Performance Work Statement Transport of Regulated Medical Waste
1.1 Background: The U.S. Army Research Institute of Environmental Medicine
(USARIEM) is part of the U.S. Army Medical Research and Materiel Command (USAMRMC). USARIEM is dedicated to Warfighter health and performance research with the focus on environmental medicine, physiology, physical and cognitive performance, and nutrition.
2.1 Goal: Transport Regulated Medical Waste to a designated waste treatment facility to render non-infectious prior to disposal as a solid waste.
3.1 Tasking:
Provide Regulated Medical Waste (RMW) removal on a quarterly basis or as needed. An additional stop charge and additional containers are needed when services exceeded the removal of medical waste on a quarterly basis.
Receive shipping boxes, 3 mil red bags and packing tape for shipment of RMW Boxes should be able to fit up to 55 pounds of RMW Distinguish between pathological waste, pharmaceutical and sharps Find a facility that complies with the strict regulatory guidelines and quality controls Understands all federal, state, and local guidelines covering medical waste, hazardous waste, universal waste and other regulatory wastes Comply with legislation to ensure that all documents are kept secure and confidential at all times Provide immediate response to emergency situations including fuel spills, chemical spills and hazardous material spills Removal of between 500 and 800lbs of regulated medical waste per shipment.
Provide shipping boxes, red bags and packing tape for shipments Understand all federal, state, and local guidelines covering medical waste
4.1 Technical Specifications
The following are provided to demonstrate the task environment in which the services will be provided. It is not directives on how the services are provided but what traditionally has been required to support our mission.
5.1 Work Environment
Arrange for pick- up and transport of regulated medical waste quarterly or as needed.
With the supplied designated regulated medical waste boxes and bags we will pack the waste according to regulatory guidelines. Each box will contain double bagged sharps or pathological waste. Proper transportation, treatment and disposal of sharps and biohazardous waste are important to maintain compliance and protect people and the environment. Provide a transport cart to move boxes from the third floor to the loading dock. These will then be loaded onto the truck to be taken to a designated facility for waste segregation and destruction. The types of regulated medical waste that need to be disposed of properly is blood and blood products, pathological waste, cultures and stocks of infectious agents, contaminated animal waste and sharps. Pathological waste and contaminated animal waste needs to be incinerated at an approved facility. Sharps will need to be incinerated or rendered noninfectious and processed by grinding it down to eliminate the physical hazard of sharps.
6.1 Key Responsibilities
Provide the removal of an estimated 3000 lbs of regulated medical waste annually. Each shipment of RMW consists of around 10-20 cardboard boxes or 500- 800 lbs.
A shipping manifest needs to be created for each shipment of RMW and the record is kept for 3 years. The documents should be kept secure at all times.
Provide approximately 20 cardboard boxes capable of holding up to 55 lbs of waste each.
Shipping bags and packaging tape is also provided for shipments. The supplies will be provided by the company at the scheduled pick-up.
A designated truck should be used to transport the regulated medical waste and the driver needs to be qualified to pick up and transport regulated medical waste. The use of a POV for transporting RMW is prohibited.
7.1 Deliverables will include:

Massachusetts regulations can be found at 105 CMR 480.000 minimum requirements for the management of medical or biological waste (state sanitary code
VIII).
The transporter needs to be familiar with incident reporting requirements and emergency response procedures. 49 CFR part 177.816 details the specific training requirements for drivers. It is required for them to have shipping papers as specified in 105 CMR 480.00.
The shipping papers need to have the name, address and phone number of the waste generator along with contact name and emergency number, a description of the waste to be shipped, total quantity of waste shipped, type of containers and destination of delivery.
The shipping papers need to be kept for a period of 375 days after the material is delivered to the facility.
The company needs to have a designated off site facility where biological waste is rendered non-infectious prior to disposal as solid waste according to Mass. Department of Environmental Protection. Disinfection methods include steam disinfection/autoclaving, chemical disinfection, and incineration at an approved facility or any other method approved by the department of defense in writing. Any method requiring heat sterilization needs a temperature recording device to make sure it reaches temperature.
Any autoclave will be calibrated annually to ensure proper disinfection of waste.
Quarterly qualitative autoclave testing will also be performed.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Award of this requirement will be made on a competitive best value basis, using “best value tradeoff” among cost/price and non-cost/price factors. A best value tradeoff process will be used, thus, the Government may elect to award to other than the lowest priced offeror, or other than the offeror with the highest rated non-cost/price proposal.
Past Performance will be evaluated independently from the other non-cost/price evaluation factors using different standards. The non-cost/price evaluation factors numbered in descending order of importance are as follows: Factor
1. Technical Approach, Factor 2. Management Approach, Factor 3. Experience, Factor 4. Quality Control and Factor
5. Past Performance. All nonpriced factors combined are significantly more important than cost or price. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical Approach, Management Approach, Experience and Quality Control Approach factors. Offerors are cautioned that the awards may not necessarily be made to the lowest cost or price offered. The following factors shall be used to evaluate offers:
Factor 1 - Technical Approach - The proposal shall be evaluated to the degree that the offeror has clearly demonstrated how they intend to meet the Government requirements outlined within the performance work statement (PWS) with specific emphasis on:
An understanding of all the tasks required to be performed.
An understanding of federal, state and local guidelines covering medical waste.
The methodology and flexibility they will use in performing the requirement.
How the approach is likely to yield the required results within the required time frame.
Factor 2 – Management Approach -The Offeror shall submit a written Management Approach which effectively demonstrates:
A management approach to staffing that will lead to the successful accomplishment of the requirement.
How their chain of command practices will contribute in a positive manner to ensuring completion of all tasks (particularly emphasizing communications, accounting, crosschecks on schedule early enough to take necessary corrective actions, and flexibility in allocating resources based on Government priorities).
The offeror shall discuss their approach to coordinating, directing, and effectively managing all their subcontractors.
Factor 3 - Experience - The proposal shall be evaluated to the degree that the offeror has clearly demonstrated the requisite experience that will enable them to meet the Government requirements outlined within the PWS with specific emphasis on:
The offeror shall demonstrate: (Elements of the factor)

Experience with an appropriate mix and balance of education and training of key personnel, etc.
Substantive experience in safe removal of medical waste.
Factor 4. Quality Control Approach: The proposal shall be evaluated to the degree that the offeror has clearly demonstrated how they intend to meet the Government requirements outlined within the performance work statement (PWS) with specific emphasis on:
How they will meet and comply with the quality standards established in the PWS.
At a minimum, the QCP must include a self-inspection plan, an internal staffing plan, and an outline of the procedures that the Contractor will use to maintain quality, timeliness, responsiveness, customer satisfaction, and any other requirements set forth in this solicitation.
Rating Standard for Technical Approach, Management Approach, Experience and Quality Control:
Rating Description
Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable.
Factor 5 - Past Performance - The proposal shall be evaluated to the degree that the offeror has demonstrated past performance that is relevant to the size, scope and complexity required by the PWS and how well the offeror performed the work. The Offeror shall provide a brief description of no more than three (3) contracted projects that focus on the performance of laboratory support services within the past three (3) years from solicitation release date. The narrative shall include a reference point of contact, contract dollar value, and dates of contract performance. It is not sufficient to state that the reference is similar in magnitude, scope and complexity; the offeror shall provide evidence to demonstrate the comparability of the reference.
Rating Standard for Past Performance:
Past Performance Relevancy Ratings
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
Factor 5 - Price - The award will be a Firm Fixed-Price contract. The Government will evaluate price reasonableness by performing a price analysis to insure that the final agreed-to price is fair, reasonable, realistic, and consistent with the proposed level of effort.
The Offeror shall submit information other than cost or pricing data which will be used to perform a price analysis.
This information includes the hourly rate for each proposed labor category, performance hours, and cost build-up to the billing rate.
The Price Factor will not be assigned an adjectival rating.
Technical and past performance, when combined, is significantly more important than price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
