About this file
This document contains questions and answers regarding solicitation number W81K02-21-Q-0167. The solicitation seeks a contractor to provide an automated urinalysis analyzer system including two instruments, ancillary equipment, reagents, quality controls, training, maintenance, repairs and support parts. The equipment and services are required to support urinalysis testing needs at Madigan Army Medical Center, with an estimated annual testing volume of 47,500 samples to be split evenly between urine chemistry and microscopy. Offerors are instructed to provide fixed monthly pricing based on the estimated testing volumes and a cost-per-reportable-result rate. The solicitation requires the equipment, reagents, and services to be provided at no additional cost to the government.

SOLICITATION W81K0221Q0167
Question #1: In order to provide accurate pricing for the quote, I will need additional information regarding the volume categories. If possible, can you provide this information below?
Total Tests = 47,500 per year
· Urine Chemistry = ?
· Urine Microscopy = ?
· Body Fluids = ?
Answer: Total Tests = 47,500 per year (47,500 chem and micro. Not 95,000. It is essentially one test.)
· Urine Chemistry = 47,500
· Urine Microscopy = 47,500
· Body Fluids = 0
Question #2: Can I also confirm that a single attachment was posted in the database under the Solicitation?
Answer: The only attachment posted to SAM as of 7/27/2021 was the 1449.
Question #3: Section SF 1449 – Continuation Sheet references a “0001 Reagent and Control” section with a Quantity of 12. It also references a “0002 Equipment” section with a quantity of 2 with the same POP.
0. Is the “Equipment” section also intended to be Quantity of 12 for monthly billing? Answer: CLINs 002, 1002, 3002 & 4002 are for the Analyzers and Training and are Not Separately Priced (NSP). See Volume III-Price on Page 49 of solicitation.
0. Are we to use a fixed monthly cost to bill for reagents/controls and equipment separately? Answer: The “UNIT PRICE” would be monthly cost you would bill for the estimated patients (Tests) per month provided in Appendix 1. Also provide total under “AMOUNT”.
0. Are we to include Service, Maintenance, Training, and Calibration in the “Equipment” section? Answer: Yes.
Question #4: Section SF 1449 – Continuation Sheet references “monthly payments shall be based on a Cost-Per-Reportable-Results (CPRR)”. Is this to mean a fixed monthly cost referenced in questions #1 above is to be quoted instead of an individual CPRR rate? This monthly amount would be based on a CPRR and the estimated test volume listed in Appendix 1.
Answer: The volume listed in Appendix 1 are annual and monthly estimates and provided to offerors for pricing purposes.
Question #5: Appendix 1 on page 42 of 83 lists Mandatory Tests and Estimated Patients/Year. It appears a combined 47,500 patient tests per year are expected.
a. Does this number reflects Urine Chemistry + Sediment Analysis or combined as number of total samples no matter what tests are reflexed? Answer: See Question #1’s Answer
b. What percent of the total samples historically reflex for Sediment Analysis? Answer: We do microscopic (i.e. sediment) analysis on 100% of our samples.
