ANSWER: Information Assurance training is an online training that will be provided by the Government.

#10. QUESTION: Schedule B: Referencing Item No-0003; 0004; 0005; 0006 and 0007-Note that the unit is measurement is each. Is the government desiring FTEs for these Item No?
ANSWER: These positions are not full time. The unit of measurement is each. Each class is 90 minutes.
#11. Note in the descriptions of positions it states the credentials of each one of these Item Numbers thus the assumption is that each would require a FTE for each of these Item Numbers.
ANSWER: HPA is FTE. All other positions are not full time. The unit of measurement is each. Each class is 90 minutes.
#12. QUESTION: Our company responded to W81K0421R0013 last year and we were wondering if this is a follow-on to that contract or if the PWS has been re-written and solicited? The part-time H2F staff in that contract was to deliver all training virtually whereas it appears in this one, it is in person.
ANSWER: The scope of the work has changed. Training is conducted in person.
Streamed/recorded via MS Teams for units currently mobilized
#13. QUESTION: Are all travel costs for the part-time H2F staff reimbursed after the execution of the travel or do we estimate and charge for those on the Cost Spreadsheet upfront?
ANSWER: Travel requests will need approval by COR prior to travel. Invoices are submitted for reimbursement after execution of the travel.
#14. At the bottom of paragraph 5.1.2.1 it states, “All Pilot A units will receive virtual education during the same quarter.”
QUESTION: What is meant by virtual training when the training described up until that point for Pilot A is “in person” and “web based with reach back capability” for Pilot B Soldiers?
ANSWER: Training is conducted in person. Streamed/recorded via MS Teams for units currently mobilized. The PWS will be modified and included in Amendment 0001 of the
RFP.
#15. Exhibit H BA Schedule on page 70 depicts that in person education in Aug 2022 will be all "PT" delivered to all of the units at various locations for most of the month.
QUESTION: Is this a mistake? Basically each month has all education delivered by one H2F discipline to all units?
ANSWER: The Exhibit H BA schedule is an EXAMPLE of what the schedule will look like. The dates will be confirmed once the contract is awarded and the HPA is on board.
Yes, each month, the topic of education will be consistent for all 7 of the units. For example, AUG: physical therapist will travel to all 7 units to deliver the same class. SEP:
The next SME will deliver the same course to all 7 units, etc.
#16. QUESTION: Could you confirm that the Travel CLIN (0009) is to include both estimated costs for travel to support the in-person training events AND the HPA travel requirements, anticipated to be up to 75%? If so, could you provide more detail on the frequency and locations of HPA travel?
ANSWER: CLIN 0009 does cover HPA travel and SME travel. The HPA will travel throughout the month to each of the Pilot A (7 units) receiving the education in person to ensure the trainings are going well and provide effective feedback to meet the mission. The frequency will depend upon the schedule. Ideally, the HPA will visit all 7 units within the first 2-3 months of the training schedule. Once the HPA has visited each site, the visits will taper off to one site visit per month for Pilot A. The frequency of travel will depend upon the planning and execution skill of the HPA. For example: poor planning = HPA will spend more time on site; effective planning= less time the HPA will need to be on site. The HPA will also travel to the units in Pilot B to meet the unit MFT and MRT. The MFT and MRT are the unit H2F enablers. The HPA will serve as the SME for the MFT and MRT and provide FTE support.
#17. QUESTION: Would the government consider alternate backgrounds and higher level certifications to better fulfill the requirement listed as an Occupational Therapist (1.26)?
For presentations covering sleep hygiene, sleep and fatigue management, and stress management, a clinical psychologist and/or PhD in Rehabilitation Science with significant experience in sleep research would be the best value for the government?
ANSWER: The qualifications for the OT will remain the same. The staffing structure will continue to follow the FM 7-22 advised structure.
#18. QUESTION: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services?
ANSWER: Yes, some of these services have been contracted for previously. The contractor is currently PABULUM-REEF JV, LLC
#19. QUESTION: If not brand new, could you please provide the current / previous contract number?
ANSWER: W81K04-21-C-0007
#20. QUESTION: I reviewed the Question / Answer sheet put out today about the solicitation but am still confused about the difference between the EXAMPLE schedules on p. 48 and
p. 70. One has a different discipline at each unit during a given month and the other has one discipline going to all units in a given month. For the latter, if 9 sessions need to be conducted per unit, how is it possible for one discipline / contractor to do this in one month? I imagine the only way is to have training every weekend of that month? I just want to clarify what the government expectation is.
ANSWER: Each month, all 7 units will receive the listed education in person. All 7 units will not have Battle Assembly (Reserve drill) on the same weekend. The discipline/topic will switch each month. For instance, PT for AUG, RD for SEP, OT for OCT, etc. The PT/RD/OT/SC/CH education will be the same for all 7 units. Since we want 9 educational sessions per unit, a few of the instructors will go twice. Therefore they will need to change their presentation for the second class. Each unit will only receive ONE class per Battle Assembly, not to exceed 9 Battle Assemblies in our pilot year.
For the examples, we wanted to show the options of how the classes can be taught. Each unit having a different topic each month, or each unit receiving the same topic.
Once the HPA is on board, he/she will be responsible for working with the COR, Unit POCs and the Contracted instructors to develop the schedule for the pilot year.
