Simplified Acquisitions Procedures (SAP)
1. Contracting Activity:
This is a Sole Source Justification for an acquisition conducted by the U. S. Army Medical Research Acquisition Activity (USAMRAA). USAMRAA Contract Specialist is Jeff Sprecher 820 Chandler Street, Fort Detrick MD 21702.

5. Description of Supplies/Services:
Simpleware provides a unique meshing service necessary to conduct research pertaining to heat transfer of the human, clothing, and environment system. Simpleware has a large library of highly detailed, anatomically correct, three dimensional images of the human body. These images alone are valuable for USARIEM research, not only due to the accuracy of the whole-body images, but also the image data inside the body that details the organs, bones, and tissue. Even more valuable, is the meshing service of these images that Simpleware provides. In order to use these images in software such as COMSOL, a mesh of the image needs to be created. This mesh provides the capability to add material properties to specific parts of the body, which is required information for heat transfer analysis in COMSOL. Meshing of a complex geometry such as the human body and all its finer details is a very time-consuming process that requires a highly-skilled finite elements analysis (FEA) professional.
Purchasing these mesh files from Simpleware allows USARIEM to continue necessary research.

MECs:
1. COMSOL mphtxt mesh file of an “average” human male:
a. Must be 37 year old,
b. Must be 1.76m in height,
c. Must be 81kg in mass
d. Must have body 22.7% fat.
2. COMSOL mphtxt mesh file of an “average” human female:
a. Must be 36 year old,
b. Must be 1.62m in height,
c. Must be 66kg in mass
d. Must have 36.1% body fat.
3. Simpleware must produce COMSOL mphtxt mesh files containing the following structures:
a. Skin, Muscles, Heart, Liver, Lungs, Kidneys, Stomach, Intestines, Fat, Bone, Bladder.
b. This model must span from the top of the shoulders to below the pelvis, where the legs will be cut off.
c. The arms must be cut off below the shoulder.
d. Data developed by Simpleware Ltd in the ScanIP software suite using the XCAT phantom data set must be from Duke University (Segars et al. 2013).

7. Reason for Authority Cited: Simpleware meets our unique requirements for this project, which are: the models are geometrically and anatomically correct, include more than 10 tissue types, and can be used directly in COMSOL software for heat transfer simulation (in COMSOL mphtxt format).
This specific order is only available from Simpleware based on the expertise and specializations of the company. Simpleware will generate the meshes from Duke University Models, and COMSOL will use these meshes for heat transfer analysis. COMSOL cannot process Duke Models and generate this type meshes. Simpleware is the only source who is able to meet the parameters included in the MEC by modifying the variables from the original data files from Duke.
8. Efforts to obtain Competition:
a. Effective competition. Notice of Intent to Sole Source will be posted to FBO, notifying the market of the Government’s intent to award a sole source contract to Simpleware for the COMSOL mphtxt mesh files.
b. Subcontracting competition. N/A
9. Actions to remove or overcome barriers Competition:
Market research will be conducted for future requirements to identify all possible sources of COMSOL mphtxt mesh files, including the use of CHESS/ESI, GSA, and other open market sources. Reasonable effort will be made to collect price information, points of contact, and business status for all identified sources.
10. Market Survey: I searched online, both government and non-government sources, for a vendor that can provide computer-aided design (CAD) models of the human body and mesh generation of those models for finite element analysis (FEA). I was able to find Simpleware Inc (Herndon, VA) that can provide us with male and female human torso models that are based on high-resolution MRI and CT Datasets. Additionally, they are able to generate a mesh for FEA for those models. Simpleware is the only company who can meet our unique requirements for the continuation this project, which are: the models are geometrically and anatomically correct, include more than 10 tissue types, and can be used directly in COMSOL software for heat transfer simulation (in COMSOL mphtxt format). We will compare temperature profiles of the male and female models that will demonstrate contributions of anatomical differences due to gender in thermoregulation during exposure to heat and cold environments.
Simpleware has recently provided similar services to US Navy Naval Research Laboratory (Office of Naval Research project 416, subproject 231) and to US Air Force Research Lab (report AFRL-AFOSR-UK-TR- 2013-0053).
