GOVERNMENT RESPONSE
Question 1: This subject Notice was released and in reading Beta.Sam the place of performance for this request states JBSA Fort Sam Houston. But the attached document states Miami FL. Which is correct?
Response: The place of performance is Miami, Florida
Question 2: The method of transportation would be the complimentary metro mover and metro rail. The metro mover is attached to our hotel with an indoor access and the entire trip would take about 22 minutes one way. I’m attaching a map that depicts the stops and route. Are you able to consider this option?
Response: No, the solicitation details for the vendor to provide transportation if located outside the walking distance as defined in the Performance Work Statement, not metro or metro rail.
Question 3: In reference to Solicitation #W81K0420R0031 would you please be able to give me an estimation of the number of rooms nights per month will be used.
Response: Referencing Section 4.1.1 of the PWS, The contractor shall provide a minimum of 11 double occupancy rooms and a maximum of 12 double occupancy rooms in a secure lodging facility to house members of visiting FSTs who come to ATTD for training. There will be 11 FSTs that will attend ATTD per year. This mean that the 11-12 double occupancy rooms are required every month and occasionally twice per month. (Refer to question 9 for additional information) Question 4: Are you looking for multi-family apartment units or hotel rooms?
Response: Hotel Rooms
Question 5: What size unit would classify as double occupancy?
Response: Double occupancy would consist of queen or king size beds per room, with bathroom and adequate living area to be shared by 2 people, per room
Question 6: Is there a square footage or number of rooms you are looking for to classify as a double occupancy unit?
Response: There is no square footage specified in the requirement
Question 7: What is the threshold to classify as walking distance? Would a building that is 1.5 miles away be considered walking distance?
Response: Referencing Section 2.1.8 of the PWS, Walking distance: defined as being within 0.67 miles of Ryder Trauma Center, 1800 NW 10th Avenue, Suite T215, Miami FL 33136
Question 8: Will you be providing a tax exempt certificate to the awardee?
Response: No
Question 9: On the Section SF 1449 Item No. the quantity is 12 for months. However, we understand that you need 11 /12 room for 30 days – total room nights comes to 360. Why is it that the quantity is listed as 12 instead of 360?
W81K0420R0031
Response: The Army Trauma Training Detachment (ATTD) conducts training each month for 14 days. The Requirement is for the contractor to provide 11 to 12 double occupancy rooms each month, to be utilized for 15 nights each month. Occasionally and however rare, when there is a need for the ATTD to conduct training twice in a month, the contractor will need to provide 11 to 12 double occupancy rooms for that class as well. ATTD courses are never conducted concurrently, so in the event there is a need to conduct a 2nd class during a month the contractor will need to supply those rooms (which for that month would be a total of 30 nights occupancy) 15 nights for the 1st class conducted in the first two weeks of the month, and 15 nights for the 2nd class conducted in the last two weeks of the month. Historically ATTD conducts one class per month which is why the requirement is for 11 to 12 double occupancy rooms, to be utilized for 15 nights. This would be a consistent utilization of at a minimum 180 nights of occupancy for each year. For the purpose of billing the unit of measure is “Month” the Item would be “11 to 12 rooms” so the term quantity in this case describes a 12 month period in which 11 to 12 rooms are utilized each month for 15 consecutive nights.
Question 10: We received the request via several third party agencies. Are we able to extend our offer directly to you?
Response: Yes
Question 11: Are you looking for a seasonal or flat rate? Would Per Diem rate be an option?
Response: The government is not going to tell you how to present your rates for your proposal
Question 12: Please let me know if we are able to offer fully furnished apartments for Solicitation Number W81K0420R0031. Also, please let me know if we can offer bi-weekly housekeeping in place of daily housekeeping.
Response: No, the Government is not looking to rent fully furnished apartments for this solicitation. No, bi-weekly housekeeping is not acceptable for this requirement (Referencing Section 5.1 of the PWS).
Solicitation closes September 7th 2020 @1100 Central Standard Time.
The Government will not accept any more questions with regard to this solicitation after the posting of this amendment.
