STATEMENT OF WORK
Web-Based Evidence-Based Practices Evaluation Database and Practitioner Guides Subscription in Support of the U.S. Army Medical Command
1. General. The contractor shall provide web-based access to a document management system (DMS) that provides access to manufacturers’ online modular cognitive behavioral therapy for anxiety, depression, conduct problems, and trauma for children and adolescents; child and adolescent behavioral health (C&A BH) research evaluation database; and evidence-based practitioner guides for C&A BH psychosocial treatments.
1.1. Background/Objectives. The U.S. Army Medical Command (MEDCOM) Behavioral Health Service Line (BHSL) has mandated that the Child and Adolescent Behavioral Health System (CAFBHS) disseminate and implement the standardized CAFBHS Evidence-based Practices (EBP) Model. The CAFBHS EBP Model incorporates modular cognitive behavioral treatment elements and treatment pathways, clinical-decision making strategies requiring translating clinical research into practice using a web-based database, and evidence-based practitioner guides with step-by-step session guidelines and patient/parent handouts. The MEDCOMs BHSL CAFBHS is the service line/clinical program responsible for transforming, centrally standardizing, and optimizing child and adolescent behavioral health services across Army Medicine. The BHSL addresses current MEDCOM needs by developing, implementing, evaluating, and sustaining a C&A BH services model that optimizes productive, efficient, and financially sustainable delivery of behavioral health care and increasing access to value-based quality care for beneficiaries across all Medical Treatment Facilities (MTF). The Government’s requirement is to obtain a group subscription for certain online information resources which will provide decision support to MEDCOM’s Child, Adolescent, and Family Behavioral Health Office throughout its worldwide system of care. The subscription must provide for evidence-informed service delivery through linking the resources with the current MEDCOM information infrastructure and provide decision support to health service providers throughout its system of care. Elements of the group subscription must consist of: 1) a searchable database offering child-specific synopsis from published treatment research that meets specific standards for scientific quality. The database must be updated periodically to reflect the most up-to-date treatment research findings; 2) expert practitioner guides outlining common procedures among evidence-based practices and logic models for establishing key facets of service delivery. The library of practitioner guides should be updated periodically to continue expanding the range of diagnoses addressed; and 3) a modular approach to therapy for children with the most common mental health or behavior problems (anxiety, depression, conduct problems, trauma) that provides a protocol that offers comprehensive flowcharts able to guide the process of care, and streamlining treatment to fit the child’s requirements while nurturing individualization to address comorbidity or therapeutic barriers. The system must also provide clear step-by-step instructions, activities, example scripts, time-saving tips, monitoring forms, and easy-to-read descriptive aids and worksheets for children and their parents. The BHSL recognizes that no standardized C&A BH web-based evidence-based practices document management system exists within the Army Medical Command. The objective of this requirement is to acquire access to a commercial enterprise-wide C&A BH web-based document management system that provides MTFs across the MEDCOM with 24 hour web-based access to a C&A BH evidence-based practice document management system that directly supports the CAFBHS EBP Model and BH care for Military Children and Adolescents.
