4. Contractor Name:

Columbus Instruments International Corp.

5. Description of Supplies/Services:

USAMRICD requests a behavioral monitoring suite for evaluation of physiological responses to treatment with various medical countermeasures. The system should have the following characteristics:

1.Able to conduct simultaneous studies on 16 rodents (rats or mice) with readouts of: calorimetry (O2 to CO2 conversion); respiratory rate; running wheel activity (in mice only); and movement in the X and Z axes (with sensitivity of less than 2 cm).
2.Data collection must be automated, with all software and hardware provided. Data must be input into a typical desktop computer (4 GB RAM, single-core 1.5 GHz processor running Windows 7) via a USB cable; otherwise, if a special card is required, that must be provided.
3.Data analysis software must be provided, as well as the ability to export data from all measurements in a format compatible with Excel and/or Graphpad Prism (e.g., in a csv or tab delimited file format).
4.Data analysis must be able to report respiratory rates as a function of time, running wheel activity in terms of distance and time; horizontal and vertical movements in terms of time; and calorimetry data in terms of time.
5.Footprint per 16 cages to fit within a provided cage rack that is no more than 3 feet deep, 6 feet wide and 6 feet high.
6.Able to conduct calorimetry studies by measuring O2 and CO2 differentials (between air entering and leaving the cage) with a precision that is less than 0.5%, with measurements occurring at least once every 2 min.
7.Able to continually monitor respiration rates without instrumenting the animal directly (e.g., non-invasively).
8.Running wheels must be of the vertical variety without rungs (e.g., a solid, textured surface).
9.Must include all cages, cage lids, running wheel and electrical hookups to monitor 16 rats or 16 mice simultaneously.
10.Must be expandable to at least 100 rodents upon purchase of additional cages, hardware controllers and connectors.
11.System must be a turn-key solution, with all hardware (other than the computer) and software provided.

6. Authority Cited: |X| 41 U.S.C. 1901 OR |_| 41 U.S.C. 1903

|_| (a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR

|_| (b) FAR 13.106-1(b)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR

|X| (c) FAR 13.501(a)(1)(i): Only one source reasonably available (including brand name); OR

|_| (d) FAR 13.501(a)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item.

7. Reason for Authority Cited: Columbus Instruments is the only vendor capable of fulfilling this requirement because the new system must be identical to the current system. The laboratory currrently uses a smaller version of the same system and needs to expand its capabilities. The new system must be identical to the current system in order for data to be valid and to allow for accurate comparison.

8. Efforts to obtain Competition:

a. On 2 August 2016, the customer searched required sources, GSA, and Google to determine if any other vendors offered a product with the required specifications. No other vendors were identified, and the item is not available on GSA.

a. Effective competition. The Government does not anticipate effective competition for this requirement.

b. Subcontracting competition. Not applicable. No subcontracting opportunities are available for this materiel acquisition.

9. Actions to remove or overcome barriers Competition: No actions will be taken to increase competition before susbsequent acquisition of supplies is required.

10. Market Survey: An internet survey of the marketplace revealed one other similar system from Coulson ( Harvard apparatus), however that system could not match or function with the laboratories current set up.

11. Interested Sources: No other interested sources have been identified.

12. Procurement History and any other facts: Sole Source Purchase order W81XWH-14-P-0416 was awarded on 31 July 2014. The J&A was approved under the authority of FAR 6.302-1 as extensive market researach identified Columbus Instruments as the only vendor offering a system capable of simultaneously measuring all relevant variables.

13. Technical / Requirements Certification: I certify that the support data under my cognizance which are included in this SSJ are accurate and complete to the best of my knowledge and belief.
