AMENDMENT 0001

Questions and Answers Amendment 0001

Question 1: On Page 86 of 120, Vol I, Administrative, Para (f), the proposal requirement is to provide documentation of authorization to work in the Republic of Korea (ROK). Only offerors who can demonstrate licensure for business operations on ROK (and/or the ability to obtain business licensure) will be considered for award. Since this solicitation is subject to the Status of Forces Agreement (SOFA), will the Government consider the deletion of Para (f)?

Response 1: No.

Question 2: If the Government decides to retain Para (f) on Page 86 of 120, kindly explain to offerors how and why the solicitation would be subject to SOFA (since work is EXCLUSIVE to the US Government on Osan Air Base), and, at the same time, must be subject to business licensure requirements and/or taxation/registration by the ROK government.

Response 2: SOFA Invited Contractor or Technical Representative status is not guaranteed to the successful offeror, therefore the requirement in Volume I, Administrative, Paragraph (f) exists.

Question 3: Is this contract currently incumbered? If so, can you please provide the current contracting number associated?

Response 3: No.

Question 4: Would COLA be reimbursed like a standard reimbursement on this contract?

Response 4: No. The contract does not include or allow any COLA reimbursement.

Question 5: The annual hours are 1920. Should this be re-adjusted for the Junteenth holiday to 1912?

Response 5: No.

Question 6: Is there a GS / Step level equivalent for this position?

Response 6: No.

Question 7: Are invoices to be submitted monthly?

Response 7: Yes.

Question 8: When is the estimated award date?

Response 8: Award will be made before the period of performance start date of 01 June 2022.

Question 9: Please confirm that this position does not require a HC provider who will write prescription for controlled substances.

Response 9: This position does NOT require a HC provider who will write prescriptions for controlled substances. DEA certificates are not necessary at overseas locations.

Question 10. PWS 3.7.1 says: “The Contractor shall be available to work between 0500 and 1700, Monday through Friday, and up to 12 hours per day.” Would the maximum hours / week remain 40 if a contract did work 12 hours in day? Would the hours in excess of 8 hours be considered overtime or are they “on-call” hours? Are the up to 4 extra hours per day to be taken from the 100 ‘on-call’ hours, or are the 100 on-call hours are an additional requirement?

Response 10: Please refer to Performance Work Statement Section 3.7.1.1. Additionally, the 100 ‘on-call’ hours are an additional requirement and has been changed to an Overtime CLIN.

Question 11: PWS 3.7.1.2 Overtime: If the contractor is required to work on weekends (Saturday or Sunday), the overtime rate shall apply. Will the Government supply a separate CLIN for overtime rates? Is the standard overtime rate of 1.5 of regular bill rate applied?

Response 11: The On-Call CLINs have been changed to Overtime CLINs.

Question 12: How many case manager/utilization review RNs do you need?

Response 12: The contract requires 1920 hours per contract period or one (1) Full Time Equivalent.

Question 13: Bill rate?

Response 13: Please read the solicitation instructions when preparing the Price Volume.

Question 14: Housing provided? Car? Car rentals?

Response 14: Housing, a car, and car rentals are not provided to the successful offeror.

Question 15: Can family travel with nurse?

Response 15: This office is not involved with the authorization of family travel.

Question 16: 40 Hour week schedule? Is it a traditional M-F schedule?

Response 16: Please refer to the Performance Work Statement Section 3.7.1.

Question 17: Is this in a hospital?

Response 17: This effort is performed at the Osan Air Base Medical Treatement Facility.

Question 18: Type of visa for my nurse and family member?

Response 18: Please refer to Performance Work Statement Section 3.8.1.

Question 19: Do all time off requests need to be made in advance? Emergency leave: If nurse needed to come home for a death or illness of a parent?

Response 19: Please refer to the Performance Work Statement Section 3.7.3. Absences and Leave.
