SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
AMENDMENT 0001
Questions and Answers Amendment 0001
Question 1: The CLIN’s listed in the solicitation state that 1,920 hours are required each year. PWS paragraph (b) on page 61 states, “...In addition to the holidays listed for Army and other projects, contractor performance shall not be required on any other day designated by ROK executive order as a ROK legal holiday.” There are 11 U.S.
Federal holidays and 12 ROK holidays.
If no work is required on U.S. and ROK holidays, this brings the maximum number of hours per year down to 1,896.
Will the government adjust the hours required for a Full Time Equivalent (FTE) individual to 1,896?
Answer 1: No, the Government will not adjust the hours. Per PWS paragraph 3.7.4, “If the Contractor performs fewer services than are provided in the contract schedule, the Government may, at the end of the applicable contract period, deobligate the excess quantities.”
Question 2: PWS paragraph (E) CRIMINAL HISTORY BACKGROUND CHECK REQUIREMENT states, “It is the contractor's responsibility to submit background investigation applications to the USA8 MDG Security office who will then submit to the US Office of Personnel Management for personnel who require them. Payment for the conduct of any criminal history background check is the responsibility of the contractor.”
The cost associated with obtaining a background check is usually borne by the government. Will the government change the verbiage to reflect this? If the highlighted sentence above is still valid, please provide the amount of the cost that the contractor must pay and to which organization.
Answer 2: No, the Government will not change the verbiage. The underlined sentence is still valid. Inquire directly with the USA8 MDG Security Office for cost information.
Question 3: PWS paragraph 3.6.2. Holidays lists the U.S. Federal holidays allocated each year while paragraph (2) REPUBLIC OF KOREA (ROK) HOLIDAYS on page 61 lists the ROK holidays.
Does the contractor receive both sets of holidays or is the individual only authorized holidays based on their citizenship status?
Answer 3: The contractor shall receive US holidays only regardless of citizenship.
Question 4: Is there an incumbent for this contract? If yes, can the Government provide the contract award number?
Answer 4: There is no incumbent for this requirement.
Question 5: How many personnel should the contractor provide for this service? Currently, for this contract, it seems 2 people are working. Are then two people required?
W81K0222Q0076
Answer 5: See Solicitation W81K0222Q0076, as each Contract Line Item Number states the quantity of hours required per year. This is a new requirement; there is no current contract.
