Biomedical Research Application and Evaluation Support (BRAES) Calendar Year 2016 Electronic Biomedical Research Application Portal (eBRAP)
Overview: The Contractor shall provide complete sustainment, operations and maintenance support to eBRAP. This includes all aspects of the contract performance work statement, specifically section 4.4 of the base BRAES PWS.
Funding: The current FY16 Congressional appropriations have not been decided upon but are anticipated to be approximately $1,100,000,000.
Defense Business Certification Requirements: All costs shall be divided into development and modernization costs versus sustainment and maintenance costs as defined by the Military Health System Defense Business Transformation User Manual Version 2 dated December 2006.
Period of Performance 2 February 2016 through 31 January 2017
Typical Tasks Associated with Submission and Processing of pre-applications and full applications (subject to change each calendar year):
· Assume preparation of the pre-application and Grant Application Processor for 80-120 Program Announcements (PA) and/or program specific Broad Agency Announcements (BAA), one USAMRMC BAA, and up to five BAA’s for other DoD agencies.
· Roll out email requests to update organizational data, including new USAMRAA requirements/regulations.
· Pre-application and full application processing and computer-automated compliance, including manual compliance, for all PA and program specific BAA’s.
· Post invitation and funding notification lists and letters (and associated summary statements) and e-mail the Principal Investigators.
· Receipt of regulatory and other documents required to make the awards for the RFF lists.
· Provide customer service (formerly known as “help desk”) support.
· Using existing code and functionality, continue to expand eBRAP to receive intramural research pre-applications and full applications.
· Support receipt and compliance of all pre and full applications received in response to the BAA.
· It is anticipated that all costs under this new task order shall be sustainment costs only since development is complete; however, if Contractor believes further development is necessary, provide detailed description, justification, and projected costs so CDMRP can complete an out-of-cycle request via DBC.
· Support all tasks necessary in the transition of the outgoing/obsolete electronic receipt system (a.k.a. eReceipt) until eBRAP is fully functional.
· Additional programs may be added/removed in the future but will be done via a modification
· Approximate number of pre-applications/proposals, LOIs and proposals shall be more detailed in each separate program peer review task order.

Incoming Transition Plan:
In accordance with this solicitation, the Contractor shall provide a plan for 60 calendar days of incoming transition from contract to contract. The Contractor shall coordinate with the Government in planning and implementing a complete transition to the Contractor's support model. The Contractor shall collaborate with the Government to develop and deliver an Incoming Transition Plan. The Government will designate a transition period for the incoming Contractor to coordinate and work with the incumbent Contractor. This transition plan shall include, but is not limited to the following items as applicable:
· Coordination with Government representatives,
· Review, evaluation and transition of current support services,
· Transition of historic data to new Contractor system,
· Government-approved training and certification process,
· Transfer of hardware warranties and software licenses,
· Transfer of all System/Tool documentation to include, at a minimum: user manuals, system administration manuals, training materials, disaster recovery manual, requirements traceability matrix, configuration control documents and all other documents required to operate, maintain and administer systems and tools,
· Transfer of compiled and uncompiled source code, to include all versions, maintenance updates and patches,
· Orientation phase and program to introduce Government personnel, programs, and users to the Contractor's team, tools, methodologies, and business processes,
· Distribution of Contractor purchased Government owned assets, including facilities, equipment, furniture, phone lines, computer equipment, etc.,
· Transfer of Government Furnished Equipment (GFE) and Government Furnished Information (GFI), and GFE inventory management assistance,
· Applicable briefing and personnel in-processing procedures,
· Coordinate with the Government to account for government keys, ID/access cards, and security codes.
