52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

This is a Lowest Price Technically Acceptable Procurement. Award shall be made to the offeror whose proposal is the Lowest Price Technically Acceptable (LPTA) offer. Technical acceptability means that the quote meets all of the stated minimum specifications. Incomplete or unreasonable offers shall be rejected and eliminated from further consideration. The Government will evaluate information based on the following evaluation criteria: (1) Technical Capability factor meeting or exceeding the requirement, (2) Price (3) Past Performance.

Technical Ratings:

Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

Technical Approach - The proposal shall be evaluated to the degree that the offeror has clearly demonstrated how they intend to meet the Government requirements outlined within the performance work statement (PWS). The adjectival rating for this factor is Acceptable or Unacceptable.

Past Performance - The proposal shall be evaluated to the degree that the offeror has demonstrated past performance that is relevant to the size, scope and complexity required by the PWS and how well the offeror performed the work. The Offeror shall provide a brief description of no more than three (3) contracted projects that focus on the similar or like preventive maintenance services within the past three (3) years from solicitation release date. The narrative shall include a reference point of contact, contract dollar value, and dates of contract performance. It is not sufficient to state that the reference is similar in magnitude, scope and complexity;

the offeror shall provide evidence to demonstrate the comparability of the reference. The adjectival rating for this factor is Acceptable or Unacceptable.

Price - The award will be a Firm Fixed-Price contract with two (2) Government specified Cost contract line identification numbers (CLINs) for Other Direct Costs. The Government will provide an estimated value on the Cost CLINs not requiring Offeror pricing. The Government will evaluate price reasonableness by performing a price analysis to insure that the final agreed-to price is fair and reasonable and consistent with the proposed level of effort. The price analysis will consider the total price, including options.

The Price Factor will not be assigned an adjectival rating.

Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases;

interviews with Program Managers, Contracting Officers, and the Defense Contract Management Agency (DCMA).

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonable assigned, the offror may not be evaluated favorably or unfavorably on at performance. Therefore, the offeror shall be determined to have an unknown past performance. In the context of acceptability/unacceptability “unknown” shall be considered “acceptable”.

Past Performance Acceptable/Unacceptable Ratings Rating Description Acceptable Based on the offeror’s performance record, the

Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
