4) When does the government anticipate for the contract RFP to be available for the public?

5) Would the government consider a direct award for these services?
RESPONSE: No. This is a competitive 8(a) action.

14) The answer to this question can be found in the CLIN Description on CLIN 0006AD, in conjunction with Paras 1.1.2 -1.1.4 contained within the Performance Work Statement. There is a set amount that the Government will fill in at the time of award.
15) Proposal Volumes. Does the Government want offerors to submit the Price Proposal in a separate volume?
RESPONSE: The Instructions to Offerors contained within the solicitation doesn’t specify one- way-over the other. Either would be fine so long as all of the required information is contained within your company's proposal.
16) Factor 2 - Past Performance Examples (RFQ Page 139). How many past performance examples does the Government want offerors to provide in their proposal?
RESPONSE: As noted in the Instructions to Offeror's contained within the solicitation " The Government will consider any past performance information that is available to the Government to include, but not limited to the Past Performance Information Retrieval System (PPIRS) and Federal Awardee Performance and Integrity Information System (FAPIIS)." There is no requirement to submit past performance examples, as the Offeror's SBA point of contact must certify the company's eligibility for award. We will glean this information from the above referenced Government Systems.
17) Factor 2 - Past Performance Recency (RFQ Page 139). How recent must the past performance be?
RESPONSE: According to the Army Source Selection Manual recency is described as within the past three years six years for construction.
18) Factor 2 - Past Performance Page Limit (RFQ Page 139). Is there a limit on the total number of pages in Factor 2?
RESPONSE: See response to number #2.
19) Factor 3 - Compensation Plan (RFQ Page 139). Can the Government provide an example and/or format? The current RFQ language is somewhat ambiguous stating: "The Offeror’s compensation plan, must present enough detail to show that the company will provide compensation levels that reflect a clear understanding of the work to be performed and indicates the capability of the proposed compensation structure to obtain and keep suitably qualified personnel to meet mission objectives."
RESPONSE: No. There is no example. The Government has provided compensation plan templates as a part of the solicitation package. In essence is your company's compensation plan adequate for the requirement in which you are submitting an offer. " the Government shall evaluate the compensation plan’s likelihood to recruit and retain the necessary personnel at the Medical Aid Station located in Fort Hunter Liggett, CA."
20) Evaluation Factors - Item e (RFQ Page 139). What the relative weight of each of the evaluation factors? Are the evaluation factors all of equal weight?
RESPONSE: This is not a best value requirement in which we would be required to outline the relative weight. As noted in the Evaluation of Commercial Items contained within the solicitation this requirement is being evaluated using the lowest priced technically acceptable methodology. Ensure you have ready the Evaluation of Commercial Items contained within the solicitation.
21) Evaluation Factors (RFQ Page 139). Is the Government using a "Best Value" proposal selection process?
RESPONSE: As noted in #6 see the Evaluation of Commercial Items contained within the solicitation.
22) Incumbent Contractor. Is there an incumbent contractor? If so, can the Government please provide their name and DUNS number?

RESPONSE: This information is contained within the solicitation. See FAR 52.222-42 Federal Equivalent Rates.
