About this file
This is a Contracting Officer's Decision for Limiting Competition at or below the Simplified Acquisition Threshold (SAT) for a sole-source procurement.
The Medical Readiness Contracting Office at Fort Shafter, Hawaii is awarding an indefinite delivery indefinite quantity (IDIQ) contract for clinical and anatomic pathology testing services to Pathology Consultants Inc., located at 1650 Cowles Street, Fairbanks, Alaska 99701. The contract covers blood, serum, urine, tissue, feces, mucosal, body fluids, spinal fluids, and provider-to-provider consultation services for Bassett Army Community Hospital (BACH) in Fort Wainwright, Alaska. The performance period runs from June 1, 2026, through November 30, 2029, consisting of a base period (June 1, 2026 – May 31, 2027), two one-year option periods, and a FAR Clause 52.217-8 option period. The contract is a Fixed Price vehicle funded by Other Funds (Defense Health Program) for Fiscal Year 26. The sole-source justification cites FAR 12.102(a), establishing that Pathology Consultants Inc. is the only source capable of meeting government requirements due to unique qualifications and physical proximity to BACH. The hospital's remote location in Alaska and inclement weather necessitate rapid turnaround times of 24-48 hours for pathology testing to meet College of Pathologist (CAP) and Joint Commission standards. Market research confirmed that while other facilities can perform similar testing, only Pathology Consultants Inc. maintains full accreditation and can reliably meet the required timeframes due to geographic proximity. The contracting officer determined the anticipated cost is fair and reasonable based on price analysis and approved the limitation of competition as in the government's best interest.
