SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS

Q1: Is this is a follow-on requirement or a new contract? If it is a follow on contract, could you please provide the incumbent contract number and the awarded price?

A1: New contract

Q2: Will the government provide SOFA or Logistical support for this role?

A2: After award, a SOFA visa application process will commence if the proposed candidate is a US citizen. All relocation costs are the responsibility of the contractor. Basic logistical information and privileges (if any) will be provided by the on-site Government point of contact after award.

Q3: Are contractors required to use the SCA wage determination for this opportunity? If so, please clarify which job title contractors should use for services required?

A3: No

Q4: Under paragraph 5.1.3.1. Education: High school equivalent and a graduate from an academic course of phlebotomy that includes 120 didactic hours (or required by state law).

If the applicant doesn’t have academic course of phlebotomy that includes 120 didactic hours, does certification in Phlebotomy/IV insertion from the previous or current work experience suffice?

A4: No

Q5: Who are authorized to bid on this opportunity? Does companies outside of Korea can compete? Is this applicable for vendors whose companies are registered in Korea only? Or this is also applicable to vendors outside Korea?

A5: Any firm with an active sam.gov account reflecting no exclusions, regardless of location may compete.

Q6: The PWS does not specifically state if the individual must be a U.S. citizen. However, page 68 paragraph (f) states, “The contractor’s direct employment of any Korean-National labor for performance of this contract shall be governed by ROK labor law and USFK regulation(s) pertaining to the direct employment and personnel administration of Korean National personnel.” Question: Please clarify if the individual must be a U.S. citizen or if non-U.S. citizens may be hired for this contract.

A6: Either is allowed.

W81K0221Q0214

Q7: Paragraph 3.8.1.2.1. Non-Personal Services states, “This non-personal services contract requires that the contract health care providers maintain a current, active, valid and unrestricted license to practice medicine in the state (or District of Columbia) where the MTF is located.” We believe this to be a typo. Question: Please verify that a current, active, valid and unrestricted license from any U.S. state or territory is authorized.

A7: This PWS paragraph is not applicable to this requirement.

Q8: The PWS does not specify if the individual is subject to the Minimum Wage Executive Order dated 27 April 2021. Question: Is this contract subject to the Minimum Wage Executive Order dated 27 April 2021?

A8: No

Q9: Page 68 paragraph (d) states, “Subject to the above determination, the contractor, including its employees and lawful dependents, may be accorded such privileges and exemptions under conditions and limitations as specified in the SOFA and USFK Reg 700-19. These privileges and exemptions may be furnished during the performance period of the contract, subject to their availability and continued SOFA status. Logistics support privileges are provided on an as-available basis to properly authorized individuals. Some logistics support may be issued as Government Furnished Property or transferred on a reimbursable basis. Question: Please clarify what support privileges will actually be allowed for authorized individuals. Will this include any relocation costs for individuals hired from the U.S.?

A9: All relocation costs are the responsibility of the contractor. Basic logistical information and privileges (if any) will be provided by the on-site Government point of contact after award.
