SUBJECT: Justification and Approval for Consultation for Calculating for an Adequate System Tool (CAST) algorithm usage
5. Description of Supplies/Services:
The Calculating an Adequate System Tool (CAST) is an open source product, which uses Microsoft Excel as its user interface platform. It employs an algorithm using social determinants of behavioral health and social disparities to provide insights into chronic social conditions that contribute to behavioral health outcomes in a given community.
CAST allows community leaders to review the capacities of their behavioral health care system through the assessment of behavioral health, social and community determinants and services across the continuum of care.
The intent is to adapt CAST for Army use within installation Community Ready and Resilient Council (CR2C) behavioral health working groups. CAST will provide Installation Command Teams with a community risk assessment capability to inform resourcing and risk mitigation strategies across the full spectrum of behavioral and social support agencies that support personal readiness and the overall wellness of Army communities. Currently, the capability to accomplish this at the installation level does not exists.
6. Authority Cited: 41 U.S.C. 1901 OR 41 U.S.C. 1903
(a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR
(b) FAR 13.106-1(b)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR
(c) FAR 13.501(a)(1)(i): Only one source reasonably available (including brand name); OR
(d) FAR 13.501(a)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item.
7. Reason for Authority Cited:
CAST was developed for use in civilian communities, its algorithm is similar to those applied to identify determinants of health disease and stroke. As the lead developer and primary CAST proponent, JG Research & Evaluation, LLC. provides support to several communities across the country. To date, the lessons learned and expertise gained supporting and customizing the practical application of CAST in various community settings are unique to this vendor and cannot be replicated due to the application of methodology, use of social/behavioral health determinants, and its framework all serve to make CAST singularly unique.
8. Efforts to obtain Competition:
a. Effective competition. Not applicable. No effective competition is anticipated as there is no other source available to perform these required services.
b. Subcontracting competition. It is not anticipated that any part of this requirement will be subcontracted.
9. Actions to remove or overcome barriers Competition: Not applicable. No effort will be made to remove or overcome barriers to competition as there is only one source capable of performing the required services.
10. Market Survey:
A “Request for Information” (RFI) was posted to fedbizopps.gov in Aug 2018 for fifteen
(15) calendar days. A total of five (5) responses were received and each evaluated, however, none were able to meet the requirement of the Performance Work Statement (PWS) since none possessed the experience or expertise unique to CAST. Additionally, USAPHC executed several literature searches using combinations of the terms to include: “algorithm”, “behavioral”, “social”, and “determinants,” in search engine platforms that included, but were not limited to, Google Scholar, Hathi Trust Digital Library, Cochrane Library, and PubMed. The search results did not yield any CAST-like application. A search was also conducted to ascertain the capabilities of epidemiological Universities (i.e. University of Virginia, University of Texas, Indiana University, and University of Louisville), and it was determined these organizations could only assist with the reconstruction of the CAST tool, which already exists, rather than provide expert consulting support services.
11. Interested Sources: Respondents to the “Request for Information” included the following vendors: Apogee Solutions, Inc. FAR Government, Inc., GIS Inc., Singareaddy Info Tech, and Yakshna Solutions, Inc., however done of them were able to meet the requirements of the PWS.
