4. Contracting Office: U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Frederick, MD
5. Location: Aberdeen Proving Ground, MD
6. Description: The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source Firm-Fixed Price supply contract to CMS Research Corporation, a wholly-owned subsidiary of OI Analytical located at 2148 Pelham Parkway, Building 400, Pelham, AL 35124 (DUNS 153596309; CAGE Code 68313).

7. Background: The USAMRICD is the nation's leading science and technology laboratory in the area of medical chemical countermeasures research and development. USAMRICD manages a diversified portfolio of medical chemical warfare agent research projects for the Department of Defense (DoD) and other Federal Agencies. USAMRICD’s strategic plan relies on the outstanding performance of scientists and support personnel and the ability to exceed expectations on customer directed research projects.
As DoD’s lead laboratory for the development of medical countermeasures against chemical threat agents, the USAMRICD is increasingly called upon to provide expert analytical and consultative services related to medical chemical defense research and to the medical management of chemical casualties. The Institute’s growing national and international customer base includes other Government agencies, academia, pharmaceutical companies and commercial enterprises.
8. Scope and Purpose: This requirement is the purchase of the Miniature Continuous Air Monitoring System (MINICAMS®) Series 4000 and associated components. The MINICAMS® Series 4000 is an automatic, near-real-time continuous air monitoring system using gas chromatography and sample collection with a solid-sorbet pre-concentrator or fixed-volume sample loop. The MINICAMS® automatically collects an air sample, performs an analysis, and reports the result. Reported agent concentrations above a user-set threshold generate an ALARM status that can be reported via various pathways. Two different Plug-In GC Modules allow configurations to maximize selectivity and sensitivity for monitoring all chemical warfare (CW) agents. The MINICAMS® Series 4000 is a flexible, expandable system developed specifically for detecting all Chemical Warfare (CW) agents, stimulants, and related compounds at extremely low levels. CMS Research Corporation is the sole manufacturer and distributor of the MINICAMS®. The MINICAMS® is the only known system that can meet the full chemical detection capabilities required by USAMRICD. There are no other vendors in the marketplace that produce or sell the MINICAMS.
9. North American Industry Classification System (NAICS) Code: The NAICS code for this requirement is 334516, Analytical Laboratory Instrument Manufacturing.
