Government Responses to Vendor Questions - W81K0419Q0010

Philips HeartStart OnSite Defibrillators (brand name or equal) for the U.S. Military Entrance Processing Command (USMEPCOM)

Q# Vendor Question Government Response

1. Can quoters offer remote monitoring for inspections in place of human inspectors? 1. While some tasks related to inspections may be monitored remotely, please see the related evaluation factors and subfactors related to Addendum to FAR 52.212-2. The Government describes how quotes will be determined

"acceptable or not acceptable" in meeting this requirement in accordance to the Statement of Work (SOW) .

1. It appears that this is an IDIQ contract, with the option to renew each year at the same quantity.

2. Will MEDCOM want a refresh of the equipment at each renewal?

3. If so, will MEDCOM allow a bid based on today’s prices and add an economic adjustment clause should the cost of the replacement items change?

4. If so, will MEDCOM allow a change of equipment make, model and features in the event that replacements are not available and newer technology is available?

5. If no refresh, will MEDCOM accept the same equipment for the entire full duration with maintenance support, under a firm fixed price contract?

6. What does MEDCOM want to do with the equipment after the end of the final option year?

1. This contract is considered an IDIQ with ordering periods, not option years (see Ordering and CLIN

INFORMATION, page 3 of 76 of the solicitation and the SOW, Section 5.3 - Description of Work).

2. Refresh is required at the manufacturer's recommended expiration shelf life of the equipment or if a system becomes defective or unusable and requires replacement.

3. The purpose of this lease agreement is to ensure that all equipment installed is new and in working condition and the contractor assumes responsibility for replacement systems, parts, and consumables in the instance of expiration, defects, and for replacement of use during operation of the equipment. The Government will not include an economic price adjustment clause; this requirement does not meet the prescription for use of economic prices IAW FAR 16.203-

4. This is a firm-fixed price contract; you may price your quote accordingly to include any necessary adjustments you might foresee for future increases and/or decreases. The 12 month ordering periods provide the contractor with the ability to account for anticipated changes in price over the life of the contract.

4. Any replacement equipment must meet the minimum specifications (brand name or equal) of the equipment and lease agreement required in the SOW.

5. As mentioned in response no. 2, refresh will be required at the expiration of the shelf life of the equipment or if a system becomes unusable and requires replacement. Refresh is separate from the replacement of a "loaner" system in the instance that the equipment requires repairs that cannot be performed on-site.

6. The resultant contract will not include options. Upon the expiration of each order for a 12 month lease the contractor is responsible for retrieving the leased equipment. In the event that a follow-on delivery order is issued for the same product the contractor may satisfy the follow on requirement by utilizing the equipment that is already in place. Upon expiration of the contract the contractor is responsible for the removal of all equipment.

Changes to the solicitation has been identified in red font. In addition, those changes have also been outlined in yellow in the attached solicitation.
