5. Description of Supplies/Services: The U.S. Army Aeromedical Research Laboratory (USAARL) has a requirement for the purchase of the eyesDX Two-Channel Signal Capture Box for real-time interfacing with human physiological monitoring devices. The system includes the Multi-Analysis of Physiological and Psychological Signals (MAPPS) software suite that collects, synchronizes, and analyzes multiple, multi-modal data inputs to study human behavior and physiology. The disparate data sources include high-quality video and audio, physiological measures (such as, EEG, head-and-eye tracking), and virtual environment parameters. The eyeDx Two-Channel signal capture box with the MAPPS™ software must be compatible with the MAPPS software system that is currently integrated into laboratory instrumentation that includes:
(1) the Smart Eye Pro 6.0 eye tracker (PR # 43723, Date Requested: 17 June 2014), (2) the Microsim Panoramic Research Flight Simulator developed in house, (3) the Biopac physiology measurement system currently in use at USAARL (PR # 43963, Date requested: 3 December 2014), (4) the NONIN Model 7600 Regional Oximeter (PR #43776, Date requested:25 Jun 2014 ), and (5) numerous Reduced Oxygen Breathing Device-2 machines (most recent PR #43255, Date requested:1Aug 2013). The eyesDX must also be compatible with the Eyelink 1000 plus Eye Tracker (PRC #43934, Date Requested: 12 November 2014} to accurate time synchronize all systems while a small moving target that traces a defined, continuous, circular path at a defined velocity on computer display monitor. The eyeDX records at least 35 simultaneous data streams from at least 4 different systems all on a common time base and reports these values in a fashion that supports statistical analysis across metrics. Included is an authentication dongle and one site visit for setup and training.
6. Authority Cited: X 41 U.S.C. 1901 OR ___ 41 U.S.C. 1903
X (a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR
___ (b) FAR 13.106-1(b}(1}(ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR
___ (c) FAR 13.501(a)(1)(i}: Only one source reasonably available (including brand name); OR
___ (d) FAR 13.501(a)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item.
7. Reason for Authority Cited: eyeDX MAPPS software is proprietary and eyeDX Inc. is the sole owner with no other sources available in the marketplace to satisfy USAARL's requirement. The MAPPS software is required to ensure compatibility with the existing instrumentation that uses eyeDX MAPPS software and to maintain continuity for continued research.
8. Efforts to obtain Competition: A review of the field of competitive products did not uncover any that assures compatibility with the eyeDx MAPPS proprietary software currently implemented in existing USAARL systems.
