Question and Answers Solicitation W81K04-17-T-0010 USAGPAN

1. I received the solicitation instructions. I noticed that the start time is June 2017. Will we be given a year to prepare for the transition and our first class will enter in 2018? If the first class enters in June 2017, we will need to conduct a great deal of work prior to June 2017. Please advise.

As stated in the solicitation on pages 3 and 4 (CLINs 0001-0003), although the contract start date is June 2017, the first class will enter in June 2018. The June 2017 start date provides the time to complete all required administrative tasks before the first class of students arrives in June 2018.

2. We are reviewing the referenced solicitation regarding the U.S. Army Graduate Program in Nurse Anesthesia. As part of our review, we would like to better understand what submission(s) would be expected should we decide to move forward in this competitive process. I may be overlooking the information, but I cannot see how we apply. The language states “Responses must be submitted through electronic mail.” I cannot find what the response needs to include. Any guidance you may provide would be greatly appreciated.

As stated in the solicitation, the response needs to include the information provided in ADDENMDUM TO 52.212-1 which includes the evaluation factors for technical and management capability (Subfactors 1A

– 1C as well as Factor 2: Past Performance and Factor 3: Price.

In addition, please refer to ADDENDUM TO 52.212-2, which explains how those subfactors will be evaluated and result in an overall technical evaluation rating for Factor 1 and SubFactors 1A through 1C.
