3. Description of Supplies/Services: Research has been conducted by searching the Dynamic Small Business (SBA) Search at www.sba.gov under NIAC Code 611710 which identified no other vendors under “SCOAP Online Database”. Results from this search did not identify two or more small businesses that could provide the same of equal products. The Department of Obstetrics and Gynecology, Madigan Army Medical Center requires quality tools that allow for evidence based, comparative surgical outcomes data that allows for surgical surveillance and outcomes benchmarking within the State of Washington. The Surgical Care and Outcomes Assessment Program (SCOAP) provide such a service. Benchmarking of surgical outcomes within the State of Washington allows a retrospective review of surgical care and provides the information required that surgeons utilize to improve surgical practice. This program provides a state-wide surgical database in which Madigan Surgical outcomes data is abstracted and placed into the SCOAP database. This data is then compared against like-type data of other civilian hospitals in Washington State, which then allows for comparative analysis and benchmarking for the purpose of providing improved surgical care at Madigan. A market survey was conducted on-line for a Washington State Surgical Outcomes Database. The only database that could be located was the SCOAP Database. There are other National, Hospital specific or surgical databases from other states, but only SCOAP could be located in Washington. http://www.ncbi.nlm.nih.gov/pubmed/24364925; http://www.scoap.org/. A Special Notice/J&A will be posted to AFSI.
