Government Responses to Vendor Questions Solicitation: W81K04-17-T-0003
Q# Vendor Question Government Response
Typically, there is Instructor Led Training (ILT), which involves an individual using course materials in a classroom, and then there is Web-based training (WBT), which is an internet browser-based learning which is programmed and available on local intranet. Lastly, there are Webinars, which is are seminars conducted over the internet. Which do you require?
The Government's requirement is for interactive instructor led training (ILT) in the form of a webinar that shall be conducted via the web through the Government's Defense Collaboration Services (DCS) website; i.e. an instructor is required to facilitate the training via the internet to a group of trainees located at various locations across the command (e.g. classroom, conference room, auditorium). Clarification of this requirement has been incorporated into the Performance Work Statement (PWS) by amendment to the solicitation.
Please define “interactive web-based training” mentioned in 5.1. Is this your term for a webinar format where the instructor speaks to slides found online?
Interactive web-based training is defined as live training conducted by an instructor via the internet that allows for real-time interaction between the instructor and the participants.
Clarification of this definition has been incorporated into the PWS by amendment to the solicitation.
You state that you require an Instructor-led training the third Wednesday of the month. Where is this ILT to occur? Will the classroom location change every month, or remain the same?
As stated in paragraph 3.3. of the PWS of the solicitation, "The government will provide the venue for live training through a government approved web-based capability application, Defense Collaboration Services (DCS)." DCS enables synchronous communication among the Non-secure Internet Protocol Router Network (NIPRNet) and Secure Internet Protocol Routing Network (SIPRNet). The capability includes Web Conferencing (session management, text messaging, application sharing/broadcasting, audio, presence and awareness, voting/polling, video, multiple sessions, and recording) and Instant Messaging (IM). Clarification of the DCS has been incorporated into the PWS by amendment to the solicitation.
Web-based training for the Army is provided in Levels of Interactivity.
A previous question was - which of the 4 levels is required for the Web-based training? - but the question was not answered. Level of interactivity is imperative to providing a proper response and pricing.
The levels of interactivity are not applicable to this requirement as this is not an e-learning course.
What technology tool is required for the web-based training portion of the training? Captivate? Articulate? Adobe? These are just some of the technology tools that have been used to develop web-based training for the Army in the past.
Reference response to Question 11 above.
14 Where will the web-based training reside? On the Army Learning Management System (ALMS) or will the contractor host the training? Reference response to Question 9 above.
15 Will there be any 508 compliant or SCORM compliant requirements for the web-based training?
No. Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. § 794 (d)) applies to purchases of electronic and information technology. This requirement is for instructor led training (ILT) that will be delivered via the internet in the form of an interactive webinar.

4.1 mentions that the curricula will be provided 14 business days into the contract. Is this the storyboard version of the web-based training, or does the training need to be programmed as web-based training by that time and posted on a LMS?
As stated in paragraph 4.1. of the PWS of the solicitation, "The contractor shall provide and maintain curricula according to industry standards, to include the latest revisions needed for all relevant updates. The contractor shall provide initial curricula to the COR and ACOR no later than 14 business days after contract award for review." The Government does not have a preference on the formatting of the curricula, however the curricula shall cover the key topics identified in Sections 5.1.1-5.1.6 of the PWS; be designed to meet the specifications of the training methodology in Section 5.1.6 of the PWS; and provide didactic and interactive applied training in accordance with Section 5.2 of the PWS. Clarification of this requirement has been incorporated into the Performance Work Statement (PWS) by amendment to the solicitation.
17 Are there special requirements for tracking, creating and distributing the certificates the participants receive?
In accordance with paragraph 5.5 of the PWS of the solicitation, "the contractor shall provide an individual certificate of training to each attendee who completes an evaluation within five business days of completion of training session." In accordance with paragraph 5.6. of the PWS of the solicitation, "The contractor shall provide a report detailing student attendance and certificate issuance, sortable by student name, Regional Health Command, and MTF."
