Government Responses to Vendor Questions Solicitation No. W81K04-19-R-0015, Prescription Medication Reporting System for the U.S. Military Entrance Processing Command (USMEPCOM)

Q# Vendor Question Government Response

For the individual clauses and provisions, there are individual questions in which we need to provide a response. For example, page 64, 52.209-2 ©….It [___} is, [___] is not an inverted domestic corporation.

a. There are several of these questions throughout the synopsis of solicitation.

Are we supposed to answer each question within the synopsis and sent it back to you in a separate pdf or all together in one pdf?

It is at the disclosure of each proposing offeror on how to submit the clauses and provisions that requires vendor response. That being said, offerors may return the entire combined synopsis solicitation or a separate PDF document combining the completed clauses and provisions. Final submission of completed clauses and provisions has to meet the deadline of the proposal submission date and can be on a separate PDF document from the offeror's proposal.

52.212.3 – Proposal indicates we need to provide a completed copy of FAR Provision 52-212-3, Offeror Representations and Certifications – do we just print out the form indicating our name, CAGR, DUNS, and expiration date to show we are current? Or, do we fill out another form.

a. And, if we are not set up with a SAM account, what happens if we don’t hear back from the GAO before the submission date of this RFP?

Page 2 and pages 59 - 63 (Addendum to FAR 52.212-1 -- Instructions to Offerors -- Commercial) of the combined synopsis solicitation, provides instruction on the completion of FAR 52.212-3 -- Offeror Representations and Certifications -- Commercial Items. The Addendum to FAR 52.212-1, section 4 states that if the offeror has already completed the annual representations and certifications electronically at the System for Award Management (SAM), there is no need to submit anything further. However, if their SAM registration does not include the following representations, the offeror shall also submit one completed copy of FAR 52.209-2, 52.209-11, 52.222-22, and 52.222-25; these clauses and provisions may be included in the PDF version of completed clauses and provisions at the time of proposal submission (see response to question no. 8).

Please refer to FAR 52.204-7(b)(1) -- An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. For guidance to being registered in SAM. Contact the General Services Administration (GSA) for more details and/or assistance with registrations in SAM at the following:
