Limited Sources Justification or Sole Source Justification for Acquisitions under the Simplified Acquisition Threshold (Simplified Acquisition Threshold is $150K)
1. Contracting Activity: Regional Health Contracting Officer Pacific, Joint Base Lewis-McChord Health Contracting Cell, (JBLM-HCC), 673 Woodland Square Loop STE# 101, Lacey WA 98503
2. Description of Action: Madigan Army Medical Center, Medical Library, Tacoma WA request a Base Year, with Two-One Year Options for LibLynx Gateway E-Resource Licensing.
Requirement: New Repeat Pricing: Firm-Fixed Price Time & Materials Cost Funds: OMA Other Funds: Total Dollar Value: $33,074.00
Name of Intended Contractor: Comax System Street Address: 10 Banta Place Suite 202 City, State, Zip: Hackensack, NJ
Phone: 201-883-0400
3. Description of Supplies/Services: LibLynx® Gateway by Comax Systems specializes in connecting medical libraries with an online medical library E-Resource. They have an excellent track record of serving large hospitals and health systems, connecting them to the same online content used by MAMC clinicians. LibLynx® Gateway is a complete provider of an authentication service, a proxy service, and a curation service. It gives users a single website login that links them seamlessly to all online vendor content, passing credentials to assure that paid content is only going to paid customers. Liblynx® Gateway further allows very sophisticated curation of resources to specific user populations. This curation extends all the way down to strict vendor license requirements; for example, a specific subscription that allows only licensed pharmacists can be restricted to only pharmacists such that other users won't even be presented the choice to use it.
Users can curate the interface themselves to a certain extent: they can sort and rearrange resources in ways that make the most sense to them (e.g., a list of frequently used databases, a direct link to specific journals the customers read, etc.).
LibLynx® Gateway also provides an administrative dashboard that tracks resource use in real time, allowing librarians to adjust licenses and control online subscription pricing so the customer pays only for the actual, documented use.
4. Authority Cited:
(a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR
(b) FAR 13.106-1(b)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR
(c) FAR 8.405-6(a)(1)(i)(A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR
(d) FAR 8.405-6(a)(1)(i)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique orhighly specialized; OR
(e) FAR 8.405-6(a)(1)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.
5. Reason for Authority Cited: Other resources only have individual parts of the services required to achieve the same goals and functions as LibLynx® Gateway. Open Athens® provides one part of what LibLynx® offers—an authentication service. Most vendors of online library resources require users to log in to use customized features or expanded/paid content. Open Athens® provides a single place for users to store a single login credential. Users only have to remember this single credential to access Open Athens®, and passes the proper login credentials on the user's behalf to the online vendor. EZproxy® provides one other part of what is provided by LibLynx—a proxy service. A proxy service runs all incoming and outgoing internet connections through on-the-fly rewritten URLs so that they appear to be coming from someplace else. To online vendors, this looks like outside connections are coming from MAMC (whether actually coming from MAMC or not), and paid-for content is therefore being served to legitimate, paid subscribers. Open Athens® and EZproxy® each offer very basic customization or curation features, but each with a separate interface, creating even more entry-points into MAMC online clinical information resources. LibLynx will be one entry point to combine the Proxy Service, Remote Access, Medical Library Online Catalog and SharePoint Page. LibLynx® addresses an ongoing problem with DHA and the MEDCOM network: Unannounced network changes suddenly block paid content. Network changes, IP address changes, and security changes cut off information used in direct patient care. Using a single authentication/proxy/curation service hosted on the web gives us much greater stability connecting to our online resources. Adding new online resources, canceling unused resources, and troubleshooting resources is streamlined by routing our users through this service. And, LibLynx will provide MAMC staff who are deployed or working from home the ability to access all of MAMC, AMEDD and DHA online resources seamlessly from anywhere with one simple login to one point of entry, maximizing access to these valuable resources.
6. Efforts to Obtain Competition: A general competitive effort is made throughout the requirement review process which considers the applicability of other products, if available from other sources to determine if compatibility in providing the same services are available. Otherwise, at present the intended contractor is the only source capable of meeting this requirement in maintaining the best intent and interest of the Government. This requirement will be posted as a Special Notice with J & A to Federal Business Opportunities (FBO).
7. Actions to Increase Competition: We have contacted other DoD Sources using the same library E-Resources; counterparts of the Army Medical Command (USA MEDCOM) and Naval Medical Command (NAVMEDCOM). We conducted online research to discover services that have worked with both agencies medical libraries and with vendors of online medical library resources. We have met with and/or spoken with vendor representatives of the two products that offer portions of what is available within LibLynx® Gateway: Open Athens® and EZproxy®. Each product offers have different parts of what LibLynx® Gateway offers as a whole package. LibLynx® Gateway offers all of the capabilities of both Open Athens® and EZproxy®, integrated into one service which also offers the ability to fully customize the patron interface and to curate patron access in order to limit or allow access to specialized online resources, allowing greater control of costs for other online resources.
