Instructions for Pricing Sheet
For this Procurement, the price will be evaluated separately from non-price evaluation factors. The purpose of this Price Proposal Evaluation is to determine whether the prices proposed in this spreadsheet are fair and reasonable. The Government will evaluate the consistency, completeness, fairness and reasonableness of the Offeror's price proposal.
For the purposes of this procurement, the price will be evaluated in terms of: (1) Proposed Salary based on Proposed Labor Categories, (2) Completeness in the proposed labor mix and labor hours based on the projected proposal technical approach and Level of Effort, (3) Fairness and reasonableness in proposed labor rates for labor mix, which reflect reasonable economy assumptions for all labor rates proposed for the base year and the additional option period.
The offeror shall use the Government Provided Microsoft Excel workbook and they must fill in the required cells in the spreadsheet. This part will require the Offeror to present their labor rates. The Contractor may propose labor rates that are derived from blending the labor rates of two or more subcontractors, if subcontractors are necessary for the requirement.
Because this is a FFP commercial services acquisition, the offeror can present labor rates and other cost/pricing data or other similar services and labor rates that Offeror has charged the Federal Government.
Reminder : IAW Instructions to Offerors, the offeror shall complete the Attachment 5 Pricing Sheet but also they must supplement the spreadsheet with standard cost buildup data. The contractor can provide this in their Price Proposal document or as an additional tab on this spreadsheet.
Instructions for Pricing Sheet
Attachment 5- For the Attachment 5 Pricing Sheet, all you will have to provide is the following:
Labor Category Description: The title of your Labor Categories. For example, if you choose to use a Medical Technician, you would just have to type Medical Technician under CLIN 0001, 1001, 2001.
Proposed Level of Effort: The amount of Labor Hours that will be used by this position (Government assumes 1 FTE = 1920). For example, if you propose 2 FTEs, you would put in the amount of hours for 2 FTEs (i.e. 3840 hours @ 1920 hrs./FTE).
Labor Rate: Provide your Fully Loaded Labor Rate for this Firm-Fixed Price Government Requirement.
Unit Price Per Month: Once you put in your Level of Effort and Labor Rate, this will be calculated by the Spreadsheet.
Total Proposed Amount: Once you put in your Level of Effort and Labor Rate, this will be calculated by the Spreadsheet.
FAR 52.217-8 -The Government will evaluate offers by establishing a Total Evaluated Price which will consist of the total price proposed for all contract line items, option contract line items, and the amount associated with FAR 52.217-8. The amount evaluated under FAR 52.217-8 will be calculated using the rates proposed for the last option period, prorated six months.
Section B - SF 1449 This is calculated by whatever you put in the Attachment 5 - Pricing Sheet Tab so you should not have to change this. This tab is here to help the Contract Specialist be able to put together the award in the Contracting Software. **Please do not edit anything in this tab**
Additional Cost Build Up Data - If the Contractor would like to provide any additional data, please provide it here under this tab.
