessing Official completes the proposed assignment for the period of performance, the CPARS is released to the appropriate Government Contractor Representative for review and comments. The Contractor has 30 days after the Government’s evaluation is completed to comment on the evaluation. The Government Contractor Representative must either concur or non-concur to each report in CPARS. If the Contractor concurs with the proposed assessment and the Reviewing Official does not wish to see the report, the Assessing Official may close out the report in CPARS. Otherwise, the Assessing Official must forward the report to the Reviewing Official for them to review via CPARS, enter comments if appropriate, and close out. The Reviewing Official may at their option direct the Assessing Official to forward every report in CPARS to them for review.
8. CONTRACTOR PROPOSALS FOR CALL ORDERS
Offerors submitting Call Order proposals shall submit the proposal in accordance with the CORFQ. The proposal shall be submitted electronically in Microsoft Office, Microsoft Excel, or PDF format via e-mail to the Contract Specialist assigned to the requirement as identified in the competitive CORFQ issued for individual Call Orders.

These categories are defined as follows:
Category 1 - Program and/or Administrative Support. Services which, by their very nature, give the Contractor access to non-public procurement sensitive data about the contract requirements, other Contractors’ proprietary information, or put the Contractor in a position to influence the award decision on a contract in which they are participating. Services would be characterized as having access to Command Wide procurement sensitive information, or work that could likely have an influence over follow-on awards or contracts within subordinate directorates/Commands.
Category 2 - Program Management Support. Services which assist in planning and managing an organization’s activities and programs. These include, for example: requirements analysis, acquisition support, budget planning and management, business, process reengineering, program planning and execution support, and independent technical management support. Services would be characterized as having access to only Directorate or Subordinate Command level procurement sensitive information or work that would have little influence on follow-on requirements or requirements of other directorates/Subordinate Commands.
Category 3 - Product Support. Services or end items required to meet the mission requirements of the organization’s activities and programs. These include, for example: concept exploration and development, system design, system development and integration, COTS Procurement and integration, internal development testing, deployment, installation, operations, and maintenance. Services can be characterized as having little or no access to procurement sensitive information other than the immediate requirement and little chances of follow-on work that can be influenced by the immediate requirement.
This MA-BPA for Small Laboratory Research Animals is identified as OCI Category 3 – Product Support. The Contractor shall perform a thorough comparative analysis of the potential new supply effort against all current and previous supply efforts performed in support of the subordinate commands and ascertain whether there is a possible conflict of interest. Contractors may direct questions to the new ECMRA Support Desk at dod.ecmra.support.desk@mail.mil or obtain detailed instructions from the CMR Contractor Manpower Reporting User Guide available on the new eCMRA website www.ecmra.mil.
The Order Data tab on the CMRA Contractor Data Entry website will ask for the “Requiring Activity Unit Identification Code” (UIC). The Unit Identification Code (UIC) of the Requiring Activity that would be performing the mission if not for the contractor. This is not necessarily the Contracting Office, Contracting Administrative Office, or Funding Source. The UIC is not the same as the Department of Defense Activity Address Code
(DODAAC).
The UIC of the Requiring Activity for the MA-BPAs is TBD.
