JUSTIFICATION REVIEW DOCUMENT
FAR SUBPART 13.5 SIMPLIFIED PROCEDURES COMMERCIAL
ITEMS - UNDER THE SIMPLIFIED ACQUISITION THRESHOLD
(Simplified Acquisition Threshold is $250K)
JUSTIFICATION AND APPROVAL
1. Contracting Activity: Regional Health Contracting Office-Pacific, Health Contracting Branch, Joint Base Lewis-McChord (JBLM), 673 Woodland Square Loop SE, Lacey WA 98503.
2. Description of Action: Emergency veterinary care needed for military working dog, Nemo.
An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services: Sole Source Emergency veterinary care was needed for Military Working Dog (MWD) Nemo. Nemo was hospitalized at Camp Pendleton on the night of 24 December. Throughout the evening, his left front leg continued to swell. Additional antibiotics were added to his treatment plan. At 0200 on 25 December, staff took Nemo to California Veterinary Specialists due to continued swelling of the left forelimb and spreading of the bruised area. Nemo's condition improved and he was released from care on December 29th.

4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 (or 41 U.S.C. 1903 for Special Emergency Procurement) as implemented by FAR Subpart 13.5:

5. Reason for Authority Cited: The required care for the MWD was beyond the capabilities of nearest military veterinary treatment facility. It was required to obtain immediate emergency veterinary care and 24-hour monitoring in order to receive the best possible treatment & care for the dog.
6. Efforts to Obtain Competition: In accordance with FAR 5.201 this J & A will be posted to
FBO.
7. Actions to Increase Competition: A general competitive effort is made by the Veterinary Specialist and attending Vet Team throughout the requirement review process which considers the applicability of procedures from various sources to determine the one that best meets the needs of the patient. In addition, the intended contractor is the only source capable of meeting this requirement in an emergency situation prescribed for thepatient.
8. Market Research: This requirement is for Emergency Veterinary Treatment of a Military Working Dog, FSC Q999 (Class VIII). Details, including key work searches described in the Market Research report which supports this J & A can be found in the PCF File under Market Research. Market Research has been conducted by searching the Dynamic Small Business search using NAICS Code: 541940. Results from the research did not locate any other small businesses in a timely manner that could provide the above emergency veterinary treatment, meeting the salient characteristics as determined by the Vet Specialists.
9. Interested Sources: To date, other than the vendor named, no other sources have written to express interest in this acquisition.
