| 1 | 1.RFP Page 126, 11a (1) |
and
2. RFP Page 129, c. 1) & 2) References state:
| 1. | Team member or major subcontractor’s ISSA CIMS-GB certification may not be used to satisfy the ISSA CIMS-GB certification for a prospective prime contractor. |
| 2. | Only those subcontractors that meet the definition of a major subcontractor, as defined as performing more than 25% of any resultant contract arising from this solicitation, will be used in the offeror’s past performance assessment. (2) Past performance information may include data on efforts performed by other divisions, corporate management, and critical subcontractors or teaming arrangements |
If an offeror is proposing a 51/49% teaming arrangement with a “critical” subcontractor, it seems reasonable that the subcontractor’s CIMS-GB status should satisfy the certification requirement.
| Respectfully request that a critical subcontractor’s CIMS-GB certification satisfy the CIMS-GB requirement. | A team member or major subcontractor’s ISSA CIMS-GB certification may not be used to satisfy the ISSA CIMS-GB certification for a prospective prime contractor. | ||

| Three tasks for four Service Types, along with the sampling of tasks for non-recurring services, will most likely exceed 100 pages. Please increase the page limit for the Procedures Manual to 150 pages. | The page count will remain 150 pages | ||

However, Supplement A-2 and Supplement A-3 require a Quality Control Plan and Phase-In Plan respectively.
| If Contractors are to submit complete Quality Control and Phase-In Plans in the two supplements referenced above, please provide specific details of what additional information the Government also requires for Quality Control and Phase-In in Section A – General Requirements. | Refer to 52.212-1 and 52.212-2. | ||
| 1 | RFP Page 120, e. | Reference states: In accordance with FAR Subpart 4.8, Government Contract Files, the Government will |
retain one copy of all unsuccessful proposals. Unless the offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.
However, Page 121, i states “Electronic copies of each volume shall be submitted through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/. Proposals submitted by mail or hand-carried will not be evaluated.”

| 1 | For a medial complex of this size and scope, we question why this project is being evaluated as Low Price Technically Acceptable. It would seem more reasonable to use the Best Value option for proposal evaluation to ensure that only an experienced and knowledgeable contractor would be providing high quality HEC services to such a large medical complex. Awarding the project to a Contractor with the low price does not guarantee quality work for the Army Medical Command. |
| Respectfully request that the Government utilize the Best Value approach for proposal evaluation. | Refer to 52.212-1 and 52.212-2. | |||

| 1 | ITO Volume III - Factor 2 - Past Performance | Instructions say six total pages for Attachment 6 and narrative. Attachment 6, Customer Reference Information Sheet is one page. For three references this part of the submittal would take three of the six pages.
