LABOR CATEGORIES AND DESCRIPTIONS
Research Activities Support Services IDIQ **For more detail regarding Labor Categories, refer to FAR 52.222-42 for Federal Hire Equivalency
A. License and Certification Requirements
1) The USAISR, USAMRICD, APHC (Prov) and EACE has specific certification requirements for the following forty two positions. The detailed requirements are found in the labor descriptions that follow.

2) Contractor personnel in the above stated positions shall (1) possess and maintain the appropriate licensure and certification and (2) be in good standing and under no restrictions with the licensure board in any state in which a license is held, or has been held. The Contractor personnel shall be current with and have completed all requirements specified by their professional licensure or certification at the Task Order level. Contractor personnel assigned to the above positions shall provide proof of the required licensure, and/or certification, and/or education, and/or experience as applicable.
3) The Government estimated Labor Utilization will be determined in individual TASK ORDERS. The Government labor category may be applicable to USAISR, USAMRICD, APHC (Prov) and EACE at the individual Task Order Award. If there are specific requirements for each Labor Category in Section B of this Attachment, the Government lists those requirements in the following order: (a) Required Certification; (b) Required Education; (c) Required Experience; (d) Required Security.
B. Labor Categories and Descriptions
1. Admin/Clerical - Execute all administrative support and internal controls processes required by U.S. Army Medical Research Institute of Chemical Defense-Analytical Toxicology Division (MRICD-ATD) and Combat Casualty Care Division (MRICD-CCCD).

d) Required Security Clearance - As of this moment the highest required level of clearance required for this position is Secret Clearance.
2. Administrative Assistant II - Experience in the full range of administrative support services executing assigned clerical tasks (e.g. communications, typing, printing, graphics, library or publication services, mail, records keeping/filing, forms, report preparation), expert knowledge and use of personal computer (PC). Duties may include preparing and editing technical or general documentation using various software packages such as Microsoft Word, Microsoft PowerPoint, Microsoft Excel and Windows, transcription of documents, data entry, and preparing and editing management support documentation. Duties may also include performing a variety of support services such as visitor access control, answering telephones, receptionist, ordering and receiving office supplies and equipment, editing or maintaining technical, programmatic and administrative documentation and references in both paper and electronic versions, preparing travel documentation and coordinating travel arrangements, operation of reproduction equipment to produce large volumes of documents, courier service and mail service, etc. Strong ability to interact with diverse clientele, senior level managers such as high level military and civilian medical, health care and technical personnel. Able to operate in wide latitude of independent action, and is consulted as an expert in the field.

5. Animal Caretaker 1 - Provides daily care and husbandry for research animals. Cleans cages and equipment and monitors the health and wellbeing of the animals in accordance with all applicable regulations. Responsible for coordinating with supervisors on operational and technical duties. Transfers and transports animals, assists with animal procedures, and maintains required documentation. Experience with laboratory animals in a research environment, to include non-human primates, rabbits, and rodents. Relies on instructions and pre-established guidelines to perform the functions of the job. Personnel must demonstrate adequate training and certification to meet requirements outlined in the Animal Welfare Act and Animal Welfare Regulations (9 CFR Chapter 1), Army Regulation 40-33, and Public Law 99-158, and to assure that the facility retains AALAC accreditation in accordance with AR 40-33 and DoDI 3216.0.

7. Animal Caretaker 3 - Provides daily care and husbandry for research animals. 8. Animal Husbandry Technician 1 (Basic) - Animal caretaker will execute numerous recurring activities required to ensure proper feeding, watering, sanitation and safety of all animals within the facility. Have progressively sufficient knowledge of different animal species husbandry requirements to perform all required duties. Must have the ability to understand and operate sophisticated technological equipment (ventilated cage systems, BSL2 hoods, automatic watering systems, cage wash equipment to include chemical supply systems, bulk animal bedding holding and dispensing systems) and complex management policies for animal care. Experience to conduct proper receipt, handling, unpacking, placing into correct caging, correctly applying permanent identification, and transport to correct rooms. Assess pain and distress in rodents, rabbits, swine and nonhuman primates, species as well as convey accurate descriptive information to veterinarians or other technical staff by phone or email. Experience with cage wash operations.

9. 10. Animal Husbandry Technician 3 (Advanced) - Animal caretaker will execute numerous recurring activities required to ensure proper feeding, watering, sanitation and safety of all animals within the facility. Have progressively sufficient knowledge of different animal species husbandry requirements to perform all required duties. Must have the ability to understand and operate sophisticated technological equipment (ventilated cage systems, BSL2 hoods, automatic watering systems, cage wash equipment to include chemical supply systems, bulk animal bedding holding and dispensing systems) and complex management policies for animal care. Experience to conduct proper receipt, handling, unpacking, placing into correct caging, correctly applying permanent identification, and transport to correct rooms. 11. Assistant Animal Facility Manager - Responsible for preparing all orders for feed, bedding, daily cleaning supplies, animal supplies and equipment and other items required by Contract staff, provided by Contractor, under this agreement. Ensures orders are approved according to internal Contractor policies. Manage receipt, storage, prompt hand-receipting (within 14 work days), and maintenance of all durable items, to include medical items. Manage inventories for expendable items. Assist Government Animal Facility Manager in submitting work orders for routine and unscheduled maintenance and repairs for all vivarium equipment and assist with follow-up and documentation of repairs. Provide recurring status updates to Government Animal Facility Manager as required, and whenever unexpected issues arise. At MRICD the Contractor shall be responsible for providing the Project Manager, Deputy Project Manager and Assistant Facility Manager as key participants in the ordering process through both Contractor and Government channels. At MRICD the PM or DPM will be fully trained on Institute-specific ordering procedures, to include appropriate certification and capability in the General Fund Enterprise Business System (GFEBS) to serve as an ordering entity, preferably immediately, but not later than 30 days of contract start.

12. Assistant Property Book Officer - Performs a wide range of property and warehousing activities for USAMRICD. Incumbent must possess a thorough knowledge of the physical distribution functions of a warehouse such as material receiving, storage, issuing, and preservation (cold storage). Receives, unloads, and processes shipments and prepares receiving reports and determining the basis for over, short, or misplaced items. Teach, Coach, and Mentor incoming Property Book Officer; Provide continuity during S4 organizational transition from E3100 to E2900 and to assist in the establishment of Shop/Bench Stocks (Commissary); Serve as Defense Medical Logistics Standard Support (DMLSS) System Administrator (SA) during the implementation of pending Software Change Packages (SCP’s); Establish new S4 business processes for the requisitioning, storage, and issue of Medical and Laboratory supplies within DMLSS. Position requires wearing steel-toe shoes. Position requires a valid state license in order to operate a motor vehicle. Position requires a valid forklift license. Position will require lifting and carrying of objects up to 70 lbs.

13. Biomedical Research Software Developer - Develop software for critical care decision support systems, automation projects, and research into use of information technology in Biomedical Research. Codes software applications to adhere to designs supporting Biomedical Research. Standardizes the quality assurance procedure for software. Oversees testing and develops fixes. Has knowledge of standard concepts, practices, and procedures within a particular field. Relies on experience and judgment to plan and accomplish goals. A wide degree of creativity and latitude required. Typically reports to a project leader or manager.

14. Biostatistician/Epidemiologist 2 - Provides statistical guidance and provides recommendations for study design and statistical analysis. Writes or reviews statistical section of protocols, prepares analysis plans, and writes detailed specifications for analysis files, consistency checks, tables, and figures. Interprets analyses and writes statistical sections of study reports. Communicates with data managers, study personnel, and other clients regarding statistical design, programming, and analysis. Develops and updates appropriate statistical documentation, stores documents and data, and performs all functions in accordance with applicable regulations, guidance, and procedures. Familiar with a variety of the field's concepts, regulations, standards, practices, and procedures. Analyzes health-related data. Works semi-independently to perform the functions of the job, using knowledge, experience, professional judgment, and input of project and organizational leaders to plan and accomplish goals.

15. Biostatistician/Epidemiologist 3 - Provides statistical guidance and develops strategies and recommendations for study design and statistical analysis. Writes or reviews statistical section of protocols, prepares analysis plans, and writes detailed specifications for analysis files, consistency checks, tables, and figures. Interprets analyses and writes statistical sections of study reports. Communicates with data managers, study personnel, and other clients regarding statistical design, programming, and analysis. Analyzes health-related data. Assures that plans and execution of statistical functions meet all applicable regulations, guidance, and procedures. Develops and updates appropriate statistical documentation, and stores documents and data in accordance with applicable regulations and procedures. Establishes, maintains, and recommends updates to policies and procedures such as documentation of standard operating procedures. Experienced and skilled with a wide variety of the field's concepts, regulations, standards, practices, and procedures. Works independently and relies on extensive knowledge, experience, and judgment to plan and accomplish goals. The position additionally requires duties requiring proficiency in Statistical Analysis System (SAS) software package. Duties may require the ability to write code in SAS to allow for the desired specifics in data mining. Generates complex queries and reports; participates in the design of data mining and data warehouse systems. Proficient in arraying complex data in a format easily understood by clinicians and leadership

16. Budget Analyst II - Experience in the use of the following finance applications: General Fund Enterprise Business Systems (GFEBS), and Electronic Document Access (EDA) to include Legacy Systems such as Standard Finance System (STANFINS), Standard Operation and Maintenance Army Research and Development System (SOMARDS), Financial Management Information System (FMIS), Online Report Viewing (OLRV), Database Commitment Accounting System (DbCAS), and the Defense Travel System (DTS). Duties may include analyzing accounting records to determine financial resources required to implement programs and makes recommendations for budget allocations to ensure conformance to budgetary limits to include account managing, tracking obligations and commitments against diverse fund types, payroll, auditing, contracts, activity based costing (ABC), and related budgetary work. Resolves Government Purchase Card (GPC) rejects due to Line of Accounting (LOA) errors. May perform tasks associated with statistical methods, regression analysis and/or operation research programming techniques. May also performs a variety of tasks using Microsoft Office programs. Participates in the development of reporting requirements for the preparation, collection, justification, and submission of programming and budgetary data. Responsible for reviewing operating budgets periodically in order to analyze trends affecting budget needs. Ensures all financial transactions are audit-ready and transparent.

17. Budget Analyst IV - Experience in the use of the following finance applications: General Fund Enterprise Business Systems (GFEBS), read Computerized Accounts Payable System Reports – Windows (CAPS-W), and Electronic Document Access (EDA) to include Legacy Systems such as Standard Finance System (STANFINS), Standard Operation and Maintenance Army Research and Development System (SOMARDS), Financial Management Information System (FMIS), Online Report Viewing (OLRV), Database Commitment Accounting System (DbCAS), and the Defense Travel System (DTS). Knowledge in a variety of finance/accounting regulations, concepts, practices, procedures, and Business Case Analysis (BCA). Duties may include analyzing accounting records to determine financial resources required to implement programs and make recommendations for budget allocations to ensure conformance to budgetary limits. Applies regulatory guidance and supports other staff in researching, analyzing, interpreting, and implementing financial statements generated through a range of finance applications. Responsible for reviewing operating budgets periodically in order to analyze trends affecting budget needs. Work may involve the use of statistical methods, regression analysis and operation research programming techniques. May performs a variety of tasks using Microsoft Office programs. Ensures all financial transactions are audit-ready and transparent. Assists the team with account management, processing of journal vouchers, payroll, auditing, contracts, cost transfers, creating Account Processing Codes (APC), Work Breakdown Structure (WBS) Elements and other related budgetary work. Provides guidance and support to balance execution of funds with funding availability to assure that planned multi-year research can be performed. Knowledge of GFEBS operations and advanced proficiency in EXCEL application to be able to assist the team with resource management and funds control in the Military Health System.

18. Budget Tools Specialist – Effective interpersonal skills with strong oral and written communication skills and client interfacing skills. Solid organizational and analytical abilities. High degree of attention to detail. Ability to quickly take on new tasks and handle multiple concurrent tasks. Good technical knowledge of usability of web-based applications. Ability to efficiently work and communicate with project team members. Ability to work in Microsoft Internet Information Server, ASP. Net 3.5 and Microsoft SQL Server 2005. Experience in defining requirements related to software applications (web-based or otherwise). Knowledge of requirements documentation techniques.

19. Cagewash Attendant - Operate cage wash equipment and vaporized hydrogen peroxide sterilization room, and any other sanitation or sterilization devices, as required to meet mission requirements. Prepare, load, sanitize, remove and store sanitized items. Work with automatic cage wash machine and tunnel washers, conveyer belts, bedding dispensers, bottle fillers, high pressure and steam cleaning devices. Maintain the overall cage wash areas in accordance with Animal Welfare Regulation standards. 33. Deputy Project Manager, CMAR - The DPM will coordinate and oversee husbandry and veterinary services for the animal care facilities, specifically, with regards to research support. The DPM works directly with RSD/VMSB customers to coordinate by-name RSD/VMSB support for research activities. Coordinates all vivarium activities; provides animal care and technical support, as needed; provides assistance to the Project Manager as required; documents and initiates repair requests on an as-needed basis; maintains good rapport and professional relationships with the customer and fellow employees and emphasizes team building and cooperation; reviews Standard Operating Procedures (SOPs) as requested; brings discrepancies between operations and SOPs to management’s attention and revises as needed; ensures appropriate adherence to all customer SOPs and other technical/administrative directives. Provides SOP training and reviews current SOPs for functionality; attends customer meetings as requested; assists in the training program for employees to ensure AALAS certifications are obtained in a timely manner; and performs routine inspections of areas of responsibility to ensure compliance with all applicable guidelines. At MRICD the Contractor shall be responsible for providing the Project Manager, Deputy Project Manager and Assistant Facility Manager as key participants in the ordering process through both Contractor and Government channels. At MRICD the PM or DPM will be fully trained on Institute-specific ordering procedures, to include appropriate certification and capability in the General Fund Enterprise Business System (GFEBS) to serve as an ordering entity, preferably immediately, but not later than 30 days of contract start.
