About this file
This document is an Amendment of Solicitation (Standard Form 30) for a medical services contract at Tripler Army Medical Center involving electroneurodiagnostic technologists. The solicitation requires two technologists with specific certifications (CNIM/ABNM) to provide neuromonitoring services, covering two simultaneous operating rooms, including after-hours and weekend support. The average weekly case load is approximately 1 neurosurgery case, typically on Mondays or Tuesdays, with potential for emergent and non-elective cases.
Key contract details include a base period of 616 non-guaranteed hours, with contractors responsible for bringing their own equipment (laptop/workstation and Cadwell Machine). Invoicing can be done monthly or quarterly through WAWF for actual labor hours worked. Subcontracting is acceptable, and credentialing is estimated to take 2 weeks. The government will not separately pay for travel, lodging, or per diem costs. The solicitation will be evaluated under Lowest Price Technically Acceptable (LPTA) procedures, with responsibility checks performed through SAM/FAPIIS.

Miscellaneous text in this section has been added to:
AMENDMENT 0001: QUESTIONS AND ANSWERS
Q1: Personnel Qualifications. The PWS will need two technologists, each with the specified degree, CNIM/ABNM certification, and minimum years of experience. Can the Government confirm whether both technologists must be available on-site at all times? Or will there be dedicated scheduling days?
A1: The two electroneurodiagnostic technologists will need to be available upon surgeon request. This may require one or both depending on the cases that come through the OR emergently. Some cases may run after hours. There will be scheduled days based on case selection. Occasionally, there will be a need for neuromonitoring for non-elective call cases on weekends and/or after hours.
Q2: Coverage Requirements. The PWS states the contractor shall cover two simultaneous operating rooms, including after-hours and weekends. Could the Government provide the average weekly case load and identify which days are typically the busiest? This will help in projecting staffing and availability.
A2: Average weekly case load for neurosurgery is approximately 1 case per week. If neuromonitoring is used, then typically it would be on Monday or Tuesday. Monday's have the highest potential for cases as an OR is typically assigned to the Neurosurgeon. However, case load and busy days are subject to change.
Q3: Supplies and Equipment. The PWS specifies the contractor will provide monitoring equipment and routine supplies. Will Tripler Army Medical Center provide any baseline equipment or systems, or must the contractor bring and maintain all necessary hardware and software? What is the current equipment being used? I may have missed it in the request.
A3: The electroneurodiagnostic technologists brings-in and maintains their own laptop/workstation and Cadwell Machine.
Q4: Hours of Performance. The solicitation specifies 616 hours for the base period. Are these guaranteed billable hours, or is this a ceiling/not-to-exceed estimate? If fewer hours are used, how will billing and payment be reconciled?
A4: The hours are not guaranteed billable hours. The hours are the ceiling, not-to-exceed. The Contractor may only invoice and be paid for the services actually rendered. If the Contractor performs fewer services than are provided in the contract schedule, the Government may, at the end of the applicable contract period, deobligate the excess quantities. Billable hours may be in partial hours.
W81K0225QA0960001
Q5: Evaluation and Award. Since the solicitation will be evaluated under LPTA procedures, will past performance be assessed beyond SAM/FAPIIS responsibility checks? Will subcontracting be acceptable to fulfill the experience requirement, provided all technologists meet the stated qualifications or does the contractor also need to have the medical experience background?
A5: In order to be considered for award, the offeror must be determined responsible (as defined in FAR Part 9), and part of that includes SAM/FAPIIS responsibility checks. Subcontracting is acceptable provided all requirements are met.
Q6: Security and Credentialing. The PWS references CAC issuance, MP ICAM log-in, and 6-month revalidation. What is the typical lead time for credentialing prior to contract personnel beginning work?
Will the Government sponsor access for subcontractor personnel under the prime's contract?
A6: Credentialling estimated timeline is 2 weeks. The COR will sponsor incoming contractors /subcontractors
Q7: Invoicing and Payment. Supplies are invoiced quarterly on an as-needed basis. For labor hours, is monthly invoicing through WAWF expected, or should this also be invoiced quarterly?
A7: The contractor may submit WAWF invoices for actual labor hours worked, on a monthly or quarterly basis.
Q8: Travel, Lodging, and Per Diem. Will the Government cover any travel, lodging, or per diem costs associated with personnel travel for hiring, onboarding, or required inspections?
A8: The government will not separately pay for travel, lodging, or per diem costs associated with personnel travel for hiring, onboarding, or required inspections. CLIN 1 may be invoiced for the completion of PWS Paragraph 3.5.1.
