QUESTIONS & RESPONSES
Q1. PWS 5.1.3.3 restricts candidate eligibility to a far greater extent than usual. Does the government intend to designate specific personnel for this position?
Response: The minimum qualifications identified within PWS 5.1.3.3 provides the Government’s experience qualifications for this solicitation. PWS 5.1.3.3 The contract personnel shall have a minimum of three (3) years of experience of liaison and or referral management processing within the last ten (10) years between host nation hospitals and US hospitals (including MTFs). The PWS identifies host nation hospitals, which is not limited to only Korea. The offeror’s experience could be within a US hospital or within a host nation hospital, the qualification is not limited to only one entity. Additionally, experience in Genesis or an official Electronic Health Record System software is not restricted to only military facilities or US hospitals. The Government does not intend to designate this position for a specific personnel.
Q2. If not, how can someone, who is not the incumbent of the position, meet all these requirements? Most US citizens (including military spouses) will fail to demonstrate Korean language ability (i.e. PWS 5.1.3.3.2), while most host nation citizens (i.e. Korean) will fail to prove 3 years of MTF experience (i.e. PWS 5.1.3.3.1).
Response: The requirements within the PWS identify the minimum qualifications for this solicitation. PWS 5.1.3.3.1, three (3) years of MTF working experience or equivalent treatment facility. This does not limit the experience to only US or military treatment facilities, the qualification provides for “or equivalent treatment facility”. PWS 5.1.3.3.2 ability to communicate effectively in both in English and in Korean languages, orally and written, this identifies the Government’s qualification for the solicitation. The Government does not have the capacity to identify whether or not US citizens or military spouses possess this ability.
Q3. Especially for PWS 5.1.3.3.2, how will the language proficiency for both Korean and English be evaluated?
Response: The requirement at PWS 5.1.3.3.2 is the ability to communicate effectively in both in English and in Korean languages, orally and written. An offeror will need to attest in its offer (technical volume) that the contract personnel has the ability to communicate effectively in both in English and in Korean languages, orally and written.
