NOTICE OF INTENT TO SOLE SOURCE
1. Solicitation Number: W81XWH-17-T-0057
2. Sole Source Title: ZEISS LightSheet Z.1 Selective Plane Imaging Microscopy System
3. Agency: The requesting activity is the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD)
4. Contracting Office: U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Frederick, MD
5. Location: USAMRICD, Edgewood Campus, Aberdeen Proving Grounds, MD 21010
6. Description: The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source Firm-Fixed Price supply contract to Carl Zeiss Microscopy located at One Zeiss Drive, Thornwood, NY 10594 (DUNS 038376674;
Cage Code 325W6). The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 U.S.C. 1901. The Federal Acquisition Regulation (FAR) citation is 13.106-1(b) (1) (i), and the FAR citation title is “Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization)”.
7. Background: The U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) has a mission to discover and develop medical products and knowledge solutions against chemical threats with the vision of strengthening our nation and our world by rendering chemical threats medically harmless. USAMRICD requires the Zeiss LightSheet Z.1 Selective Plan Imaging Microscopy System for high quality imaging of living and cleared samples and cutting-edge scientific observations. This instrument will be a new capability for USAMRICD, as part of the imaging core, which does not exist currently. USAMRICD has developed histological processing techniques to study neuronal connections, protein expression patterns and histological markers in intact, cleared tissue. The LightSheet Microscopy System will allow rapid imaging of these cleared tissues in with high temporal resolution using a horizontal microscope concept, where excitation and detecting light sheets are perpendicular to each other. The light sheet plane excites the sample only in this in-focus plane, creating a thin optical section. This degree of precision and temporal resolution is critical for accurate histological mapping of an intact piece of tissue, or living organism.
8. Scope and Purpose: USAMRICD requirement is for one (1) ZEISS LightSheet Z.1
Selective Plane Imaging Microscopy System with the ability to image intact cleared tissue samples, and living samples. The System must have compatible imaging software capable of supporting these advanced imaging techniques, and have hardware capable of managing extremely large image files.
9. North American Industry Classification System (NAICS) Code: The NAICS code for this requirement is 333314, Optical Instrument and Lens Manufacturing.
10. Anticipated Period of Performance: The anticipated delivery date is as follows:
System Delivery Date 30 Days after Contract Award
11. Information to Industry: This is a Notice of Intent to Sole Source is for informational purposes only in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Interested parties should submit a Capability Statement and pricing information for this requirement within fifteen (15) days of public notice to be considered by the Government.
